MINUTES OF THE COHOES PLANNING BOARD MEETING HELD ON SEPTEMBER 9, 2013 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Vice-Chairman Clarence Badgley Mr. Edward Carboni Ms. Sharon Gariepy Chairman Joseph Moloughney Mr. Mark DeFruscio Mr. Jake Dumesnil ALSO PRESENT: Melissa Ashline-Heil, Director of Building and Planning CONSIDERATION OF THE MINUTES FROM THE AUGUST 12th, 2013 MEETING Member Carboni moved to approve the minutes. Member Dumesnil seconded the motion which passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Jake Dumesnil X Sharon Gariepy ABSENT Mark DeFruscio ABSENT CONSIDERATION OF A MINOR SUBDIVISION AT 74,76 and 78 ELM STREET Surveyor Fred Metzger represented the applicant in a minor subdivision of a vacant lot located at 76 Elm Street. Each portion would be merged with the adjacent property in order to create two larger lots. Seventy Four Elm Street would take approximately 50’ of frontage and convey 30’ of the vacant lot to 78 Elm St. Member Carboni asked about the slope of the land. Mr. Metzger did not find a significant slope to the land. However, the proposal eliminates a building lot thus making the area less dense. Member Dumesnil moved to approve the subdivision. Member Carboni seconded the motion which passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Jake Dumesnil X Sharon Gariepy X Mark DeFruscio X CONSIDERATION OF A SPECIAL USE PERMIT FOR A POOL AT 116 SIMMONS AVE William McCarthy proposed installation of an above ground pool in the backyard of 116 Simmons Ave. The pool would meet the 10’ side and rear setbacks. Water would drain along the property line into the catch basin in the street. As a result, Member Carboni moved to approve the special use permit. Member Gariepy seconded the motion which passed unanimously.
