MINUTES OF THE MEETING OF THE COHOES PLANNING BOARD HELD VIRTUALLY ON DECEMBER 14, 2020 at 6:30PM MEMBERS PRESENT: Mr. Jack Carroll, Vice Chairperson Mr. Bob Bucher Mr. Joseph Nadeau Ms. Kizzy Williams alternate member ABSENT: Mr. Mark DeFruscio Ms. Stephanie Couture ALSO PRESENT: Joseph Seman-Graves, City Planner Sharon Butler, Administrative Assistant Vice Chairperson Carroll called the meeting to order at 6:31 pm. Roll Call: Absent Chairperson DeFruscio, Member Couture CONSIDERATION OF MINUTES FROM THE NOVEMBER 9, 2020 MEETING Vice Chairperson Carroll; ok first thing on the agenda is consideration of the November 9, 2020 meeting minutes. Has everyone reviewed them, does anyone have any comments or questions? No questions ok moving on to consideration of a use permit at 245 Remsen St. Member Bucher don’t we have to vote on the meeting minutes? Mr. Khan; good evening everybody, my friends Joe Seman-Graves; Mr. Khan please pause one second Vice Chairperson Carroll; Mr. Khan hold on we have to take a vote on the meeting minutes, I got a little ahead of myself, my apologies. Do we have a motion to accept the minutes? Mr. Khan you want to do a change of use application for 245 Remsen Street. You want, you want a convenience store. Mr. Khan; yes sir, I need a convenience store there Vice Chairperson Carroll; ok, you want to tell us what you want to do? Mr. Khan; yes sir Vice Chairperson Carroll; ok (looking at sketch on screen) anybody have any questions on this? There was a concern about parking wasn’t there? Joe Seman-Graves; yeah, I’ll go to the parking, I also have, Paul Johnson sent in a little snipet on the next slide I could read. Vice Chairperson Carroll; hello, Mr. Khan?? Mr. Khan; yes sir, I’m listening. Vice Chairperson Carroll; I just wanted you to pretty much describe what you want to do. Mr. Khan; yes sir, I want to open a convenience store. I spoke to the local people there and being told a need there because the winter time they have to 2 blocks because it used to be Main Street store and now it’s 2 blocks down, so they are ready, happy to open a convenience store because a lot of people. So that’s what I’m trying to do. I’m already paying the rent and I’m paying the electric bill and I’m trying to spend the money there and I’ll definitely pay the taxes for the you know, community. So good spot for the community, you know people like it there so that is why I need a convenience store there. So I don’t know if any issue or object. Please help me out, I’m requesting to please get the permission to open the store there for public. Vice Chairperson Carroll; ok, so does anybody have any questions or concerns about this? Member Williams; I have a question. Is this convenience store, is it just a business convenience store or is it going to be a family convenience store? Vice Chairperson Carroll; what is the difference? The ownership? Member Williams; well the difference is, who will be running it, you know if it’s a family Mr. Khan; my family, my wife, me and maybe my one kid, we can help each one in the store Member Williams; ok, ok Mr. Khan; thank you Vice Chairperson Carroll; do we have any concerns about this application? Joe Seman-Grave; Paul Johnson wrote something in, I could just read it quick. He is the traffic commissioner. He said; “I saw the proposal for the convenience store at this location. I have concerns not only over where vehicles with parking to access the store, but also where delivery vehicles will park while the delivering their goods. I see what both delivery and customer vehicles do to traffic flow to the convenience stores located on White and Howard Street. Since the approvals and opening of the White Street store. White Street store I’ve seen both delivery and customer vehicles park on the north side of White Street in a no parking fire lane restricted area. Tractor trailers delivering goods essentially closes White Street and restricts site distance to southbound vehicles on Congress Street. The delivery vehicles do the same on Howard Street. When delivering on Howard Street, the street is blocked for use by others, while delivering from Remsen Street, the street essentially becomes one lane. Since the Remsen Columbia Street intersection is used by CDTA and other buses, it would not be prudent to have delivery vehicles double parked on Remsen Street in front of the proposed store while buses try to navigate through the intersection. This traffic safety concern should be addressed before ultimate approval is given to open a store at this location”. So that was Paul’s concern. Vice Chairperson Carroll; alright, what can we do to address that issue? I mean any business is going to have people deliver. It’s that corner building right there, right? (looking at screen) Joe Seman-Graves; the landlord said the rear parking is not available for customer parking, it might be for deliveries. Vice Chairperson Carroll; ok Joe Seman-Graves; and the other concern with the parking that Paul had, was that there’s a bump out when you first make this turn, so there’s no parking directly in front of the store. Member Williams; maybe deliveries should be, the deliveries should come at a certain time? You know, like when there’s less traffic. Mr. Khan; can I say something sir? Vice Chairperson Carroll; yes please Mr. Khan; in the space behind the whole parking spot, nobody parks there, nobody, empty space most of the time, not a busy street Vice Chairperson Carroll; you’re talking about Rock Alley right? Mr. Khan; any across the street in that intersection and deliver to me, you know? It’s not a big deal, I bring the stuff, I park there myself and I bring the stuff inside. Vice Chairperson Carroll; so if I understand what you’re saying, you’re saying they can park across the street and just…. Mr. Khan; yes, that intersection, the light there behind there, nobody bother there and they deliver because it’s a corner store and I’m the next block, a lot of restaurants, they have delivery also, they are not bothering them but still, I will not ignore the regulations, so my deliveries come to that cross, there’s a light behind there and there’s empty spot a lot, I can get my deliveries there, it makes sense? Vice Chairperson Carroll; how many deliveries are you expecting a day? Mr. Khan; maybe a couple, usually go to SAMS Club, I bring it myself, if a couple of deliveries a week, so that I don’t think will bother, you know the people and the traffic, I quite sure of that. Member Bucher; so Joe, you said that the landlord would be receptive to allow one of the parking lots to be used for deliveries? Joe Seman-Graves; she said that on the phone to me, but she said there’s not space, there’s not adequate space for parking for…… Member Bucher; I know not for customer parking but…. Joe Seman-Graves; so the other…yes, yes for deliveries, but the concern would be if there’s any large trucks going in, that’s not really an optimal spot for a large truck, so it would just depend on the type of delivery. Like Mr. Khan said, if it’s going to be him picking it up that’s one thing, if there’s large delivery trucks coming in that wouldn’t really cut it, it’s a bad spot to back out. Member Nadeau; there was actually a large delivery truck parked right next to that white vehicle (on screen) that I actually had to wait to go around and I have no idea where they were delivering to, and I was waiting to see where. It was quite cumbersome. Actually there was traffic backing up behind me towards Mohawk street, but I still didn’t know where they were delivering to, it was a soda truck. So that clearly would be a restricted area for a delivery area, should be restricted. But I don’t have the answer, how would he receive deliveries unless he was to pull up on Remsen Street, into one of those parking areas. Vice Chairperson Carroll; one thing there is this time is, unfortunately in 2020, is plenty of parking on Remsen Street. Member Nadeau; right Joe Seman-Graves; the other consideration, something to keep in mind too, we’re hopeful these won’t be parking lots for to, to long. Vice Chairperson Carroll; God willing the creek doesn’t rise. Member Bucher; right Vice Chairperson Carroll; so, we’re talking we can do deliveries in the rear, but not customer parking. So they’ll park there and bring the stuff up the sidewalk and around to the front. Mr. Khan; Sir, I’m humbly request, several in area are walking people because couple of time I stood there and watched the people, 70 persons a day are going to walk to the next block and this is in the winter time. Why don’t we give the opportunity to the local people and get the stuff easy? I’m 62 years old, I need to daily bread from there if you guys, I appreciate you give the permission. Vice Chairperson Carroll; ok, so we have a couple of deliveries, if I understand correctly, we get a couple of deliveries a day correct: Mr. Khan; not a day, a week a couple of deliveries, usually I go to the SAMS Club and I get my stuff myself. But if I need an emergency weekly or 2 deliveries, they would never bother local traffic and local resident people. Vice Chairperson Carroll; yea, these deliveries won’t be coming in a tractor trailer will they? Will it be more of a box van, box truck? Mr. Khan; yea, the small, for myself, oh the delivery, it will be a small E150 kind of truck and the other delivery I get myself because not by trucks there, for my business, you know what I’m saying? Vice Chairperson Carroll; yes. Mr. Khan; I appreciate Vice Chairperson Carroll; Joe do you have any concerns? Joe Graves. Joe Seman-Graves; it’s really just what we’re talking about now with the parking situation. If there can be some guarantee that the trucks are pulling up behind or parking further down the street and walking their deliveries up, that’s one thing I just think this intersection is not a spot where truck can be stopping. Vice Chairperson Carroll; no, no that’s almost a blind intersection coming up Columbia, I mean you can’t see around that building it’s a tough turn, so how, Joe do you have any recommendations how we can resolve this? Joe Seman-Graves; I, there’s nothing you can do enforcement wise. I’d say if you make it clear in any decision you make that deliveries are to be at a certain location whether it’s behind the building or down the street. And if there’s not, there’s just, we’re going to have to enforce it with Code or the Police. Vice Chairperson Carroll; ok, so basically we’re going to try to get the delivery vehicles off the street or parked legally. Joe Seman-Graves; yeah, I mean this is, I mean there’s literally just no spot to park in front of the store, so if they were to try to park there it would just be blocking the road. Vice Chairperson Carroll; now if, can they direct the delivery men to park up the street and not block traffic in front of the house or in front of the business? Mr. Khan; excuse me, I have one more question. If anybody stop there, I’m a good citizen, I can tell myself, don’t park, don’t block the traffic, because I’m good citizen and like to be open there to the public, I don’t want any headache for the people. I respect the laws and I can put no parking any time there myself, and I can do that on my store and the parking spot if deliveries there a couple of deliveries a week, I think it’s not a bother there and I promise you guys if anybody there, I can remove them from that spot myself. And I go to the SAMS Club and other places and I bring my stuff myself. Vice Chairperson Carroll; are you willing to direct your deliveries to park legally and not to double park? Mr. Khan; no double park, unless permitted to double park, but I try to safety, so you know mostly the you know , the boxes so that is not a big deal, maybe 15 or 20 minutes then they go. Member Nadeau; anytime, any restriction, I think should be put total restriction on Columbia Street, absolutely no stopping at that location. Mr. Khan; won’t be using that, very heavy traffic, no, only behind that to deliver, come back and no be in the street, most they move there and Columbia Street going to the Latham side and the 76 side, you know 787 side you know, so I don’t want to bother this street and that is the reason saying get my deliveries behind that and that’s easy, I don’t think any problem for that. Vice Chairperson Carroll; so they’ll park in the back and bring it around front, right? Where that white vehicle is. Mr. Khan; if that happens 5 minutes, it not, but I don’t want to bother the Columbia Street traffic because that a major and main street. Vice Chairperson Carroll; yea, and there’s no room on Columbia Street at all for that. Mr. Khan; I don’t want to bother there, so I don’t mess that place because it is very busy street. I want to drop behind and then they give me a delivery in 5 minutes and then they go, not problem for there. Member Bucher; so, if that’s the case, then maybe we can make a motion to if that’s the case. I also just want to ask about hours of the convenience store. Mr. Khan; what you guys decided I appreciate and I thank you guys. You guys can decide, no problem Vice Chairperson Carroll; no you decide our hours Mr. Khan. Mr. Khan; ok, the next store is open 9 o’clock to 11 o’clock, so I have early morning people come in to the coffee and I open at 6 and close at 9, how’s that? Member Bucher; I think that would be ok Mr. Khan; that will be for coffee Member Bucher; I think those would be more conducive hours to traffic. Mr. Khan; then most the time there no traffic other than few hours, noon is a little bit of traffic and the other times you guys know better than me because belongs to the Cohoes. It is after the, you know the only 2 times rush time, there’s a little traffic, most times there’s not a lot of traffic you know what I’m saying? Vice Chairperson Carroll; can we put a provision that, they have to, that the deliveries have to park at that lot on Rock Alley? Joe Seman-Graves; yes Member Bucher; I would make a motion that we approve the application with as Joe mentioned absolutely no delivery or customer parking on Columbia. Delivery vehicles would be restricted to the back lot of the property and to legally parked spaces on Remsen Street. Vice Chairperson Carroll; legally parked is the key. Mr. Khan; I can do it, yea that’s right. Member Nadeau; that’s favorable Bob. Vice Chairperson Carroll; do we have a motion to that? Member Bucher; yes I made that move Member Nadeau; I’ll 2nd that. Mr. Khan; God Bless you, God Bless America CONSIDERATION OF A CHANGE OF USE/NEW TENANT APPLICATION AT 300 ONTARIO STREET Vice Chairperson Carroll; next item; special use permit, is that the next one? Joe Seman-Graves; no let’s go to the other one first. Vice Chairperson Carroll; ok, got you 300 Remsen Street, it says on the screen Joe Seman-Graves; Ontario Street Vice Chairperson Carroll; ok. I walked down there with the dog the other day, the Tiny Diney. You got Uncle John’s, going back into business. That’s us, Bianca and Robilee, can you hear me? Vice Chairperson Carroll; yes, tell us what you want to do with Uncle John’s, the Tiny Diney I love the name. Ms. McIntyre; thanks it’s the smallest little place. Well we’re kind of middle aged ladies and both of us are artist and mean cooks, well we’re not mean, but great cooks and I’ve been fantasizing about a diner forever. We came out for the Eat in the Street and were really impressed by the number of people eating in the street and saw that Uncle John’s was for sale and that’s kind of how it started and has rolled into the Tiny Diney. So, we are looking, we are looking to keep the originality of that place intact, modernize it a little bit and put out a really great breakfast. When we proposed, submitted this with Joe, we were kind of on a different bend in terms of colors so we might have to talk about that a little bit. What we, I think what we’re going to end up with is primarily take out business, certainly because of COVID, the place doesn’t seat many anyway. Full capacity is 22 pre-COVID, so if we’re still allowed to dine inside we would be seating 11 although….. Vice Chairperson Carroll; it would be 5 Ms. McIntyre; 5? Vice Chairperson Carroll; if the Governor reduces occupancy to 25%, which seems likely given the situation, you’ll be at 5 with inside and then take out. Ms. McIntyre; yeah, so we’d really, I think at this time, we’ll really be focusing on take out. We’re going to have, I would say a higher end food than what Jackie was having in there. We’re looking to do a menu of staples, and everybody knows they are the pancakes, eggs, the bacon, the sausage, we’re doing some talk about making our own sausage and stuff, but and then to go sandwiches and then a specials board that will change out every week. So we have a website that we’re working on. We’re building the menus still, but where people will be able to order, we’ll be able to have it ready and run it out. Vice Chairperson Carroll; can I ask a question? Ms. McIntyre; sure Vice Chairperson Carroll; for the record, state your hours and days of operation Ms. McIntyre; right now we’re thinking Thursday, Friday, Saturday and Sunday 7 to, we haven’t closed on it totally yet but 1 or 2. Pretty close to what Jackie had, she was open 2 extra days Vice Chairperson Carroll; Babe’s runs the same thing Ms. McIntyre; yea, so I guess that’s kind of where we’re at. We’ve both been in business in Troy for a long time. I’m one of the owners of Footsy Magoo’s which is a bar on First Street. Bianca owns a thing called the Broken Mold which is a pottery studio and shop on River Street. I’ve been in and out of other business too and I’m a full time artist, so we’re busy already and the diner, we just want to put out some good meals and make some happy bellies. Vice Chairperson Carroll; now the fact that you’re not really changing the, fashion of the business, let’s say, it’s going to be the same type of business that was there before, but just different operators? Ms. McIntyre; that’s right Vice Chairperson Carroll; do we have any concerns about parking here? Ms. McIntyre; we do, a little bit, so we…. Vice Chairperson Carroll; that was directed more towards Joe, I mean from the legal and enforcement end. Joe Seman-Graves; this is the opposite of most. While you have concerns of parking, we actually don’t right now because you’re under 500 square feet of rentable space, so you are excluded from the parking requirements. Vice Chairperson Carroll; so, there you go. Ms. McIntyre; we had a question because having been over in that space, we’re taking some of the 60’s renovations out, the drop ceilings and things, replacing some window glass missing. You have a picture of the front, there was at one time glass above the glass there where it’s green and red (picture on screen), under the awnings on the sides of that, those big plates. So they’re coming in January, the cracks are still all there but. So what we’re thinking with the to go’s, that is might be great if there was some way for the City to put a pull off zone there. So the app we’re going to us, for ordering has a way for the customer to tell us that they’re there so we can run it out and be a contactless as possible, they don’t even have to worry about parking. Member Bucher; like a curbside Ms. McIntyre; yea, curbside. Bianca was thinking, what’d you say B? Bianca; 15 minute standing zone, 10 minute standing zone Ms. McIntyre; I don’t know how you guys would handle that, but. Pretty much every day when I come by, there’s always a slot out front, but if somebody living there parking there on either side of it, kind of, I don’t know that’s just our main question. Vice Chairperson Carroll; Spindle City Market has their own parking area, so you don’t have to worry about that. Ms. McIntyre; he does. I’m hoping after Corona he might allow some parking in there, we’re working on that relationship now. Vice Chairperson Carroll; work on relationships is good. Are there any other questions? Joe Seman-Graves; regarding the parking that would have to go, well 2 things. The parking has to go through traffic commission, they’re they only ones who can install signs, so if that’s the route you want to go, I could put you on the next agenda. And if you are making any changes from what we’re seeing right now with Historic, they did approve this, but I’m going to have to bring you back through that so, so just stay in touch and let me know what you’re doing. Ms. McIntyre; yea, when we pulled the drop ceiling down, they have boarded those windows up and it will really make a bid difference in terms of the light inside that space, so I guess put us back on that agenda as we would like to put those back. Joe Seman-Graves; ok and when, you said, do you know when in January they’re coming? Ms. McIntyre; no, they are, we haven’t gotten, they’re booked out until January. I’m supposed to call them right after the first of the year to officially schedule it. Joe Seman-Graves; ok, we’ll get you on the January meeting because right now I cancelled the December meeting because there were no applicants, so I’ll put you on the January Ms. McIntyre; ok that’d be great. Joe Seman-Graves; please get their blessing before any installation Ms. McIntyre; I’ll definitely do it. Member Bucher; I was going to ask about the Historic Joe, if they looked at this yet. Joe Seman-Graves; they did approve this color change, but they didn’t know about the glass aspect of it. Ms. McIntyre; we didn’t know either until we took down that ceiling Joe Seman-Graves; yea, they approved this in October Member Bucher; putting glass back in the transoms will only enhance it, I think Member Nadeau; that’s right, this would only be restoration wouldn’t it? Joe Seman-Graves; yea, I don’t think there’s going to be any push back, I just want the approval before the installation just so we avoid problem like we’ve had in the past. Vice Chairperson Carroll; alright, is it time for a motion? Would it be appropriate at this time? Oh, any public comments, concerns, considerations, questions? None, alright do we have a motion? Maybe you know we are not closed up to expanding based on, even with the virus onslaught getting worse in the winter, people are still eating. I don’t know how our other businesses are going to do, so if we’re going broke, we might have to open longer, I guess is our answer. We’re not going to open less. Vice Chairperson Carroll; well it’s a risky time Ms. McIntyre; yes it is a risky time. When we got To Open a Business for Dummies book, it said the best time to open is January especially in a pandemic. We’re crazy already, but we’re just going to do it. I have for Historic, we have actually chose our awning strip now, color scheme so I will re-submit that Vice Chairperson Carroll; it’s going to match the city colors right? Ms. McIntyre; well, we kind of went away from that, it’s a little prettier now, but we’re using all your colors there, so. Member Nadeau; do you have an opening date yet? Ms. McIntyre; we were thinking the 18th, but I don’t know if we’re ready yet. But then we’re closed for Christmas, so I think we’re talking about January, after the New Year. Member Nadeau; got ya. Vice Chairperson Carroll; suggestion, put a face book page out there so people know Ms. McIntyre; we have one now, we’re on Instagram and Facebook. I haven’t posted much because the diner doesn’t look so pretty right now cause we’re taking, Jackie you know the 35 years they were in there, they impacted, so we’re scrubbing and cleaning, like I said we took down that drop ceiling so that ceiling was something to wrangle underneath there, but I’m posting a little bit now already. We just came up with a menu so that’s coming. You can wat it at The Tiny Diney. Vice Chairperson Carroll; you’ll have omelets right? Ms. McIntyre; yea, we just added that today, omelets, we’re doing some fun stuff. Vice Chairperson Carroll; great. CONSIDERATION OF A SPECIAL USE PERMIT AT 37 MANN AVENUE Vice Chairperson Carroll; alright now, 37 Mann Avenue. The house had a pool on this lot, they dug it out and filled it up. So we got to approve a variance because they’re underneath the 10,000 square foot building. Joe Seman-Graves; no, so technically they’re going to zoning on Wednesday for the variance. What they are here for tonight is almost, I don’t want to say a technicality, but the rule changed to where 2 family houses for some reason, they were requiring a Special Use Permit in the R-2 Zone. So while that changed it officially isn’t leaving the book until the end of December in our Code. And that is just because our City lawyer did not submit the paper, I don’t know, he just didn’t get to it, so it’s going to be changed in January. So, technically as of right now, he still needs a Special Use Permit for a 2 family house in an R-2 Zone and instead of just letting it slide, I just wanted to come through here, just in case as we go down the line and someone points fingers, I want to make sure we’re going through the full extent rather than the lesser. Vice Chairperson Carroll; wise Andy Marshall (representative for Mr. Sposito); Can you hear me? Vice Chairperson Carroll; yes Mr. Marshall; I’m pretty new to this Vice Chairperson Carroll; that is the place where you took the pool out right? Mr. Marshall; I didn’t personally, but that’s where it is. Vice Chairperson Carroll; right. And they’re doing some work on the house. You own the house also? Mr. Marshall; no, I’m a builder, I’m doing it for Dominic. I worked with his dad for years. I helped them build their first house back in the 80’s so I’ve been doing this for a while with the family. This is his son, he’s looking to build a house, he wants to do a 2 family because he wants to live in one side of it. I just found out that probably his sister is going to rent out the other side, so it’s going to be like a little family nook there. Vice Chairperson Carroll; how wide is that lot? Mr. Marshall; 63 feet Vice Chairperson Carroll; and what are the mandatory setbacks? Mr. Marshall; 10 feet Vice Chairperson Carroll; so you have roughly 43 feet to work Mr. Marshall; the house we’re looking at is 40 feet Vice Chairperson Carroll; ok Mr. Marshall; so we’re having it surveyed and the whole 9 yards, so there won’t be any discrepancies anywhere, because we are pretty close to the setbacks, but within reason. Member Bucher; and what is the parking situation? Mr. Marshall; standard parking on the street, single family, there’s… I went down the street and counted up, there’s an equal number of single family and two family homes on that street, 9 and 9. Vice Chairperson Carroll; and not a lot of them have their own garages. Mr. Marshall; I saw 2 garages, everything else is street parking Member Bucher; yea everything Vice Chairperson Carroll; I have friends that live down there and there’s always parking places Mr. Marshall; well today, maybe it was just the time I went there, but I saw like 5 cars on the entire section of street so, but that was during the day, I’m sure the evening when everybody comes home, it’s a little more packed than that, but it didn’t seem overly busy. Vice Chairperson Carroll; is there any requirement for off street parking Joe? Joe Seman-Graves; yes, the applicant should be providing parking. There should be one per unit of off street. Mr. Marshall when I talked to you last you said you would be having a driveway. Pretty much we’re going to have to see a site plan if you don’t have that we’ll just have to go back to the boards. But as of right now I guess what we’re looking for is the assurance that a 2 family house could go here. Then, I haven’t seen a site plan yet, so I couldn’t speak to what room is available. Mr. Marshall; well we are up in the air on either way. I mean most of the houses on that street don’t have driveways. There’s a couple that do, there’s a couple of older home that do have driveways, if the curb cut or something like is an issue, we’re definitely going with ease on this, so if a curb cut is an issue then we would just do off street parking and do away with that driveway. Joe Seman-Graves; I mean, I do even though the other houses don’t have it, I would recommend the off street parking, but if it’s something you feel is not available or within your means, then we could look at getting a variance. Mr. Marshall; it’s pretty tight as you know Vice Chairperson Carroll; yes Mr. Marshall; and the design of the house doesn’t have a garage in the front of it, so a driveway would basically be pulling into a spot 25’ dee, that’s about it so. It’s always nice to get the cars off the road, but in this situation young kids, limited funds and the 2 driveway may be cost prohibitive. Member Nadeau; is lot 33 the same owner? Mr. Marshall; lot 33, not it is not Vice Chairperson Carroll; they sold that lot to you, the owner of the house right there sold it to you right? Mr. Marshall; yes Member Bucher; so Joe, for off street parking variance that’s zoning right? Joe Seman-Graves; yes Vice Chairperson Carroll; should we table this until he gets the variance for the parking and we get that issue straightened out? Member Bucher; or we can approve it contingent on zoning. Vice Chairperson Carroll; ok Joe Seman-Graves; so technically, I mean I’ll just throw my 2 cents in. He will have to submit building plans before a house is constructed, at that point that will trigger me to whether there is or is not parking and then I’ll bring him to zoning. And if he doesn’t get the variance, then it doesn’t go anywhere anyway. So really I would say you’re looking strictly at the special use permit; does this 2 family house make sense in this location with the character of the neighborhood. And then anything else said, that’s going to go to zoning. Vice Chairperson Carroll; I think it fits nicely in the neighborhood. Member Bucher; I think it will. I have no problem with that. Vice Chairperson Carroll; because we’ve had several houses on this street that have recently been renovated Member Bucher; yea, based on that I would make a motion that we approve the acceptance of the 2 family house integrated into the neighborhood, that would be my motion, that we accept the proposed with the assurance that the house will meet the appropriate side yard, front yard and back yard setbacks, all the appropriate setbacks. Sharon; there’s one meeting that in October….. Vice Chairperson Carroll; because of Columbus Day Sharon; yes, so you can do it either the 4th or the 18th—the Monday before or the Monday after Member Nadeau; Joe you would probably prefer back a week than forward a week right? Joe Seman-Graves; doesn’t make a difference to me either way. I mean I would honestly say the 4th because the one the month before that is the 13th and the one after is the 8th. Member Nadeau; ok Member Bucher; so let’s do the 4th Sharon; ok so October 4th Joe Seman-Graves; the whole reason for approving these now is I want to get these onto our website for all the boards along with submission dates. So when people know when to submit, when the meetings dates are and they’re not calling every week Member Nadeau; proactive Joe Seman-Graves; so let’s do the 4th on this, do we need to do a motion on this?
