MINUTES OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD VIRTUALLY VIA THE ZOOM APPLICATION ON TUESDAY, MAY 19, 2020 AT 6:30 PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Herb Hyde Barbara Hildreth, Vice Chairperson MEMBERS ABSENT: Thomas Rifenberg ALSO PRESENT: Joseph Seman-Graves, City Planner Chairperson Cherniak called the meeting to order at 6:33 PM. CONSIDERATION OF THE MINUTES FROM THE APRIL 27, 2020 MEETING Chairperson Cherniak: asked for the Board to review and comment on the April 27, 2020 meeting minutes. There being no questions, Chairperson Cherniak made a motion to approve the meeting minutes, which Ms. Barbara Hildreth seconded and the motion passed unanimously. YES NO ABSTAIN Daniele Cherniak X Herb Hyde X Barbara Hildreth X Thomas Rifenberg ABSENT CONSIDERATION OF NEW SIGNAGE AT 113 REMSEN STREET: Chairperson Cherniak: The next item on the agenda is the application for 113 Remsen street. Can the applicant tell us a little bit about what she's planning on doing? Ms. Angela De Marco: Hello, so I spoke with Vital Signs in Cohoes and they will be doing a vinyl window decal in the middle of my center window. They are also doing a smaller one on my door and one of them will be inside. Chairperson Cherniak: Will there be any hanging signs or just the window signs for right now? Ms. Angela De Marco: I am just going to do the vinyl for now and you know, possibly something else down the road. Chairperson Cherniak: You will not be making any other exterior changes and it looks like your sign will be black, is that correct? Ms. Angela De Marco: In the email I sent most recently there was a mock-up that Vital Signs did because on my logo the background is black, but I don't want to black out the window. It's just going to be sort of white lettering mostly with golden accents around it. Chairperson Cherniak: If the board has no questions I will make a motion to approve the signage. Herb Hyde seconded the motion and it passed unanimously. Ms. Angela De Marco: Alright, and thank you so much. Have a good night. CONSIDERATION OF SIGNS AND EXTERIOR PAINTING AT 25 WHITE STREET: Chairperson Cherniak: Our next agenda item is 25 White Street, is the applicant present? Mr. Jeff Fordley: Yes I am here, can everyone here me alright? Chairperson Cherniak: Yes, than you. Joseph Seman-Graves: The applicant sent over some additional images this morning that I am casting from my screen. As you can see the applicant is now looking to include some additional trim work Mr. Jeff Fordley: The area that you're looking at right now in the picture, the greenish blue there, that's going to be a Templeton gray. The only things that are going to be black is the trim which would be the trim around the little rope going up the side there and the little box at the bottom. The black will just be an accent. Herb Hyde: As far as the signage, you are putting lettering in the windows. Are you putting up any other signage or replacing the existing hanging sign? Mr. Jeff Fordley: I spoke with a gentleman from Planning who stopped by today (referencing Steve Napier), he said something about if I wanted to replace the sign there may be grants available for that. As far as now I have no intentions of removing the sign or canopy over the door. If it would be okay I would like to paint the canopy since many of the colors have faded. They do have a fabric paint that would work. Barbara Hildreth: Will you be painting that at the same time as the rest of the work you are doing? Mr. Jeff Fordley: That would be later on. Right now I want to get all of the paint ships off of the building and cleaning up the outside and then putting new paint on so I don’t ruin anything behind it. Barbara Hildreth: I noticed in the picture on the left side of the building there's a fiber board or something there. Is that going to be painted as well? Mr. Jeff Fordley: Yeah, that’s old. It looks like they put it there to cover an old entrance. I want to just put a slip on it so I could put a paper menu in it. I may do a little framing to go around it just to make it look snice. It would be in the same color palette as everything else outside. Herb Hyde: Okay, so you are doing the all the whole facade not just the first floor? Mr. Jeff Fordley: I am just doing the first floor up until where the lights are. That’s the only are we are leasing. Herb Hyde: Are you doing anything with the lighting? Mr. Jeff Fordley: No, I don’t believe I can do anything with the lights. I am just leasing the first floor, not the entire building. I wouldn’t mind changing them out if I could. There is a string of lights that you can see in the picture, I was thinking about taking those out because I am not really a fan of lights underneath the canopy like that. Herb Hyde: It would probably be better if the string lights were removed. You will probably have light coming from the inside of the building and I think they would just look tacky to be quite honest with you. So I think removing them would be encouraged. Mr. Jeff Fordley: That sounds great. I think the energy efficient LED lights from the inside of the building will provide enough light without the string lights being there. Herb Hyde: There’s a lamp on the left side of the building, are you planning on doing anything with that? Will you compliment it with one on the other side? Will you paint them? Mr. Jeff Fordley: So they are already black, I was going to leave them alone. I think I may try to touch them up with a new coat of black paint, but I didn’t put that in the application. Herb Hyde: We can add that to this application, is that correct Danielle? Chairperson Cherniak: Yes, that will be fine. Is there anything else you are planning on doing besides painting and putting a sign in the window? Mr. Jeff Fordley: No. If it is ok I would also like to paint the canopy, keeping the design of the canopy and maybe use a fabric paint. The signage on the window is going to be a basic vinyl decal adhesive, so they will basically just stick to the window. Chairperson Cherniak: Ok, so are there any other questions from the board? Herb Hyde: My only question is the white door going to the upstairs. Is that going to be painted the colors to match everything? Mr. Jeff Fordley: Yes. I want to take it all the way across the whole front from up where the lights were all the way across the way to where the patio picks up. Barbara Hildreth: The piece of wood over the door, assuming there was glass there at some point. Is that going to be painted the same color or are you going to be restoring that to glass? Mr. Jeff Fordley: Eventually I would like to put the glass back in there, but for right now to keep it with the sequence, but I would like to paint that as well. Barbara Hildreth: Ok, so when you are ready to replace that with glass we ask that you come back to us for approvals first. Chairperson Cherniak: Ok, so are there any other questions from the board? If not do I have a motion to approve the application for painting and for the window sign? Barbara Hildreth: I make a motion Her Hyde seconds the motion and it passes unanimously. Chairperson Cherniak: NO, that would have to be on a separate application. If there any changes that are going to happen, please come back to us beforehand. Mr. Jeff Fordley: Yes, thank you all.
