Public Comment:
Gil Ethier, Middle St., “The person who won election has decided not to take the job. It was left to the
Council to decide who should fill the position. I believe the Council made a great choice. I commend the
Council.”
Unknown speaker, “I walked Remsen St., had some empty shops, but there was no parking and seen
people walking. It is amazing how far the city has come.”
Gil Ethier, “Can’t listen to the nasty comments made on Facebook.”
Assembly Member, John McDonald gave Legislative updates.
Council Member McCarthy made a MOTION to approve the minutes of the October 10, November 14,
November 28, and December 12, 2023, minutes. Council President Biggs seconded the motion. All
members voted “AYE”. The motion passed.
Resolution No. 6 for the year 2024
A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2023
Council Member McCarthy made a MOTION to approve Resolution No. 6 for the year 2024. Council
President Biggs seconded the motion. All members voted “AYE”. Resolution No. 6 for the year 2024
passed. A copy of budget transfers is attached.
Resolution No. 7 for the year 2024
A RESOLUTION APPROVING AN ENGINEERING AGREEMENT WITH ARCADIS OF NEW
YORK, INC. REGARDING THE LITTLE C FLOATABLE CONTROL FACILITY PROJECT
Council Member Higgins made a MOTION to approve Resolution No. 7 for the year 2024. Council
President Biggs seconded the motion. All members voted “AYE”. Resolution No. 7 for the year 2024
passed.

A RESOLUTION APPROVING A CONTRACT FOR LICENSE PLATE READER CAMERAS AND
RELATED SERVICES FOR USE BY THE POLICE DEPARTMENT
Council Member Higgins made a MOTION to approve Resolution No. 8 for the year 2024. Council
Member Soloyna seconded the motion. All members voted “AYE”. Resolution No. 8 for the year 2024
passed.
Resolution No. 9 for the year 2024
A RESOLUTION APPROVING THE PURCHASE OF ONE CATERPILLAR SKID STEER WITH
ATTACHMENTS FOR USE BY THE DEPARTMENT OF PUBLIC WORKS
Council Member McCarthy made a MOTION to approve Resolution No. 9 for the year 2024. Council
Member Izzo seconded the motion. All members voted “AYE”. Resolution No. 9 for the year 2024
passed.

LIBRARY BOARD OF TRUSTEES

Council Member McCarthy made a MOTION to approve Resolution No. 11 for the year 2024. Council
President Biggs seconded the motion. All members voted “AYE”. Resolution No. 11 for the year 2024
passed.

A RESOLUTION APPIONTING A PERSON TO FILL THE SIXTH WARD COUNCIL MEMBER
VACANCY
Council Member Higgins made a MOTION to approve Resolution No. 12 for the year 2024. Council
Member Soloyna seconded the motion. All members voted “AYE”. Resolution No. 12 for the year 2024
passed.
John Frainier took the Oath of Office to fill the 6th Ward Councilman seat.

Mayor Keeler, “Regarding Mohawk Paper, most employees were moved to the Waterford plant. Most
resident of Cohoes working at Mohawk Paper had seniority. They were able to bump and retain their
jobs.”
At 7:24 PM Council Member Higgins made a MOTION to adjourn. Council President Biggs seconded the
motion. All members voted “AYE”. The Common Council Meeting concluded.
