Call MPO meeting to order --- Chairman Mayor Tom Rowland called the meeting to order and called the roll. The other MPO members in attendance were Bently Thomas as proxy for Bradley County Mayor D. Gary Davis, Chris Kleehammer (proxy for Nancy Sutherland of SETHRA), and Joren Dunnavant of TDOT. Others in attendance included Cleveland City Councilman Dale Hughes, Cleveland City Councilman Tom Cassada, Nancy Sutherland of SETHRA, D. Stacy Morrison of TDOT, Melinda Carroll, Tommy Myers, and Randall Higgins of the City of Cleveland, Joyanna Love of the Cleveland Daily Banner, and Greg Thomas of the City of Cleveland and Cleveland MPO. 2. Approval of meeting minutes— August 3, 2016--- Mayor Rowland introduced the item and called for discussion or a motion. Chris Kleehammer moved that they be approved and the motion was seconded by Bentley Thomas and approved unanimously. 3. New Business – a. 2017-2020 Transportation Improvement Program (TIP)--- Mayor Rowland introduced the item. Greg Thomas provided the staff report. He explained that staff did not yet have all of the Federal comments but that the document would need to be released for public comment in order to be ready for a public hearing and adoption at the November 2, 2016 meeting. Chairman Rowland asked when the comments were expected and Greg Thomas said within a week or two. Joren Dunnavant made a motion authorizing the draft TIP to be released for public review and comment and the motion was seconded by Chris Kleehammer and approved unanimously. b. 2017 Transportation Alternatives Grant--- Mayor Rowland introduced the item. Greg Thomas provided the staff report. He explained that Cleveland could submit two  3 of 22 applications. He explained the 25th Street Corridor Area project that was previously submitted as a Multi-modal Access (MMA) grant. He described the Gaut Street Area project that was previously submitted under the Transportation Alternatives (TA) grant. He explained that a scaled-back Gaut Street project could be submitted, ending on Gaut and going up Central Avenue to the College Hill Recreation. Chairman Rowland asked whether there needed to be any prioritization between the two projects; Greg Thomas answered that City Council would need to prioritize between the two projects and he said that the design public involvement meeting would be upcoming on September 20, 2016 at 6:30 p.m. in the library. Mayor Rowland said that the City Council would need to consider the prioritization at their next meeting due to the October 3, 2016 deadline for the TA grant proposals. Mayor Rowland noted the presence of Councilman Hughes and Councilman Cassada at the MPO meeting. 4. Old Business---none 5. Comments by federal, state, local agencies--- Mayor Rowland brought up a concern about getting a bus stop near the Cleveland Bradley Public Library. Mayor Rowland also described a citizen concern about bus parking near the transit facility at the old depot. The concern was essentially that the buses park further up the hill toward the depot to free up parking nearer the old Five Points Pharmacy building. 6. MPO Coordinator/staff comments--- Greg Thomas referred the MPO to the MPO Coordinator’s Report contained in the packet. He also referenced another item that he had handed out, the transit ridership report. Ridership was up considerably; so much so that on the red route another bus was needed to meet demand. He noted that the red route ran along Gaut Street in the area of the TA grant proposal. 7. Public comments 8. The next regular MPO meeting date is Wednesday, November 2, 2016 at 11 a.m. 9. I have reviewed the package of information you sent me on October 13, 2016 and have minimal comments to make. This project as proposed does not pose a significant impact on programs regulated by the Division of Water Resources. The only issue I see is that the widening of SR- 60 will require work at Bigsby Creek, which could require an Aquatic Alteration Permit for the stream crossing depending on how the widening takes place. If you would like to discuss this in more detail, I would suggest that you contact Jennifer Innes who is the manager of our Division’s Chattanooga Field Office. Jennifer Innes can be reached at Jennifer.innes@tn.gov or 423-634-5719. If any portions of this project will require the disturbance of more than one acre of land, then coverage under Tennessee’s General National Pollutant Discharge Elimination System (NPDES) Permit for Discharges of Storm Water Associated with Construction Activities and associated Storm Water Pollution Prevention Plan (SWPPP) will be required. Appropriate erosion prevention and sediment control measures are still encouraged to be installed and maintained for the duration of the project, including staging areas, even when the land disturbance is under one acre. Questions  11 of 22 MEMORANDUM TO: MPO Executive Board and TCC FROM: Greg Thomas, AICP, MPO Coordinator DATE: October 31, 2016 SUBJECT: MPO meeting schedule and MPO Annual Meeting Attached is a proposed meeting calendar for the MPO and TCC for 2017. Based upon the existing policy, your 2017 meetings would be scheduled as follows: January 11, 2017; March 1, 2017; May 3, 2017; July 12, 2017; August 2, 2017; September 13, 2017; and November 1, 2017. (The extra meeting is added in August to meet the scheduling requirements for UPWP updates, etc.). However, when announcing the next meeting date in a public meeting you may adjust the date if necessary, and called meetings can be scheduled if necessary. The January 11, 2017 meeting is proposed as the MPO Annual Meeting date. Attached is the annual list of obligated projects from the prior year (2016) which is to be addressed in the Annual Meeting. The Annual Meeting is also the time to approve the meeting schedule. The federal Portion is $834,551.00 and the Local match is $581,351.00. This Grant has $993,902.00 in Operating (Federal and Local combined) and $422,000.00 in Capital (Federal and Local combined). We also have our EUROP Grant , which is state funding we use for match. The amount is $377,800.00. We will be applying for another 5307 Grant the first of the year, it is the FY 2014 allocation of $777,382.00. This is all we have going at this time.  22 of 22 MEMORANDUM TO: MPO Executive Board and TCC FROM: Greg Thomas, AICP, MPO Coordinator DATE: October 31, 2016 SUBJECT: MPO Coordinators Report 1. Staff began meeting with members of the local cycling community as well as school officials and health department officials and police in to develop an educational outreach effort for cycling health and safety issues, with a particular near-term focus on the bike lanes to be installed on Keith Street. A group ride to publicize the bike lanes is scheduled for November 12, 2016. 2. MPO staff attended the TAPA fall conference in Knoxville September 21-23, 2016 where the emphasis was on planning for bicycle and pedestrian facilities. 3. Transportation Alternatives (TA) grant application were completed for the 25th Street and Gaut Street projects and submitted by the October 3, 2016 deadline. 4. Working with FHWA, TDOT, RPM Transportation Consultant, City staff, and local citizens, a Bicycle and Pedestrian Safety Assessment was conducted on October 20, 2016 on 25th Street SR 60 between Westside Drive and Keith Street SR 2, and Keith Street SR 2 from 25th Street to Sahara Drive. Results of the analysis are forthcoming. 5. On October 26, 2016 staff began working with interns from Cleveland State Community College and Lee University in the collection of additional bicycle and pedestrian count data. 6. Staff has begun working with the Cleveland Bradley County Public Library and CUATS concerning the location of a transit stop near the library. Page 1 of 1
