REGULAR MEETING OF THE CITY OF CLEVELAND
HISTORIC PRESERVATION COMMISSION
TUESDAY, JUNE 27, 2017 AT 5:15 PM
CLEVELAND MUNICIPAL BUILDING, 190 CHURCH STREET NE
The regular meeting of the Historic Preservation Commission was called to order by Rufus Triplett,
Board Vice Chairman, at 5:15 pm.
Membership present included Randy Wood, Joan Benjamin, Rufus Triplett, Jane Easterly, and Phyllis
Callaway. Absent from the meeting roll call were Maryl Elliott and Sarah Coleman.
Staff present included Bryan Turner, Building Official; and Peggy Hathcock, Building Division
Technician.
Others present in the audience included Larry Bowers; reporter with the Cleveland Daily Banner, Greg
& Tammy Johnson; owners of 221 15th Street NW, Patricia & Matthew Higgins; owners of 263 17th
Street NW, and Misty Rickert; owner of 243 17th Street NW.
The minutes from the regular session that was held on May 23, 2017, were presented. Joan Benjamin
made a motion that the minutes be accepted as written. Phyllis Callaway seconded the motion, and it
passed with a unanimous vote.
Sarah Coleman joined the Board at 5:17.
There were no Public Hearings presented.
There was not any Old Business to discuss.
Greg Johnson requests a Certificate of Appropriateness for 221 15th Street NW, for the conversion of
a carport to a garage and replacing the wood fence with brick. (Tax Map 49L Group C Parcel 005.00).
The property is zoned R1HP. Having no opposition to the proposed changes; Phyllis Callaway made
a motion that the Certificate of Appropriateness be issued. Randy Wood seconded the motion, and
it passed with a unanimous vote by all members of the Board who were present.
Misty Morrow Rickert requests a Certificate of Appropriateness for 243 17th Street NW, for the
replacement of a roof and the replacement of siding & gutters, (Tax Map 49E Group X Parcel 003.00).
The property is zoned R1HP. Having no opposition to the proposed changes; Randy Wood made a
motion that the Certificate of Appropriateness be issued. Joan Benjamin seconded the motion, and
it passed with a unanimous vote by all members of the Board who were present.
Matthew E. Higgins requests a Certificate of Appropriateness for 263 17th Street NW, for the addition
of a detached garage, sunroom, and bedroom, and driveway modifications. (Tax Map 49L Group X
Parcel 019.00). The property is zoned R1HP. The Board liked the sound of the proposed additions
to the house but did not want to approve the Certificate of Appropriateness without seeing the
drawings to see if it would meet all the guidelines set forth by the Residential Design Guidelines
Manual. Sarah Coleman made a motion, “That we grant a COA as requested with the provision that
the drawings, once they are mailed, will be emailed to us, and we will have three days to review them
and respond.” Jane Easterly seconded the motion, and it passed unanimously.
(The plans were presented and sent to the Board and the Board approved the Certificate of Appropriateness.)
Bryan Turner informed the applicants that the Building Department will be reviewing all the building
permit applications and issues the permits.
Phyllis Callaway brought it to the attention of the Board that the COA that they approved for Timothy
McKay for the change to the roof of the property on Oak Street. The show that they were renovating
this house for was aired on HGTV and they were waiting to hear if the show was being picked up.
Hearing no further business the meeting was adjourned.
