January 21 2025 Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, January 21, 2025 at 7:00 p.m. Commissioner Wise, presiding. On roll call, Commissioners Buchanan and Ballenger were present. PUBLIC PARTICIPATION Jeff Bowling addressed the council regarding the city wide boil order. Bowling commended Commissioner Wise and Kyle Morris and stated if people wanted to answers to just ask directly. Seth Redington addressed the council regarding the water. Redington stated he FOIA requested the last 24 months of records on January 9th. He looked over the paperwork and it had been running within tolerances, and one day it didn’t meet specifications. Redington said he thinks the city did everything they could and will continue to. Wise went into detail regarding the city wide boil order. Wise said he and Kyle tried to get answers for the public. Wise reported at the previous meeting the plant was down for 10 days, during this time he reported that there would be color and smell issues. We had no sample failures in that timeframe. Five samples were sent in on Tuesday, on Wednesday we got the report that those samples had failed. Within 48 hours resamples are sent, we got no report back until the following Monday that 13 samples passed, it should have been Friday night Saturday at the latest with he notification. The EPA stated it was because of the PH. We do not have a definite answer, and are looking at everything. The following Thursday the same representative that put the boil order on came and visited the plant. He ran his own tests and everything passed, he ran his own tests in the distribution and everything passed. In the history of him being with the city, this only the third time in his recollection we have had a city wide boil order. Wise stated he does not want to put the citizens in fear and does not want his employees being trashed. We will be keeping the public notified in the future. On the back of the water bill is the notification system. The EPA will be notified any time we have any issues or changes happening. Wise said if anyone has questions, call or text him. There was never a harmful problem. Redington asked if the samples the following day passed, there was confirmation they did pass. Redington asked how many gallons were in the towers and supply line, Kyle stated millions. Redington said if there was an issue, it would have showed in the next test as it wouldn’t have cleared the system within the next day. Wise addressed another issue that arose during the city-wide boil order. The nursing home was notified by someone representing themselves as an employee of the City of Clinton Water Department, telling them they cannot wash, bathe, do hair and the water cannot be used. Tractor Supply also received a call notifying them they cannot wash dogs. He states that shouldn’t have been done, and the Chief of Police has been advised they would like to track the individual who did that. Wise will find out what kind of charges can be placed on the person. Written motion was made by Commissioner Buchanan and seconded by Commissioner Ballenger that the minutes of the regular meeting of January 7, 2025 be approved as submitted. On roll call vote, Commissioners Ballenger, Buchanan and Wise voted “Yes.” The bills and payroll were read. Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the bills and payroll be allowed as read and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Buchanan, Wise and Ballenger voted “Yes.” PETITIONS John Baker from the City of Clinton Tree Commission came before Council to announce they have been awarded a $47,500 subgrant by the Morton Arboretum’s Chicago Region Trees Initiative and this will provide 30 new trees to public housing completes and parks on the city’s east side. REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Department of public affairs had no report. REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS Department of streets & public improvements had no report. REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY Department of public property had no report. REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Department of public health & safety had no report. REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES Department of accounts and finances had no report OLD BUSINESS Written motion made by Commissioner Buchanan and seconded by Commissioner Ballenger to approve Ordinance 1618 an ordinance authorizing the sale of excess personal property. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.” NEW BUSINESS Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the TPA agreement extension with Mutual Medical Plans, Inc. On roll call vote, Commissioners Wise, Ballenger and Buchanan voted “Yes.” Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve to approve the Letter of Understanding with International Association of Firefighters. On roll call vote, Commissioners Buchanan, Wise, Ballenger voted “Yes.” ADJOURNMENT With no further business to come before the Council, a motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan to adjourn the meeting.
