MINUTES OF THE COHOES PLANNING COMMISSION MEETING HELD ON FEBRUARY 4, 2008 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Chairman Joseph Moloughney Vice-Chairman Clarence Badgley Mr. Edward Carboni Mr. Mark DeFruscio Ms. Sharon Gariepy Mr. Jake Dumesnil ALSO PRESENT: Ms. Melissa Ashline-Heil, Planner Ms. Carol Shufelt, Recording Secretary CONSIDERATION OF THE MINUTES OF THE JANUARY 7, 2007 MEETING Chairman Moloughney called the meeting to order at 6:30 p.m. Chairman asked the recording secretary to take attendance call. Chairman Moloughney stated the minutes from the January 7, 2008 minutes were previously distributed. Member DeFruscio made a motion to Table the minutes of the January 7, 2007 meeting Member Gariepy seconded the motion, roll of call was taken and the motion passed unanimously. YES NO Edward Carboni X Joseph Moloughney X Clarence Badgley X Mark DeFruscio X Sharon Gariepy X CONSIDERATION OF SITE PLAN REVIEW FOR 77 MOHAWK STREET, SUBMITTED BY DAVID WYCK Shafer Engineering is proposing to have thirty 9x20 parking spaces. Member Gariepy stated that there are many vacant spots in the parking area currently what is the reasoning to add this parking area. Ms. Ashline-Heil stated that we counted the spaces at the commons they needed 200 parking spaces in order to lease more space in the commons and there is currently not that many spaces. Member Carboni asked if this has gone through SEQR Chairman Moloughney stated that is has gone through SEQR. Member Carboni asked that under option 1 it shows that on the parking spaces # 17 18’ the code is 20’ and also on 22 and 26 it also shows 18’. Ms. Ashline-Heil stated that the Traffic Commission was fine with the 18’.Member Carboni stated that there is nothing on the plans for a snow storage facility. Member Carboni asked if there is anything about lighting, will there be a new sidewalk on the Oneida Street side. Member Carboni stated that if you go to Option 2 you have a catch basin located on space 6 will you need a second catch basin?. Member Gariepy asked what surrounds the parking lot on the Oneida Street side it looks like timber and galvanized guardrails. There are no car stops on the front end. The whole idea of using the galvanized steel and timber. The City of Albany is using wrought iron and some brick that looks more attractive. Is there something more that can be done along those lines? Member DeFruscio asked what the distance is from the entrance of the parking lot from the corner. We have a minimum of 50’ and this is an existing so it is grandfathered in. Is there an alternate layout to move the entrance to the 50’ entrance from the corner? Member Badgley stated that there is a curb-cut on Oneida Street are you removing that and putting in a full curb? YES. Member DeFruscio asked how are you going to direct the pedestrian traffic out of the parking lot? Member Carboni asked if the three trees were going to be the only landscaping? There will be grass and three trees. Chairman Moloughney asked what is the combined area of the two parcels? Less than acre. Would you consider looking at a more elaborate infiltration gallery on the edging providing a 2-3 foot path where water can run in and allow more gradual water quality component to this. It is certainly an option. Doing this would change landscaping some fencing or more curb appeal. Chairman Moloughney stated that you know what we are looking for. Procedures we have a preliminary approval and final approval. Ms. Ashline-Heil stated that Cohoes Commons does not have stop signs at any exits of the parking lot. Public comment it was asked how many parking spaces. Chairman Moloughney stated that it is a total 39 parking spaces. The parking across the area on North Mohawk Street. Member DeFruscio stated that they were counted and still did not meet the number of spaces required. Member DeFruscio made a motion to approve the preliminary site plan review with the following stipulations 1. the applicant property owner will install stop signs at each exit of the parking lots serving Cohoes Commons, whether existing or proposed. This includes, but is not limited to, exits onto Oneida Street from the Cohoes Commons parking lot, and the proposed parking lot exit at 77 Mohawk Street. 2. evaluate the provision of adequate lighting as per section 285-89C of the Cohoes City Code 3. sidewalk improvements as appropriate 4. evaluate relocating the entrance to comply with section 285-89H of the Cohoes City Code 5. incorporate the use of stormwater filtration or other alternative practices to meet the intent of NYSDEC Stormwater Design Manual (catch basin details and infiltration of stormwater) 6. better landscaping and fencing 7. development of snow storage plans and how runoff will be handled during spring Member Badgley seconded the motion, roll of call was taken and motion passed unanimously. YES NO Edward Carboni X Joseph Moloughney X Clarence Badgley X Mark DeFruscio X Sharon Gariepy CONSIDERATION OF SITE PLAN AMENDMENT FOR 421 WEST COLUMBIA STREET, TO INCLUDE AND ADDITION FOR THE MARJORIE DOYLE BUILDING SUBMITTED BY EDDY REHABILITATION CENTER Lori and Valerie Bock, Michael Tierney. This is a relocation of our current daybreak services. We currently have two adult day care program on site. One is located at the Marjorie Doyle assisted living residence these are programs where older or disabled people come. We are trying to identify a space at the Marjorie Doyle that we could have a small addition to and redesign the space that is already there. This could accommodate those that we have in the program currently. It is a one story addition. Member Carboni asked if there would be a loss of parking. It was stated that there would not be. Member Gariepy made a motion to approve Resolution 5 with changes proposed. The City Engineer and Reviewing Engineer, Tom McGrath, must approve the plans for stormwater management and other elements these engineers deem necessary; and all outstanding engineering issues must be resolved to the Review Engineer’s satisfaction. Member Carboni seconded the motion, roll of call was taken and motion passed unanimously. Member Gariepy seconded the motion, roll of call was taken and motion passed unanimously.
