MINUTES OF THE COHOES PLANNING BOARD MEETING HELD ON NOVEMBER 9, 2015 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Mr. Edward Carboni Mr. Joseph Nadeau Ms. Stephanie Couture ABSENT: Vice Chairman Clarence Badgley Mr. Jack Carroll Chairman Mark DeFruscio ALSO PRESENT: Melissa Cherubino, Director of Building and Planning CONSIDERATION OF THE MINUTES FROM THE OCTOBER 14th, 2015 MEETING Acting Chairman Carboni opened the meeting at 6:30pm and asked the recording secretary to take roll call. Member Nadeau moved to approve the minutes. Member Couture seconded the motion which passed unanimously. YES NO Leo Badgley ABSENT Edward Carboni X Joseph Nadeau X Mark DeFruscio ABSENT Jack Carroll ABSENT Stephanie Couture X CONSIDERATION OF A SPECIAL USE PERMIT FOR A POOL AT YORK ROAD Anthony D’Angelico requested permission to install a 16X32’ pool in the backyard of his home at 46 York Road. The property totals 1.6 acres; therefore the pool exceeds the City of Cohoes Zoning Code requirement of 10’ side and rear setbacks. As a result, Member Nadeau moved to approve the pool. Member Couture seconded the motion which passed unanimously. YES NO Leo Badgley ABSENT Edward Carboni X Joseph Nadeau X Mark DeFruscio ABSENT Jack Carroll ABSENT Stephanie Couture X CONSIDERATION OF A FINAL SITE PLAN FOR TWO TWO-FAMILY HOMES AT 98 JOHNSTON AVENUE Ted DeLucia, Jerry Krug and Luigi Palleschi, P.E. proposed constructing two two-family homes at 98 Johnston Avenue. The proposal received a minor subdivision at the Planning Board’s October 14th meeting and area variances from setbacks, parking and lot size from the Zoning Board of Appeals. Acting Chairman Carboni asked if the homes would use City garbage services, which the applicant confirmed. He also asked about snow storage. Mr. Krug explained that snow would be pushed between the buildings. Member Nadeau asked the developer about enforcing tenants parking so vehicles won’t block the sidewalk. He also questioned whether the applicant would improve the retaining wall which Mr. Palleschi confirmed. Member Couture asked about the street parking and whether the developer would re-pave the spaces. Mr. DeLucia explained that the applicant will repave the driveways but not the on-street parking which is first come first served. Mr. DeLucia and the applicant conceded that the two parking spaces on Broadway are public spaces not reserved for the proposal. In fact, the applicant sought and obtained an area variance from parking requirements at the ZBA meeting. Member Nadeau moved to approve the site plan. Member Couture seconded the motion which passed unanimously.
