MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD WEDNESDAY, FEBRUARY 21, 2023 AT 6:30PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chair Evan Lamb ABSENT: John Frainier ALSO PRESENT: Sharon Butler, Administrative Assistant Tess Drauschak, Assistant Planner Chairperson Cherniak called the February 21, 2023 meeting of the Historic Preservation and Architectural Review Board to order at 6:30PM. Roll Call; Members present; Chair Cherniak, Vice Chair Hildreth, Member Lamb Absent; Member Frainier Also present; Sharon Butler, Administrative Assistant Tess Drauschak, Assistant Planner CONSIDERATION OF THE JANUARY 17, 2023 MEETING MINUTES Chairperson Cherniak; the minutes of the January 17th meeting have to be tabled because there aren’t enough members present to vote CONSIDERATION OF A SIGN AT 169 REMSEN STREET Chairperson Cherniak; next item on the agenda is 169 Remsen Street, she asked the applicant to give an overview of what they planned on doing. Mr. Jason Wellington approached the board and stated that he is just replacing the sign that is there now due to the name change for the business. Chairperson Cherniak; asked the applicant if he was doing any other exterior changes. Mr. Wellington stated no but there may be a door decal that he puts on looking the same as the sign. He also told the board that he decided to not do any colors just the black and white sign. Chairperson Cherniak asked if there would be any lighting on the sign Mr. Wellington stated no but there is an existing light that shines outside. Chairperson Cherniak asked if there were any other questions for the applicant Vice Chair Hildreth asked who was doing the sign Mr. Wellington responded that it was Sign Studio Chairperson Cherniak asked if there were any other questions, being none asked for a motion to accept the application as presented. Member Lamb made a motion to accept and approve the application 2nd by Vice Chair Hildreth all in favor AYE motion carried unanimously. YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb X John Frainier ABSENT CONSIDERATION OF EXTERIOR FINISHES ON NEW CONSTRUCTION AT 69 & 73 VLIET STREET Chairperson Cherniak; next on the agenda is 69 & 73 Vliet Street Mr. Carl Godfrey approached the board, he had a sample board for the board members to see with the colors for the exterior of the building. He explained that those were the colors that they picked out and wanted to get the boards input on the colors. Chairperson Cherniak asked if they would be used on the main siding, so you would be alternation colors or using just one? Mr. Godfrey stated that it was something talked about at the last meeting but the more he looked at it the more he thought the 4 colors would be to much and I was thinking of doing one solid color for the entire building and then all the trim and upper detail would be the other color, depending on the color picked then the trim and detail would be either white or black. He also explained that if white was picked then they would go with white windows as well, if black was picked then they would do black windows. He brought literature on the products and offered it to the board members Chairperson Cherniak replied that as long as members had exactly what it is going to look like then they wouldn’t need the literature. Mr. Godfrey then showed the board what the front door would look like—there was one with the side lites and one was the 36-inch door, and they are doing away with the side lites due to the discussion at the last meeting and doing just the regular door with shaker panels, simple and clean. Chairperson Cherniak yes, the side lites were discussed previously. Would you be using the same color of the trim for the door? Mr. Godfrey, yes, I think that would be best. He then showed the board of the example he had of the siding showing the grain of it. There was a sample of smoot siding and siding with the grain/wood looking detail. Chairperson Cherniak then asked the applicant if he was putting any other exterior fixtures, like lighting or anything like that. Mr. Godfrey replied yes it is going to be just standard black lighting nothing fancy or crazy. We are going to do lighting at each entry door and one at the back door. Vice Chair Hildreth asked about parking Mr. Godfrey explained that the parking will be on the main street and they have a bike rack that will be installed. He told the board that they have been monitoring in front of Hamilton and the whole area of Hamilton there isn’t any parking issues. Tess explained to the board that the applicant had already appeared in front of the Zoning and Planning boards and received all of his approvals. Chairperson Cherniak then asked the board what their thoughts are about the colors? She like the black for the trim and grey for the siding. Vice Chair Hildreth stated that most of the houses in the area are brick as you go down Vliet Street, some are siding but everything on that street is brick Chairperson Cherniak stated that the big difference here is it will be facing Hamilton, if it was facing Vliet then she would be more concerned about the exterior Vice Chair Hildreth stated that she does like the wood grain siding Mr. Godfrey then asked if the board members had any other questions. Chairperson Cherniak; if there are not other questions, do I have a motion to approve the application? Member Lamb made a motion to accept the application with exterior being black trim/details and wood grain cement siding to be Coventry grey; motion was 2nd by Vice Chair Hildreth all in favor AYE motion carried unanimously. YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb X John Frainier ABSENT Vice Chair Hildreth asked the applicant if it was going to be 4 apartments. Mr. Godfrey explained it will be 4 apartments build like town homes, you walk through the front door and it’s the living room, kitchen, bathroom and then upstairs is the bedrooms, it’s upstairs, downstairs. Vice Chair Hildreth; and there is a little bit of a lawn in the back? Mr. Godfrey yes, and a nice retaining wall and a privacy fence between each unit. There will also be a fence on top of the retaining wall. Chairperson Cherniak asked if there were any other topics for discussion, being none the meeting adjourned at 6:45PM
