MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD WEDNESDAY, APRIL 18 AT 6:30PM MEMBERS PRESENT: Daniele Cherniak, Chair Barbara Hildreth, Vice Chair John Frainier ABSENT: Evan Lamb ALSO PRESENT: Sharon Butler, Administrative Assistant Tess Drauschak, Assistant Planner Chairperson Cherniak called the April 18, 2023 meeting of the Historic Preservation and Architectural Review Board to order at 6:21PM as all applicants were present. Roll Call; Members present; Chairperson Cherniak, Vice Chair Hildreth, Member Frainier Absent; Member Lamb CONSIDERATION OF THE JANUARY 17, 2023 MEETING MINUTES Chairperson Cherniak; the minutes of the January 17th meeting have to be tabled because there aren’t enough members present to vote CONSIDERATION OF THE FEBRUARY 21, 2023 MEETING MINUTES Chairperson Cherniak; the minutes of the February 21st meeting have to be tabled because there aren’t enough members present to vote CONSIDERATION OF THE MARCH 21, 2023 MEETING MINUTES Chairperson Cherniak; the minutes from the March 21st meeting have to be tabled because there aren’t enough members present to vote CONSIDERATION OF EXTERIOR WORK AT 227 REMSEN STREET Chairperson Cherniak; next item on the agenda is 227 Remsen Street, she asked the applicant Melissa Riddle to explain what she is looking to do. Ms. Riddle explained that they are looking to clean up the building, scraping paint, any rotted wood would be replaced with the same style, and do painting. Tess brought up their conversation regarding the door replacement Ms. Riddle stated that they aren’t replacing the door only the lock on the door. She stated that the door and windows were already replaced when the fire happened. Chairperson Cherniak so it’s really just only painting Ms. Riddle correct and cleaning the area up. Member Frainier asked about a sign Ms. Riddle stated that they would be putting up a new sign, there isn’t one yet they are just going to put the name in the window Chairperson Cherniak told the applicant that when she was ready to put up a sign it would have to be reviewed by the board. Ms. Riddle acknowledged that she would have to come back to the board for review of her sign. Vice Chair Hildreth asked what the name of the business is Ms. Riddle; Stanley H. Caulkins it was in the building 27 years ago Tess told the board that the applicant was approved by the Planning Board for the insurance business Chairperson Cherniak asked if there were any other questions from the board, being none she asked for a motion to accept the application; motion was made by Vice Chair Hildreth 2nd by Member Frainier all in favor AYE motion carried. YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb ABSENT John Frainier X CONSIDERATION OF A FENCE AT 123 MOHAWK STREET Chairperson Cherniak; next is 123 Mohawk Street, she asked the applicant to tell the board what he is looking to do. Mr. Scott Spendiff explained that they used to have a play yard for what was the pre-school, but the fence is falling down and they tried to patch it a few times but it isn’t worth it anymore, so they want to redo it. He pointed out on the picture the board had exactly where he was talking about placing the fence, and they want to replace it with chain link fence with black slats as that would look like the wrought iron fences in the area. He also explained that there would be a few gates for access also. Chairperson Cherniak asked where the gates would be located Mr. Spendiff pointed it out on the picture Tess asked the applicant if it was going to be a 6-foot fence Mr. Spendiff stated it would be a 4-foot fence. He told the board they are going with the chain link with the black slates so there wouldn’t be any peeling of paint in the future, so they are going with steel and vinyl slates. They just want it to be a safe pass through Chairperson Cherniak asked if there were any other questions for the applicant, being none asked for a motion on the application Member Frainier made a motion to accept the application 2nd by Vice Chair Hildreth all in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb ABSENT John Frainier X OTHER BUSINESS FOR DISCUSSION: Vice Chair Hildreth brought up the sign at Vintage Addiction stating that it can’t be seen coming down Remsen Street because of the colors of it. The application was approved by the Historic Board and the colors are what is on the color palette. At this point there is nothing the Historic Board can do about not being able to see the sign. Chairperson Cherniak asked about the White Street project and what was going in there. She also brought up that she had a conversation with Theresa about having a plaque or some mention of Egbert Egberts who was a paleontologist in the City here. With no other business to discuss, Chairperson Cherniak closed the meeting at 6:34PM
