COMMON COUNCIL PROCEEDINGS Tuesday, January 2, 2018 - 7:00 P.M. Organizational Meeting Common Council Chambers PRESENT: Mayor Morse EXCUSED: NONE Council Member Smith Council Member Russell Council Member Briggs Council Member McCarthy Council Member Napier Council Member Koniowka In accordance with §C3-3 of the City Charter, an Organization Meeting was held for the purpose of electing a President and Vice President of the Common Council for the year 2018. Mayor Morse opened the floor for nominations for Common Council President. Council Member McCarthy nominated Council Member Napier. Council Member Koniowka seconded the nomination. Council Member Russell nominated Council President Briggs. Council Member Smith seconded the nomination. No other nominations were made. A roll call vote was taken to elect Council Member Napier to serve as President: Council President Briggs voted “NAY” Council Member Smith voted “NAY” Council Member Russell voted “NAY” Council Member McCarthy voted “AYE” Council Member Napier voted “AYE” Council Member Koniowka voted “AYE” A roll call vote was taken to elect Council President Briggs to service as President: Council President Briggs voted “AYE” Council Member Smith voted “AYE” Council Member Russell voted “AYE” Council Member McCarthy voted “NAY” Council Member Napier voted “NAY” Council Member Koniowka voted “NAY” Due to it being a 3-3 vote, Council Member Briggs will serve Pro Temp as Council President for the year 2018 until a new Re-Organization meeting is scheduled and held. Mayor Morse opened the floor for nominations for Common Council Vice President. Common Council Re-Organization Meeting 01/02/2018 Council Member Russell nominated Council Member Smith for Vice President. Council President Briggs seconded the motion. Council Member Napier nominated Council Member McCarthy for Vice President. Council Member Koniowka seconded the motion. No other nominations were made. A roll call vote was taken for Council Member Smith to serve as Vice President: Council President Briggs voted “AYE” Council Member Smith voted “AYE” Council Member Russell voted “AYE” Council Member McCarthy voted “NAY” Council Member Napier voted “NAY” Council Member Koniowka voted “NAY” A roll call vote was taken for Council Member McCarthy to serve as Vice President: Council President Briggs voted “NAY” Council Member Smith voted “NAY” Council Member Russell voted “NAY” Council Member McCarthy voted “AYE” Council Member Napier voted “AYE” Council Member Koniowka voted “AYE” Due to it being a 3-3 vote, Council Member Smith will serve Pro Temp as Council Vice President for the year 2018 until a new Re-Organization meeting is scheduled and held. Council Member Koniowka, “I would like to defer to the State Attorney General for an advisory opinion”. Mayor Morse, “It is up to the Council to determine what happens next. I would like to see the Council to work in unison to come to an agreement on the President and Vice President.” With no further business to come before the Common Council, at 7:15 PM, the Organization Meeting was adjourned. ___________________________ Lori A.
