MINUTES OF THE MEETING OF THE COHOES PLANNING BOARD HELD IN CITY HALL ON
NOVEMBER 12, 2019 at 6:30PM

ALSO PRESENT: Sharon Butler, Administrative Assistant Economic Development and Planning
Vice Chairperson Carroll called the meeting to order at 6:30 pm.
CONSIDERATION OF MINUTES FROM THE OCTOBER 21, 2019 MEETING
Chairperson DeFruscio asked if anyone had any questions about the meeting minute from the October 21, 2019, meeting.
With no questions, Member Bucher made a motion to approve the minutes, which Member Nadeau seconded and the
motion carried unanimously.

CONSIDERATION OF A NEGATIVE DECLARATION OF SEQR FOR 181 MANOR AVENUE
Vice Chairperson Carroll asked if any members had any questions regarding this –with no questions Member Nadeau
made a motion to close out SEQR with a Negative Declaration for the sub division of the lots at 181 Manor Avenue
seconded by Member Couture, and the motion carried unanimously.

CONSIDERATION OF A SUBDIVISION OF TWO LOTS AT 181 MANOR AVENUE
Vice Chairperson Carroll asked if any members had questions regarding this subdivision-with no questions, Member
Couture made a motion to allow the subdivision of two lots at 181 Manor Avenue seconded by Member Nadeau and the
motion carried unanimously.

CONSIDERATION OF A NEGATIVE DECLARATION FOR SEQR FOR 69-75 EGBERT STREET
Vice Chairperson Carroll asked if there were any questions from members regarding this proposal, being none Member
Nadeau made a motion to close out SEQR with a Negative Declaration on 69-75 Egbert Street, seconded by Member
Couture and the motion carried unanimously.

CONSIDERATION OF A SPECIAL USE PERMIT AND SITE PLAN REVIEW FOR A TWO-FAMILY
RESIDENTIAL DWELLING AT 10 BROADWAY.
Vice Chairperson Carroll asked if the applicant was present-he was not. Members reviewed the proposal submitted.
Member Carroll stated that it looked like the house was going to be tight on the lot. Member Bucher questioned parking,
green space and asked if the grey area on the drawing was to be parking. Member Nadeau asked if they were meeting all
the set backs. Sharon told the members the applicant was on the agenda for Zoning for review of set back approvals.
Member Couture asked if there are issues with the proposed grades. The Members went through the items that City
Engineer Garry Nathan emailed to the applicant to see if the structure meets all requirements. Member Nadeau had Garry
come into the meeting to explain issues he has with the proposal. Members discussed in length the contours of the
property, drainage and the retaining wall for a swale. Garry explained to the members the swale and drainage. Member
Nadeau stated he wants language tightened up to keep the retaining wall to avoid drainage issues with neighboring
properties. The members decided after lengthy discussion to table the proposal. Member Nadeau made a motion to table
the proposal until they receive further explanation of the site drainage seconded by Member Bucher and the motion
carried unanimously

CONSIDERATION OF A RESIDENTIAL SUBDIVISION AT 125 WESTERN AVENUE
Vice Chairperson Carroll asked if there were any questions regarding this proposal, being non Member Bucher made a
motion to allow the residential subdivision at 125 Western Avenue, seconded by Member Nadeau and the motion carried
unanimously.

ADJOURNMENT
There being no further business, Member Bucher made a motion to adjourn the meeting at 7:16 pm, which was 2nd by
Vice Chairperson Carroll and the motion carried unanimously.
