MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND
ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON
December 16, 2019 at 6:30PM
MEMBERS PRESENT: Daniele Cherniak, Chairperson
Herbert Hyde
Thomas Rifenberg
Barbara Hildreth, Vice Chairperson
ABSENT: Robert Langley
ALSO PRESENT: Joseph Seman-Graves, City Planner
Sharon Butler, Administrative Assistant Economic Development and Planning
Chairperson Cherniak called the meeting to order at 6:52 pm. Chairperson Cherniak made a change to the order of
business so as not to keep the applicant waiting any longer. The Board would do the review of the application for 308
Ontario Street first and consideration of the meeting minutes last.
CONSIDERATION OF AN APPLICATION TO INSTALL SIGNS AT 308 ONTAIRO STREET (FORMER RITE
AID STORE)
Chairperson Cherniak asked if the applicant was present. Applicant Ronald Levesque approached the board to explain the
drawings submitted on the signs. Mr. Levesque explained that most of the Rite Aid stores have been converted to
Walgreen’s and the stores not converted and closed they wanted to repurpose for other uses. Mr. Levesque said Dollar
Tree approached them to bring a store to the current location of the closed Rite Aid. Mr. Levesque went through all the
sketches of the sign proposed; where the front blue banner was, that will be green, the medallion will be on two elevations
on the front of the building. He said the square footage of the signs would be a little less than Rite Aid as they will not the
drive through area. Free standing sign will remain just the panels will be replaced. Member Hyde asked if the bottom of
the sign would be lit, which Mr. Levesque said yes it would be. Chairperson Cherniak and Member Hyde discussed the
shade of the green for the sign, which Mr. Levesque said that is the standard color of all signs for Dollar Tree.
Chairperson Cherniak asked if there were going to be any other exterior changes. Mr. Levesque said no. Member Hyde
asked if there would be any painting on the exterior and if the sign is a two sided sign. Mr. Levesque stated no painting
and yes the sign is two sided the same as the Rite Aid sign. Member Hyde asked if there would be any window changes
or door changes. Mr. Levesque stated no. Member Hyde told Mr. Levesque that if in the future any other exterior changes
were going to be made they would have to come in front of the Board for review and approval. Mr. Levesque said they
would do that.
With no other comments or questions, Member Rifenberg made a motion to approve the COA for the signs as proposed to
be installed at 308 Ontario Street and Member Hyde seconded motion carried unanimously.
CONSIDERATION OF MINUTES FROM THE NOVEMBER 5, 2019 MEETING
Chairperson Cherniak asked if anyone had any questions about the meeting minutes from the November 5, 2019, meeting.
Member Hyde asked about the sign for 159 Remsen Street, which Chairperson Cherniak explained that the applicant did
not have all the information regarding size of sign and the placement of the sign on the building was not acceptable, so the
application was tabled until the applicant submits more information. With no other questions regarding the minutes
Member Hyde made a motion to accept the minutes seconded by Member Rifenberg motion carried unanimously.
ADJOURNMENT
With no other business before the board a motion was made by Member Rifenberg to adjourn the meeting at 7:15pm
