MINUTES OF THE SPECIAL MEETING OF THE COHOES HISTORIC
PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD
VIRTUALLY WEDNESDAY,
JULY 6, 2022 AT 6:30PM
MEMBERS PRESENT: Daniele Cherniak, Chairperson
John Frainier
Evan Lamb
ABSENT: Vice Chair Hildreth
ALSO PRESENT: Sharon Butler, Administrative Assistant
Josh Giller, Assistant Planner
Chairperson Cherniak called the July 6th special meeting of the Historic Preservation and
Architectural Review Board to order at 6:30PM.
Roll Call;
Member present; Chair Cherniak, Member Lamb Member Frainier
Absent: Vice Chair Hildreth
CONSIDERATION OF THE JUNE 21, 2022 MEETING MINUTES
Chairperson Cherniak; asked if members had time to review the minutes of the June 21st meeting
and if there were any questions or comments. Being none she asked for a motion to accept the
meeting minutes as submitted.
Motion was made by Member Lamb 2nd by Member Frainier all in favor AYE motion carried.

CONSIDERATION OF EMERGENCY REPAIR WORK TO AN EXTERIOR PORCH AT
16 SENECA STREET
Chairperson Cherniak; next item on the agenda is 16 Seneca Street. She then asked the applicant
to explain what he planned on doing.
Mr. Carl Godfrey; explained that the front porch at the residence had a side wall that was built
and it collapsed, the front stairs were damaged which created an issue for egress and ingress. He
stated that they arrived on Friday to clean everything up and they sent pictures to the building
inspector. Mr. Godfrey stated that they tried to replicate the porch using the existing footings and
even framing the structure to exactly what was existing. He said that was when they were
informed the house was in the historic district and realized that the vinyl railings that they were
going to install would not be acceptable, so he asked if they could change the rail system to black
aluminum and the customer will pick historic colors to paint the pressure treated wood.
Chairperson Cherniak asked if any board members had any questions. Being none she then asked
for a motion to accept the application.
Motion was made by Member Frainier 2nd by Member Lamb all in favor Aye motion carried.
Mr. Godfrey thanked the board and stated he would work with the city to get colors picked out,
and he also told the board that he informed the customer that there is a 3-month waiting period
before painting pressure treated wood, so she would have until late September to paint. Once that
was completed he would submit pictures to the city.
Chairperson Cherniak stated to the applicant that as long as the colors were historic there wasn’t
a problem and he could move forward. She then asked if there was any other business to discuss,
being none asked for a motion to adjourn.
