MONTHLY MEETING OF THE COHOES CIVIL SERVICE COMMISSION January 9, 2020 Present: Rose Vohs, Chairperson Sandy Bonkoski, Commissioner Peter Kusaywa, Commissioner Carol Ratigan, Secretary to the Commission Brian Kremer, City Attorney MONTHLY MINUTES – Council Chambers Meeting called to order Rose Vohs, seconded by Peter Kusaywa at 6:05 p.m. REVIEW OF MINUTES – Monthly Meeting of 12/11/19 Rose Vohs asked if there were any corrections or additions to the above minutes. Peter Kusaywa made a motion to approve the minutes as published. Sandy Bonkoski seconded the motion. Motion passed unanimously. REVIEW OF MINUTES – Special Meeting of 12/30/19 Rose Vohs asked if there were any corrections or additions to the above minutes. Sandy Bonkoski made a motion to approve the minutes as published. Peter Kusaywa seconded the motion. Motion passed unanimously. REVIEW OF NEW POSITION DUTIES SATEMENT – Deputy Commissioner of Public Works Commissioners reviewed NPDS and draft spec for the title Personnel Assistant. Sandy Bonkoski made a motion to approve the new position to the classification plan as exempt, pending jurisdictional classification approval by NYSCS. Peter Kusaywa seconded the motion. Motion passed unanimously. New hire will be appointed as “provisional” until determination by NYSCS. CERTIFICATION OF EXAMINATION RESULTS – PUBLIC HOUSING COORDINATOR #60197 During the file review over the past month, it was learned that the examination results for Public Housing Coordinator were never properly certified. That said, Sandy Bonkoski made a motion to certify the examination results with a four year expiration. Peter Kusaywa seconded the motion. Motion passed unanimously. Expiration date is 1/8/2024. CERTIFICATION OF EXAMINATION RESULTS – DIRECTOR OF TECHNOLOGY #67870 During the file review over the past month, it was learned that the examination results for Director of Technology were never properly certified for a specific duration of time. That said, Sandy Bonkoski made a motion to certify the examination results with a four year expiration. Peter Kusaywa seconded the motion. Motion passed unanimously. Expiration date is 6/27/2023. REVIEW OF NON-COMPETITIVE EMPLOYMENT APPLICATIONS* Timothy Bariteau – Building Maintenance Man - City Crystal Kelly – Teacher Aide REQUEST TO FILL EXEMPT CLASSIFICATION TITLES – CITY HALL Per Section 41 (2) Upon the occurrence of a vacancy in any position in the exempt class, the state or municipal civil service commission having jurisdiction shall study and evaluate such position and, within four months after the occurrence of such vacancy, shall determine whether such position, as then constituted, is properly classified in the exempt class. Pending such determination, said position shall not be filled, except on a temporary basis. Mayor Keeler requested to continue to fill the following titles in the under the Exempt Class: Director Community and Economic Development Director of Operations Upon review of the request from Mayor Keeler, Rose Vohs made a motion to approve the request. Sandy Bonkoski seconded the motion. Motion passed unanimously. REVIEWED OF ANNOUNCED/UPCOMING EXAMINATIONS Assistant Police Chief will be held March 14, 2020. Police Chief will be held on March 14, 2020. UPDATE OF OFFICE FILE REVIEW Carol Ratigan briefly updated the Commissioners on the progress made with office records and the assistance of Kathy Donovan. NEW BUSINESS Commissioner Kusaywa raised his concern regarding learning the commissioner terms of office for Sandy Bonkoski and himself were not appropriately executed and at the direction of NYSCS, needed to be corrected. Peter Kusaywa stated had he been told the term of office would expire 5/31/2020, he would not have accepted the appointment. Peter wanted assurance that his term would continue after 5/31/2020 expiration through 2024 since that is what he originally accepted as the appointment. Brian Kremer stated that the appointments are made by the Mayor and no such assurance could be made by anyone other than the Mayor. Everyone present suggested to Peter Kusaywa he request to meet with Mayor Keeler and discuss what has transpired. Mr. Kusaywa requested the direct contact information for Maria Kenneally, the NYSCS representative of which this information was provided. Motion to adjourn made by Rose Vohs. Seconded by Sandy Bonkoski. Motion passed unanimously. Meeting adjourned 6:38 p.m. Next meeting scheduled for 6:00 p.m. on 2/5/2020 pending quorum call. *Per Resolution, previously approved by the Secretary to the Commission
