MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD WEDNESDAY, SEPTEMBER 20, 2022 AT 6:30PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chair John Frainier Evan Lamb ABSENT: None ALSO PRESENT: Sharon Butler, Administrative Assistant Tess Drauschak, Assistant Planner Chairperson Cherniak called the September meeting of the Historic Preservation and Architectural Review Board to order at 6:30PM. Roll Call; Members present; Chair Cherniak, Vice Chair Hildreth, Member Frainier Member Lamb CONSIDERATION OF THE AUGUST 16, 2022 MEETING MINUTES Chairperson Cherniak; asked if members had time to review the minutes of the August 16th meeting and if there were any questions or comments. Being none she asked for a motion to accept the meeting minutes as submitted. Motion was made by Member Frainier 2nd by Vice Chair Hildreth all in favor AYE motion carried. YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb ABSTAIN John Frainier X CONSIDERATION OF A SIGN AT 159 REMSEN STREET Chairperson Cherniak; next item on the agenda is 159 Remsen Street, she asked the applicant to give an overview of what they planned on doing. Ms. Glory-Anne Jones gave the board an overview of what the business is going to be and that she changed the sign (Chocolate is Self-Care) to include that it is a Tea Salon. She is going to be blending organic loose leave teas and packing them. She is also looking to do reservations for afternoon tea and cakes, she is looking to cooperate with Nelly’s and Cake Sweets. Ms. Jones also told the board that she is also looking into Friday night’s make Boba tea (Bubble Tea) that people can pick up. Chairperson Cherniak asked the applicant if she was planning on signage Ms. Jones responded yes Chairperson Cherniak asked if board members had any other questions. She did ask the applicant if she was going to be using existing brackets Ms. Jones responded yes she would be Vice Chair Hildreth asked the applicant why it is being called Chocolate is Self-Care Ms. Jones replied chocolate is self-care and that her teas are chocolate blended teas and they use the cacao bean, it doesn’t actually have chocolate in it but you get that chocolate flavor and the other part is she wants to teach people to give themselves time to take care of themselves while they are drinking their tea. She has a background of a life coach Vice Chair Hildreth my concern is people like me are going to think you are selling chocolate. Ms. Jones I might sell chocolate if I can find a vendor, but she just going to stick to making the tea. If she can find a local vendor that does chocolates, she would bring them in. Vice Chair Hildreth asked about the 2 signs on the door Ms. Jones so the new one that I am giving everyone today, because the original one did not say anything about tea, and now says Tea Studio on it. Chairperson Cherniak asked if there were any other questions, being none she then asked for a motion to approve the application. Motion was made by Member Lamb 2nd by Member Frainier all in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb X John Frainier X CONSIDERATION OF WINDOW WRAPPING AT 200 MOHAWK STREET Chairperson Cherniak next item on the agenda is 200 Mohawk Street and she asked the applicant to give an overview of what she wanted to do Jason Gavioli explained that Lino the owner lives in Canada and he renovates houses. He stated that the owner refurbished the inside of this and the windows the exterior wood, which is not going to last much longer, they want to wrap them in metal which will match the existing aluminum siding that is already there. They are just going to match the existing of what is already on the building itself. He showed the board what the windows of what they look like now and there is a picture in the packet of what they would look like after the windows are wrapped. Chairperson Cherniak stated to the board that they are working with a building that has already been aluminum sided, so it’s lost that historical feature. Any questions from the board members Vice Chair Hildreth stated that she thinks it will look good and that is it good to preserve the building, and securing the windows Chairperson Cherniak do I have a motion to approve the application Vice Chair Hildreth made a motion to approve the application 2nd by Member Frainier all in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb X John Frainier X CONSIDERATION OF A NEW DOOR AT 237 REMSEN STREET Chairperson Cherniak next on the agenda is 237 Remsen Street. The applicant Debra Williams was not present the board did the review of the application for the door Vice Chair Hildreth asked what the business is Sharon replies that it is the Cat Salon—Clean as a Whisker Chairperson Cherniak stated that she had already come before the board for the sign and the applicant stated at that time they were going to be putting in a new door, which the board was to review. She stated to the board that the picture of the door is there and it looked good. Vice Chair Hildreth asked if it was going to be a black door Chairperson Cherniak stated yes, it’s a standard door. She then asked if there was a motion to approve the application Motion was made by Vice Chair Hildreth 2nd by Member Lamb all in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb X John Frainier X Chairperson Cherniak then asked if there was any other business to discuss Sharon updated the board on the Remsen Street project Chairperson Cherniak told the board that the Beattie Manufacturing Company has been nominated to the National Historic Society. Beattie Manufacturing Company on Amity Street With no other business to discuss Motion was made by Vice Chair Hildreth 2nd by Member Frainier to adjourn at 6:41PM
