SUPPORTING MULTIMODAL USE OF HWY 33 CORRIDOR MOTION: Councilor Wilkinson moved and Councilor Keller seconded RESOLUTION NO. 24-15, SUPPORTING MULTIMODAL USE OF HIGHWAY 33 CORRIDOR BETWEEN BIG LAKE ROAD AND CLOQUET AVENUE. The motion carried unanimously (6-0). WHEREAS, The Minnesota Department of Transportation (MNDOT) plans to make improvements along Minnesota Highway 33 (Hwy 33) thru Cloquet in 2028 as part of their Capital Highway Investment Plan (CHIP); and WHEREAS, The City of Cloquet recognizes Hwy 33 from Big Lake Road to Cloquet Avenue as critical multimodal corridor for the City and region; and WHEREAS, MNDOT is currently in the process of planning for and seeking public input on possible corridor improvements; and WHEREAS, The City of Cloquet has studied this corridor extensively in recent years including the adoption of a Trail Master Plan, Corridor Landscape Study and Trail Framework all of which identify a strong need and desire to accommodate pedestrian, bicycle, ATV, and snowmobile traffic along this critical route; and WHEREAS, Traffic of all types currently use this section of Hwy 33 daily without safe accommodations. NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF CLOQUET, MINNESOTA: 1. The City of Cloquet supports and encourages MNDOT’s efforts to plan for Highway 33 improvements which would accommodate multimodal use. 2. The City of Cloquet further supports study of the feasibility to accommodate an adjacent motorized trail along Highway 33 from Big Lake Road to Cloquet Avenue. APPROVING FINAL LAYOUT FOR STATE AID HIGHWAY 16 – WASHINGTON AVE MOTION: Councilor Carlson moved and Councilor Lamb seconded the motion to adopt RESOLUTION NO. 24-16, APPROVING FINAL LAYOUT FOR STATE AID PROJECT NO. 009-616-005 ON COUNTY STATE AID HIGHWAY 16 (WASHINGTON AVENUE). The motion carried unanimously (6-0). WHEREAS, Plans for Carlton County Project No. SAP 009-616-005 showing the proposed alignment, profile grades and cross-sections for the construction, reconstruction or improvement of County State Aid Highway (CSAH) No. 16 with the limits of the City of Cloquet as a State Aid Project has been prepared and presented to the City; and Page 6 of 57  12 WHEREAS, Carlton County seeks the approval thereof, as described in Minnesota Statutes 162.02 subd 8. NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF CLOQUET, MINNESOTA: that said plans for the improvement of CSAH 16 (Washington Avenue) within the corporate limits of the City of Cloquet are hereby approved. 2024-2025 COMMUNITY EDUCATION AGREEMENT MOTION: Councilor Jaakola moved and Councilor Lamb seconded the motion to approve the 2024- 2025 Agreement with Cloquet ISD #94 and Cloquet Community Education. The motion carried unanimously (6-0). CALLING FOR PUBLIC HEARING – HOTEL SOLEM MOTION: Councilor Carlson moved and Councilor Wilkinson seconded the motion to approve RESOLUTION NO. 24-13, CALLING FOR A PUBLIC HEARING ON THE PROPOSED ESTABLISHMENT OF DEVELOPMENT DISTRICT NO. 7, THE PROPOSED ADOPTION OF A DEVELOPMENT PROGRAM THEREFOR, THE ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 7-1, AND THE PROPOSED ADOPTION OF A TAX INCREMENT FINANCING PLAN RELATING THERETO. The motion carried unanimously (6-0). BE IT RESOLVED by the City Council (the "Council") of the City of Cloquet, Minnesota (the "City"), as follows: 1. Public Hearing. This Council shall meet on April 2, 2024, at approximately 6:00 p.m., to hold a public hearing on the following matters: (a) the proposed establishment of Development District No. 7; (b) the proposed adoption of a Development Program for Development District No. 7; (c) the proposed establishment of Tax Increment Financing District No. 7-1 within Development District No. 7; and (d) the proposed adoption of a Tax Increment Financing Plan relating thereto, all pursuant to and in accordance with Minnesota Statutes, Sections 469.124 through 469.133, both inclusive, as amended, and Minnesota Statutes, Sections 469.174 through 469.1794, both inclusive, as amended (collectively, the "Act"). 2. Notice of Hearing; Filing of Program and Plan. The City Clerk is hereby authorized to cause a notice of the hearing, substantially in the form attached hereto as Exhibit A, to be published as required by the Act and to place copies of the proposed Development Program and the proposed Tax Increment Financing Plan on file in the office of the Community Development Director at City Hall and to make such copies available for inspection by the public. 3. Consultation with Other Taxing Jurisdictions. The City Clerk is hereby directed to mail a notice of the public hearing and a copy of the proposed Development Program and the proposed Tax Increment Financing Plan to Carlton County and Independent School District No. 94 informing those taxing jurisdictions of the estimated fiscal and economic impact of the establishment of the proposed tax increment financing district. Page 7 of 57  13 2024 CLOQUET/SCANLON HOUSING STUDY CONSULTANT MOTION: Councilor Lamb moved and Councilor Keller seconded the motion to hire Stantec as the consultant to conduct the 2024 Cloquet/Scanlon Housing Study in the amount of $29,960.00. The motion carried unanimously (6-0). SPONGY MOTH UPDATE Administrator Peterson received communication from the Dept. of Agriculture for permission to spray 2 areas of Cloquet for Spongy Moth (Gypsy Moth) this summer, as they have in the past. They are requesting a letter from the city authorizing them to spray those areas. Councilors agreed for Peterson to send a letter of authorization. COUNCIL COMMENTS, ANNOUNCEMENTS, AND UPDATES Councilor Jaakola shared informed on the theater production “Misdemeanor Dream” by Spiderwoman Theater on March 1st and 2nd at the Cloquet High School. Administrator Peterson stated the Presidential Primary Election is March 5th and reminded that the Council meeting has been scheduled for March 6th. Project Description As part of the City’s 5-Year Capital Improvement Program (CIP), preliminary plans have been assembled to reconstruct 8th Street from Sahlman Avenue to Prospect Avenue during the summer of 2024. The project is proposed to include the total reconstruction of the street, curb and gutter, watermain, sanitary and storm sewers in the area. II. Water main The existing water main in this area is believed to have been installed in the mid 1950’s. Four breaks have been documented on the existing cast iron pipe in the past 20 years, with 2 of those breaks occurring in just the past 3 years. The age and break history of the existing system warrants the replacement prior to construction of a new roadway. The proposed design includes a new 8” diameter ductile iron watermain located with the proper separation from sewers both horizontally and vertically as required by the Minnesota Department of Health. From Sahlman Avenue to Doddridge Avenue the new watermain would be placed in the same location as the existing. From Doddridge Avenue to Prospect Avenue the new water main would be moved to 10 feet east of the centerline. Those sections of existing watermain not removed as part of the new watermain or sanitary sewer main construction would be abandoned in place. New copper water service lines would be extended to connect with existing service lines at the right of way. III. Sanitary Sewer The existing clay tile sewer in the area was also installed in the mid 1950’s. Televising history on the sewer main shows signs of root intrusion and areas of cracking and holes/voids in the pipe. The recommended improvement includes the installation of a new 8” PVC sewer to be located mostly under the centerline of the new roadway. Those sections of existing sewer not removed as part of the new sanitary sewer main or water main construction would be abandoned in place. New sewer service lines would be extended to connect with existing service lines at the right of way. IV. Storm Sewer The existing area is served by very little storm sewer. Currently, storm water runoff from the surrounding area drains primarily via overland flow to either Doddridge Avenue or the intersection of 8th Street and Sahlman Avenue. At Doddridge Avenue the water is collected and piped west along Doddridge Avenue then across Highway 33, and finally down Armory Road, eventually discharging to a wetland between Armory Road and Olympic Drive. It is shown in the 2023 Cloquet Stormwater Resiliency Assessment & Action Plan that this system is undersized. Page 26 of 57  At Sahlman Avenue the water is collected and piped south down 8th Street, where it discharges to a ditch along Holmes drive. It then travels through culverts across Highway 33 to a wetland on the west side of Highway 33. The proposed improvements call for adding a new trunk storm line down 8th Street. To help alleviate the undersized pipe on Doddridge Avenue, the proposed storm system would divert the area east of 8th Street (currently goes west to Highway 33) south to the 36” pipe at 8th Street & Sahlman Avenue. This would include a diversion structure at Doddridge Avenue, allowing for any overflow to still travel west to Highway 33. Additionally, the proposed storm sewer has been designed to one day serve a portion of Prospect Avenue from 6th Street to 9th Street, that is currently not served by any storm sewer. This portion of Prospect Avenue is projected to be reconstructed in 2027 as identified by the 2024 5-year capital improvement plan. V. Street & Sidewalk Construction The existing right-of-way on 8th Street from Sahlman Avenue to Doddridge Avenue is 60 feet in width. The existing street width of this section is 29 feet and has curb & gutter. The right-of- way on 8th Street north of Doddridge Avenue to Prospect Avenue is 50 feet in width. The existing street width of this section varies anywhere from 29 feet to 33 feet and mostly does not have curb & gutter. Under state aid standards, a minimum width of 38 feet is required to allow parking along both sides of the street. With the steep grades and right-of-way restriction on the north segment of 8th street, such a section would be infeasible as the wider road would produce driveway grades that would be problematic for area residents and require retaining walls to be built in front yards. Under this proposed project, 8th Street would be reconstructed to a width of 32 feet with parking restricted to one side of the street. This road width would also match the width of 8th Street south of Sahlman Avenue that was reconstructed in 2015. No sidewalk is being proposed along this segment of 8th Street. This decision was based on the grade and right-of-way restrictions on the north segment and the opposition from residents to sidewalks in 2015 on the southern portion of 8th street. ADA improvements will be made to the existing sidewalks at the intersection of Doddridge Avenue, as is required under state aid standards. Figures 1-2 on the next page show the proposed street sections for this project. Page 27 of 57 Figure 1. 8th Street – Sahlman to Doddridge Figure 2. 8th Street – Doddridge to Prospect Based on the 2022 pavement rating survey, these sections of 8th street scored a 23 and a 25 out of 100 and are in poor to failed conditions. Overlays and patching have been completed over the years; however poor subgrade soils warrant complete reconstruction of the road at this time. A geotechnical investigation of the site was not performed for this project. Instead, soil borings performed in 2014 and 2020 in the area were looked at and have been incorporated into the design. The soil borings are attached in Appendix A. Page 28 of 57 VI. Neighborhood Meeting A neighborhood meeting was held on January 9, 2024 to introduce the project and solicit input from residents. There were 6 people in attendance at the meeting. We had questions concerning tree removal, traffic on 8th Street, driveway opening width, coordination with other private utilities and opportunities for replacement of the private portion of the sewer and water services The presentation and sign in sheet from the meeting are included in Appendix B. VII. Cost Estimate & Funding The engineer’s estimate for the project can be found in Appendix C of this report. The total construction cost is estimated at $1,494,225. Proposed funding sources include municipal state aid, water, and sanitary sewer utilities. A breakdown of project cost by fund is as follows: State Aid $ 953,583 Water Fund $ 356,161 Sewer Fund $ 184,481 A preliminary assessment role has been prepared in accordance with the City of Cloquet Assessment Policy. A copy can be found in Appendix D of this report. Total assessment estimates are equal to $243,730. VIII. Cost Effective and Necessary The project is of sufficient size and scope to be cost effective and the work is necessary to maintain the public infrastructure. X. Conclusion & Recommendations Based upon the information contained in this report, the proposed 8th Street Reconstruction Project is feasible from an engineering and financial standpoint.
