THE CITY OF CLEVELAND BOLIVARCOUNTY STATE OF MISSISSIPPI MINUTES OF RECESSED REGULAR MEETING HELD oN TUESDAY, AUGUST l0TH,2021 This recessed regular meeting of the Mayor and Board of Aldermen of The City of Cleveland, Mississippi, was duly and legally begun and held via a Zoom video teleconference meeting at 8:00 o'clock a.m. on Tuesday, August 10,2021' pursuant to the recess order of the Mayor and Board of Aldermen at the August 3rd,2021 regular meeting. The meeting was duly opened, and, upon due proclamation first made' the following proceedings were held, to-wit: The Mayor and Board of Aldermen completed a preliminary review of the FYE 2022 Budget involving the discussion of the following matters: potential public improvement boni issue itemi health insurance costs, proposed revenue items, rates for tax millage. payroll proposed expenditure items, departmental transfers, requesled appropriations and items. The Iioard met with Jos-h McPherson of Eley McPherson Engineering to discuss capitalprojectsfortheupcomingfiscalyear'Additiorrally,theBoardmetwithJason W'ooa.,^ p-t r and Recreation; Cleveland Volunteer Fire Department Personnel; Clint lof,"ron, Airport; Joe Saia, Delta State Aviation; and Lara Bowman' Chamber of Commerce. ORDERED this August 10,2021. ORDER TO APPROVE EMPLOYEE ACTION RECOMMENDATIONS After discussion, upon Motion by Alderman Sanders, second by Alderwoman Abraham who Howze-Wince, and unanimously adopted, with the exception of Alderman pay .pp"."a, it is ordered to place officer Joseph Garcia on administrative leave without foi.easons detailed per his personnel record on file in Human Resources' ORDERED this August 10, 2021' oRDER RETAINING THE CITY'S ONE_HALF (l/2) oF ALL ROAD TAX ASSESSED TO CITY PROPERTY BY THE BOLIVAR COUNTY TAX ASSESSOR Aft9r djscussion, upon Motion by Alderman Gainspoletti, second by Alderman _ . Abraham, the Board unanimously approved the retention ofihe one-Half (l/zl n""J i* assessed to the City Property bythe Bolivar County Tax Assessor. By retaining the one-half (r/2) of road revenue the City of Cleveland rejects the assistance of the Bolivar Co-unty Supervisors acting through ihe notiua. cou,ty noaa Department for fhe 2021-2022 fiscal year to repair its-roads. Because of its election to retain the one-half (l/2) share of all road tax revenue assessed to city property, the City of creveland ,"qu"rt, ih. chancery Clerk of Bolivar county, Mississippi and the Tax Collector of Bolivar County, Mississippi transfer and pay its one-half (1/2) share of arl road taxes assessed to crty prop".ty i" tt" citv Cleveland, Mississippi for the 2021-2022 fiscal year. ORDER TO DECLARE EMERGENCY REGARDING SINKHOLE REPAIRS ON THE MUNICIPAL AIRPORT RUNWAY WHEREAS a matter of immediate emergency impacting public hearth has occurred due to the discovery of a sinkhole preseni under tire aifuort consideration. the Board finds pursuant to Miss. code Ann. -n*uy. Upon s3l-7-i3 1x; ttut in" aJtuf incident to giving opportunity for competitive bidding would be detrimental to thl interest of the city, such that the normal requirements foi competitive bidding are hereby suspended. Continuation of this emergency authority shall be presented foiapp.oval at each regular meeting hereafter until the need no longer ixists. otherwise. such emergency expenditures shall be documented in the manner required by law. ON MOTION BY GAINSPOLETTI, SECOND By SANDERS and unanimously approved, IT IS THEREFOR-E ORDERED thar the city Clerk, or her designee, is authorized and directed to immediately locate and ,""ur. sinkhole repair services.
