October 21, 2025 Minutes of the regular meeting of the City Council of the City of Clinton, Illinois in session in the Council Chambers of City Hall and electronically, Tuesday, October 21, 2025 at 7:00 p.m. Motion was made by Commissioner Buchanan and seconded by Commissioner Wise to approve of Commissioner Edmunds to join the council meeting electronically via telephone. On roll call vote, Commissioners Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.” Mayor Helen Michelassi, presiding. On roll call, Commissioners Wise, Ballenger, Edmunds and Buchanan were present. PUBLIC PARTICIPATION None Written motion was made by Commissioner Ballenger and seconded by Commissioner Buchanan that the minutes of the regular meeting of October 7, 2025, be approved as submitted. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes.” Written motion was made by Commissioner Edmunds and seconded by Commissioner Wise that the bills and payroll be approved, and the Clerk be instructed to issue warrants on the Treasurer for the several amounts. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.” PETITIONS None. REPORT FROM THE DEPARTMENT OF PUBLIC AFFAIRS Mayor Michelassi announced the next America 250 meeting will be on October 27th at 6:30 in the council chambers at City Hall. Mayor Michelassi read a thank you card from the Gold Star Mission, local mother’s in which she attended a luncheon and presented the Official Proclamations. REPORT FROM THE DEPARTMENT OF STREETS & PUBLIC IMPROVEMENTS Commissioner Buchanan reported leaf pick up will start as leaves begin to fall, he also reminded that November will be the last month of brush pick up unless there is a major storm event. REPORT FROM THE DEPARTMENT OF PUBLIC PROPERTY Commissioner Wise had no report. REPORT FROM THE DEPARTMENT OF PUBLIC HEALTH & SAFETY Commissioner Ballenger reported he is considering no smoking signs at the new playground as there have been issues with adults. Commissioner Ballenger also thanked Fire, Police and EMS for their efforts in the recent events. REPORT FROM THE DEPARTMENT OF ACCOUNTS & FINANCES Commissioner Edmunds had no report. OLD BUSINESS Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Knox Box Cloud License for the Fire Department. On roll call vote, Commissioners, Wise, Ballenger, Edmunds Buchanan and Mayor Michelassi voted “Yes”. Written motion was made by Commissioner Wise and seconded by Commissioner Buchanan to approve the Dump Truck for the Water Department from Landmark Ford (cab & chassis) $75,352.82 & Rahn Equipment (dump body, hydraulic system and light package) $40,051.52. On roll call vote, Commissioners Wise, Ballenger, Edmunds, Buchanan and Mayor Michelassi voted “Yes”. Written motion was made by Commissioner Ballenger and seconded by Commissioner Edmunds to approve two 2026 Ford Police Interceptor Utility Vehicles – Morrow Brothers Ford not to exceed $140,000.00. On roll call vote, Commissioners Ballenger, Edmunds, Buchanan, Wise and Mayor Michelassi voted “Yes”. Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve Fire Hose for the Fire Department from Mac’s Fire & Safety in the amount of $5,288.00. On roll call vote, Commissioners Edmunds, Buchanan, Wise, Ballenger and Mayor Michelassi voted “Yes.” Written motion was made by Commissioner Ballenger and seconded by Commissioner Wise to approve the Ordinance Authorizing Encroachment at 804 N Side Square.
