MINUTES CLEVELAND MUNICIPAL PLANNING COMMISSION TUESDAY, AUGUST 16, 2016 AT 6:00 PM CLEVELAND MUNICIPAL BUILDING 190 CHURCH STREET NE The regular Cleveland Municipal Planning Commission was called to order at 6:00 P.M. by Dee Burris, Chairman. Members present included Walt Vineyard, Gary Dennis, Larry Presswood, Clarke Taylor, Dee Burris, Bill Hamilton, Tricia Pennington, and Maryl Elliott. Members absent were George Poe. Legal Counsel present was John Kimball, Attorney for the City of Cleveland. Staff members present included Corey Divel, Senior Planner, Officer Jennifer Samples of the Cleveland Police Department, Melinda Carroll, Assistant City Manager, Joe Fivas, City Manager, and Darla Jenkins, Executive Secretary. Others present include Jerald Franitzo of Habitat for Humanity, Gordon Chandler, Joyanna Love of The Cleveland Daily Banner, Randy Brown of Brown Surveying, Mitch Kinder of Cleveland Surveying and DeAnna Hanson. The minutes of the July 19, 2016 regular meeting was presented for approval. Maryl Elliott made the motion to approve and Gary Dennis seconded the motion. A vote of 8-0 passed the motion. The minutes of the August 2, 2016 Special Called meeting was present for approval. Gary Dennis made the motion to approve and Walt Vineyard seconded the motion. A vote of 8-0 passed the motion. There were no Public Hearings. In the Consent Agenda, a. Request by Ted Moss for final plat approval of Ocoee Landing Townhomes, lots 39-41. Property is located on Emmyllie Court and is zoned Planned Unit Development PUD5. Plat by Brown Surveying Company (pg1). b. Request by Duggan Development Co, LLC for final plat approval of Ramsey Street Townhomes. Property is located on Ramsey St and is zoned Multi- family Residential. Plat by Cleveland Surveying Company (pg2). c. Request by John R Porte for final plat approval of John R Porte Property. Property is located on Adkisson Dr and Arlena Dr NW and is zoned R2 Low Density Single and Multi-family Residential. Plat by McCracken Surveying (pg3). d. Request by James Foster for final plat approval of Foster Lang St Property. Property is located on Lang St SE and is zoned R2 Low Density Single and Multi-family Residential. Plat by Richmond Surveying Company (pg5). e. Request by Habitat for Humanity of Cleveland for final plat approval of Victory Cove, Phase II. Property is located on Arnold Ave SW and Huff Ave SW and is zoned Planned Unit Development PUD10. Plat by Brown Surveying Company (pg6). f. Request by True Fitz, LLC for final plat approval of Haven at Glenwood, revised lot 3. Property is located on Glenhaven Cove and is zoned R3 Multi- family Residential. Plat by Richmond Surveying Company (pg7). Tricia Pennington made a motion to approve subject to staff comments and Maryl Elliott seconded the motion. Dee Burris recused himself from the vote. A vote of 7-0 passed the motion. There was no Old Business. In New Business, g. Request for consideration of abandonment for a portion of an alley located between 2023 and 2043 Harle Ave NW (pg8). Bill Hamilton made a motion to approve and Tricia Pennington seconded the motion. A vote of 8-0 passed the motion. h. Request by Deanna Hanson for application of infill setback standards at 863 Harle Ave NW (pg14). Walt Vineyard made a motion to approve and Tricia Pennington seconded the motion. A vote of 8-0 passed the motion. There was no Chairman’s Report. Larry Presswood asked for a cross section committee of builders, surveyors, citizens, staff, etc., to review subdivision regulations and zoning. Joe Fivas stated the staff would develop a plan and bring it back to the planning commission for approval. There was no Director’s Report. The meeting was adjourned at 6:14 p.m.
