Regular Board Meeting
Cobb Community Center, May 8th, 2024 5:33 p.m. – 6:08 p.m.
Regular Village Board meeting for the Village of Cobb was called to order at 5:33 pm by President Robert Roelli.
Members Attending: President – Robert Roelli, Trustees – Liz Lenz, Renee Linscheid, Alisha Martin, Nick Klaas,
Alaina Benton.
Members Absent: Kris Schoville
Staff Present: Public Works Director – Mark Flanagan, Village Clerk – Carley Rider, retiring Attorney – Eileen
Brownlee
Public Present: Lisa Riley, Lori Breiwa, and Lori Trevorrow.
Public Notices: MOTION (Roelli, Lenz): motion carried by unanimous voice vote to approve posting of agenda
at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on Tuesday
April 9th, 2024 and compliance of the open meeting law.
Pledge of Allegiance
Minutes: MOTION (Lenz, Roelli): a motion carried by unanimous voice vote to approve the April minutes with
corrections of 6-0 roll call votes being corrected to 4-0.
Treasurer’s Report- MOTION (Linscheid, Martin): a motion carried by unanimous voice vote to approve the
January and February Treasurer reports. The March, April, and May Treasurer’s Report will be completed by
the June 12 board meeting.
COMMITTEE & COMISSION REPORTS
Library Board – The Agenda for April 16th and the minutes from March 19th were reviewed.
Cobb-Highland Recreation Commission – no discussion occurred.
Fire District Board - A replacement for Tim Lange and Brent Nelson are still being sought after. Resolutions will
be created once time served by Tim and Brent are confirmed. Liz Lenz requested Carley discuss with Steve
Linscheid and to have the openings posted to the Village Facebook page.
Splash Pad Committee – Renee Linscheid reported that the May Day basket fundraiser was successful and well
received by the community. There were 65 May Day baskets purchased for a total of $465.00, with payment
received for all. The concession stand is still running and will continue for the summer rec games as the
schedule was just released. Mailers will be sent out to local businesses for splash pad water weekend donors.
UNFINISHED BUSINESS
Parking Off West Side of Gard Way- Village Attorney, Eileen Brownlee was present and voiced that an
agreement cannot be formed until further discussion takes place. Eileen also stated that zoning issues and
dated ordinances also affect this agreement. There was also concern of ADA compliance if the parking lot was
specified for the Splash Pad. Eileen mentioned that prior to COVID, zoning ordinances were being worked on
but were never adopted. She suggested to begin working on the ordinances again, prior to forming the final
agreement. The board requested that Eileen send where zoning ordinances had left off to Carley to be
reviewed and discussed.
Fiber Internet Update- Mark Flanagan reported that the fiber is up and running and that landscaping has been
started.
Resolution for Eileen Brownlee- MOTION (Linscheid, Martin) motion carried 6-0 on a roll call vote (Benton –
Aye, Linscheid – Aye, Martin – Aye, Lenz – Aye, Klaas – Aye, Roelli – Aye) to approve resolution 2024-04,
honoring retiring attorney Eileen Brownlee for her dedication to the Village of Cobb.
NEW BUSINESS
Operator License for Logan Eastman- MOTION (Roelli, Linscheid) motion carried by unanimous voice vote.
Committee Appointments- The committee appointments were given to board members. Alaina Benton
volunteered to fill the library board liaison position.
MOTION (Roelli, Benton) motion carried by unanimous voice vote to approve the 2024-2025 Committee
Appointments.
Yard Waste- Mark Flanagan reported that several residents are leaving garbage bins, days after pickup has
occurred. This proved problematic as bins had been blowing in to roadways and into other people’s properties.
The board suggested that a notice be sent in the water bills and posted to the Facebook page. yard waste
should be put out no sooner than the week of the scheduled pickup, prior to the pickup on Wednesdays. The

Garbage Bins- Mark Flanagan reported several occurrences of yard waste being left out for significant periods

MOTION (Roelli, Klaas) motion carried by unanimous voice vote to impose a $50 removal fee for garbage bins
left out beyond the 24 hours after pickup day.
Board of Review- Board of Review will be held May 22nd from 5-7 PM.
Open Book- Open book will be held May 14th from 3-5 PM.
Annual Board of Review Training- at least one board member must be certified annually. Renee Linscheid
volunteered to complete training to become certified.
CORRESPONDENCE AND COMMUNICATIONS
Food Truck Regulation Inquiries- Carley Rider reported a few inquiries regarding food/boutique trucks and use
of village land. Currently the Village does not have ordinances for Food Trucks but was recommended by Carley
to begin discussing with the increasing popularity of food trucks in the area.
Garage Sales- The Cobb Village Wide Garage Sales will be June 20th-22nd, 2024.
Approval of Bills for the Month: MOTION (Lenz, Linscheid). Motion carried by unanimous voice vote.
Adjournment: MOTION: (Roelli, Linscheid) The motion carried by unanimous voice vote and the meeting was
adjourned at 6:08 pm.
