MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND
ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON
August 20, 2019 at 6:30PM
MEMBERS PRESENT: Daniele Cherniak, Chairperson
Barbara Hildreth, Vice Chairperson
Thomas Rifenberg
Herbert Hyde
ABSENT: Robert Langley
ALSO PRESENT: Robyn King, Dep. Dir. of Economic Development and Planning
Sharon Butler, Administrative Assistant Economic Development and Planning
Chairperson Cherniak called the meeting to order at 6:33 pm.
CONSIDERATION OF MINUTES FROM THE JULY 16, 2019 MEETING
Chairperson Cherniak asked if anyone had any questions about the meeting minute from the July 16, 2019, meeting. With
no questions, Member Hildreth made a motion to approve the minutes, which Member Rifenberg seconded and the
motion passed unanimously.
CONSIDERATION OF A HANGING SIGN AND 3 WINDOW DECALS AT 122 REMSEN ST.
Mr. Bob Newbury appeared to present a hanging sign and 3 window decal signs proposal for the property at 122 Remsen
St. Mr. Newbury told the board he and his partner George are opening a microbrewery as they had brewing some beers
from their homes. He is preparing to submit the paperwork for his licensing and expects it to be approved in the next
couple of months as the authorities have at least 120 days to approve licenses.
Member Hyde asked about distributing the beer, Mr. Newbury responded that there will be a tap room and small
distribution to local bars. Member Hyde asked about exits and entrances and Mr. Newbery responded that deliveries
would be at side door or back entrance. The back has 72 parking spaces and he has no plans for any exterior
modifications.
Chairperson Cherniak asked about painting the trim Mr. Newbury responded no painting he only wants to do hanging sign
and 2 decal signs in windows. Vice Chairperson Hildreth stated she thinks it’s great, windows are very visible to public
as is the parking in the back.
Member Hyde stated he thinks the signs are very attractive and appropriate, but reminded Mr. Newbury that if he has
plans in the future to do any modifications he will have to come in front of the board again, Mr. Newbury acknowledged
that. Mr. Newbury did say if he needed he would expand into the garages. Mr. Newbury said it would be November
possibly December opening because some things got behind. Vice Chairperson Hildreth asked about lighting, Mr.
Newbury said no exterior lighting
A motion was made by Member Hyde to approve the application of Bob Newbury for the hanging sign and 3 window
decal signs at 122 Remsen Street as presented to the board 2nd by Vice Chairperson Hildreth—motion carried
unanimously
ADJOURNMENT
With no other business before the board a motion was made by Member Hyde to adjourn the meeting at 6:42pm 2nd by
Vice Chairperson Hildreth –motion carried unanimously
