MINUTES OF THE COHOES PLANNING BOARD MEETING HELD ON NOVEMBER 8, 2010 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Chairman Joseph Moloughney Mr. Edward Carboni Ms. Sharon Gariepy ABSENT: Mr. Jake Dumesnil Vice-Chairman Clarence Badgley Mr. Mark DeFruscio ALSO PRESENT: Ms. Melissa Ashline-Heil, City Planner CONSIDERATION OF THE MINUTES OF THE OCTOBER 4, 2010 MEETING Chairman Moloughney called the meeting to order at 6:30 p.m. The Chairman asked the planner to take attendance call. Chairman asked the Board to decide whether to approve the minutes from the October 4th, 2010 meeting. Chairman Molougney made a motion to table the minutes of the October 4th meeting for lack of a quorum since he was absent last month and could not vote on the minutes. Member Gariepy seconded the motion. Roll of call was taken and the motion passed. YES NO Joseph Moloughney X Leo Badgley ABSENT Edward Carboni X Jake Dumesnil ABSENT Sharon Gariepy X Mark DeFruscio ABSENT CONSIDERATION OF A MINOR SUBDIVISION AT 281 NEW YORK AVENUE Denise Betts proposed subdividing 281 New York Ave into two parcels. Her mother, Fawn Hanacek, owns the property. Currently a 175’ wide by 100’ deep lot, the subdivision would create two undersized lots: the current house would still have a 95’X100’ lot and the new parcel would be 80’X100’. Both proposed lots meet minimum depth and width requirements of 100’ and 70’ respectively. However, the minimum lot size in the R-1 zone is 10,000. Regardless, the proposed parcel would fit in with the existing neighborhood. Chairman Moloughney pointed out that surrounding lots are smaller than those proposed. Member Gariepy agreed. In addition, the application will require a variance from the Zoning Board of Appeals on the matter of lot size. Member Gariepy moved to approve the minor subdivision per plans submitted. Member Carboni seconded the motion which passed unanimously.
