Did everyone have a chance to review them, are there any additions, changes, deletions since its verbatim. Has everyone had time to review them, if so would anyone like to make a motion to accept the minutes as submitted? Sharon; Bob was absent at the last meeting CONSIDERATION OF AN UPDATED SITE PLAN REVIEW FOR 77 ONTARIO STREET Chairperson DeFruscio; next item on the agenda is consideration of site plan review for 77 Ontario Street, if you’d like to come up and join us to give us your name and ….. Tim Fredette of Island Spirits; pointed out on the screen where the dumpster is going to be placed (in the corner), where the 6 foot black fencing will be and the planters that will be wrapped in brick. They will be installing the fence by the end of next week, I just talked to them today. They probably got the material in so they are ready to install by next week. Member Bucher; so Tim the dumpster relocated right? Mr. Fredette; yes and that’s going to be wrapped with the black, yes right there (shown on screen) Vice Chair Carroll; and that will be a gated fence? Mr. Fredette; yes brand new up to Mobil Chairperson DeFruscio; we did talk about this, preapproved a lot of the things you wanted to do, right now we just want to make sure everything is included. Mr. Fredette; I put the planters against the fence because I tried to put it in the ground and that’s slate right there, and that was the only way I could dress up against the fence like that. Member Nadeau; yea that is slate right there Mr. Fredette; I tried to drill that and it was impossible. And the flower boxes I plan on hanging on every other fence panel Member Bucher; Tim I don’t see that note about the flower boxes on here, on the site plan Chairperson DeFruscio; there’s a thing about planters around…. Is there anybody in the public that wants to make any comments, I’m going to open it up to public comments if you want to ask any questions, look at the diagram any closer, talk to us about it, you’re welcome to come forward. Do we have the person here, the applicant? If you could give us a little overview of what you have in mind with 146 Remsen Street. Ms. Roseanne Counterman; sure, the vision for 146 Remsen Street is to have a warm and welcoming place for people that are interested in studying the bible, studying Christianity to come and do that in a safe atmosphere. An accessible atmosphere that is what attracted me to that store front. So that would be the goal for that store front, there would be no change of money in the sense of that, it would just be a communal gathering place. Right now I work full time during the day, so my vision is to open it up evenings during the week and obviously weekends, so that is the vision for right now Chairperson DeFruscio; you say you’ll be open during the evenings Tuesday, Friday, Saturday and Sunday Ms. Counterman; for example yes, 3 or 4 days a week. But again for work schedules predominately night time Chairperson DeFruscio; and the hours you’re thinking are from …. Ms. Counterman; most likely from 6:30/7:00 to 9:30/10:00, if it goes that long Chairperson DeFruscio; and it’s more of a, I don’t want to put words in your mouth, but like a library environment, are you going to have chairs in there, Ms. Counterman; yea I did include that on my attempt at a floor plan. There will be tables and chairs in the main area just so people can have something to rest books on, and then there is a bathroom that I would like to have kind of like almost like a dining room setup, just so folks can have refreshments if they’d like. Chairperson DeFruscio; ok we need to talk more about the refreshments now. Are these refreshments you’re charging for, is there any preparation time or preparation involved, are you installing any, are you just going to have a refrigerator, you going to have a microwave. Ms. Counterman; yea, sure there’s another side room off of that back room that they have a sink, counter and fridge that is what that space is for. Probably a microwave, definitely no stove, there’s not going to be any heavy cooking. I know with my schedule there will be mostly just grabbing something from the store. Vice Chair Carroll; how many people do you expect to have at any given time? Ms. Counterman; I, this is the first time I’ve endeavored to do this and usually there’s start up time with other folks, I don’t foresee there being more than 15/20 people at any given time. Obviously with COVID protocols and building occupancy so those are all things I’m keeping in mind Vice Chair Carroll; ok Member Nadeau; do we have any idea on what the occupancy limit is? Joe Seman-Graves; I don’t Member Nadeau; but that something we can find out Joe Seman-Graves; I know we’ve had a couple of other businesses go through there, and I know occupancy was listed but their uses were different Chairperson DeFruscio; is there one bathroom or two bathrooms? Ms. Counterman; there’s one bathroom, it’s just a toilet and sink Member Bucher; yes obviously a building permit is needed and code enforcement will do an inspection to check things. What is the revenue stream? How is money going to be generated to pay the rent? Ms. Counterman; sure, at this time I will be fronting the rent money and then if people want to buy bibles or buy books that is something they can contribute to. But it’s really important to me and a hard decision for zero fee for anything, I think it’s important that people know that the use of the bible and Christianity are accessible to anybody and there shouldn’t be a barrier. Chairperson DeFruscio; so really the revenue stream is, the sale of any books or donations of the participants and things like that. Ms. Counterman; there will be no sales, I want to be clear on that. But if someone comes in and they want to donate a box of bibles or something like that, that would be acceptable but there will be no selling from me or anything like that. Member Bucher; the reason he is asking is because most of the applicants that come before us come with a business plan, we’re not singling you out, it helps the board understand the nature of the business. Chairperson DeFruscio; is there any specific religious affiliation or is it a non-denominational kind Ms. Counterman; I am not currently affiliated with any church but my beliefs align with that of non-denominational Member Nadeau; your signage is what is on this picture Ms. Counterman; correct and there will probably be an hour sign just so people are aware and that’s it. Joe Seman-Graves; historic board approved that Tuesday morning. Chairperson DeFruscio; so this has to be reviewed by….. Joe Seman-Graves; historic already reviewed it Chairperson DeFruscio; I guess, you’re not really making any changes to electrical, plumbing or walls or anything like that, just cleaning up the area and putting in table and chairs and Ms. Counterman; I met with the building owner and the building manager Ed Francesconi and I believe he works for city code and I know their tidying up the place a little bit so I’d rather defer to them if there’s any specifics. But he was under the impression that no building permit would be needed and the extent that I would come in would simply be book shelves, tables, chairs maybe a musical instrument or two Chairperson DeFruscio; from parking perspective we’re using public parking there’s no Joe Seman-Graves; yea, parking is public parking 236 feet away, they only need 5 spots to start with Chairperson DeFruscio; anybody else have any questions or comments regarding this proposal. I’d like to open it up to public comment, is there anybody in the audience that wants to ask questions, make comments talk about this project? I don’t see any comments from the public so at this point in time I’d like to entertain a motion to approve or deny the consideration of a new business at 146 Remsen Street Member Nadeau; I make the motion to approve, which was 2nd by Vice Chair Carroll, motion carried unanimously. YES NO Bob Bucher X Joseph Nadeau X Mark DeFruscio X Jack Carroll X Stephanie Couture ABSENT Kizzy Williams ABSENT CONSIDERATION OF A CHANGE OF USE APPLICATION FOR 211 COLUMBIA STREET Chairperson DeFruscio; next item on the agenda is consideration of change of use for 211 Columbia Street. Is the applicant here, anybody to speak on this proposal? I’d ask you to come up to the podium please and state your name I guess I’m going to be looking for a description of “restaurant style gathering place” Mark Defrusne; what we’ve done is created a gathering type atmosphere, we have seating in here for 40 people at this time. We’ve been using it for breakfast, lunch and for dinner gatherings predominately after wakes and funerals. And it really worked out really well, and we also found out it would work for evenings for people after the wakes to walk over after an afternoon, noon time or 1 o’clock service and walk over. What we didn’t address was to use it in the morning time as far as finding a place to go for breakfast on Sundays, Mondays stuff like that. It seems to be hard to find. So what we wanted to do is we wanted to change it instead of just doing what we’re doing now, to open it up to restaurant style to have breakfast, lunch be open from 6 in the morning and close at 2 in the afternoon, it would be closed by 2 in the afternoon. That way there it doesn’t hinder any businesses across the street, it doesn’t hinder any parking problems with Signal 30 because they open at 4 or 5 o’clock. Chairperson DeFruscio; so the Vice Chair had mentioned earlier that there are 2 industrial venting fans that have been installed on that building that vent out to the adjoining building, towards the adjoining building Mr. Defrusne; actually I didn’t take a picture, but the far side (shown on screen) .. Vice Chair Carroll; there they are right there on the right Mr. Defrusne; there’s 10 feet between there and the fence, and then there is a backyard, and the house is vacant at this time Vice Chair Carroll; there’s nobody living in there? Mr. Defrusne; no, nobody is there, it’s been vacant now for 6 or 7 years Joe Seman-Graves; I can confirm that with our vacant building registry Member Nadeau; right now there’s 2 exhaust fans Mr. Defrusne; ones an intake one’s a return Member Nadeau; ok Chairperson DeFruscio; when were they approved, because the problem I’m having is we denied the people right across the street, for the installation for those same kinds of devices. Joe Seman-Graves; so this is one of those situations between Robin and myself, code enforcement had building plans and there were a number of them that happened in that 3 month period and it was approved in October 2019 for building renovations and they were, I don’t believe they were complete by the time I got here but the permits were issued Under normal circumstances that would have come before the planning board and they did deny the similar request across the street. Chairperson DeFruscio; it’s more to deal with where it’s vented to, not really the fact that the vent is there Mr. Defrusne; I understand the gas station is literally right on property line and the house that is….. Chairperson DeFruscio; there was 10 feet from where they….. Vice Chair Carroll; they vented up through the roof and we still turned them down Chairperson DeFruscio; so you’re looking to take this from a private gathering place to a public restaurant is really what you’re looking to do? Vice Chair Carroll; I have a question also about the parking. Now I walk there a lot and you’re going to be blocking the sidewalk when people pull in a parking spot, you’re going to be blocking Columbia Street behind these cars. And then you’re going to have cars backing out onto Columbia Street. Mr. Defrusne; we’ve been watching the traffic pattern probably for about 6 months and we found that on Columbia Street in the mornings there’s nobody parking on the streets on either side, on the north side or south side of Columbia Street so we were thinking that again when the City does the sidewalks, curbs and blacktop to take the entire front section and put a patio, sitting area out front. People are parking more on the street than they are pulling in there probably a couple of reasons; one it’s a lot safer to park in the street and then continue to drive up versus trying to back out onto Columbia Street. So that is the entire process to take this out of here (shown on screen) and put a sitting area right here and have no parking on the property. Vice Chair Carroll; so that is your plan so you don’t have to have those parking places? Mr. Defrusne; that is what we would like to do, but we don’t want to go to far knowing that the City is going to be doing sidewalks and curbs and repaving Vice Chair Carroll; Joe what is the future of that vacant house? Joe Seman-Graves; right now it’s not …. We have no contacts but I would love for someone to buy it Mr. Defrusne; I would love to buy it but we can’t find the contact for it Vice Chair Carroll; that would be your parking lot Mr. Defrusne; I see myself and Tommy Durant we would love to have that property for a parking lot. Joe Seman-Graves; so that’s one of the individuals that doesn’t respond to our….. Mr. Defrusne; we’ve tried reaching out and they won’t give us one bit of information any contact or anything Joe Seman-Graves; we only sent out one letter to that individual and we didn’t get any response. For the time being though I want to go over Paul Johnston’s comments regarding parking (memo attached). There was a discussion among members regarding parking and traffic on Columbia Street. And Joe did mention that the sidewalk grant submitted would have to be approved by the Counsel and the City would be looking at 2022-2023 by the time the award was made and the project started. He also stated that sidewalks are a priority because of the schools and senior housing on Columbia Street that is the focus for the City right now. Separately if you look on Mann Avenue side they do have, there are spots that are give or take 20 feet which is acceptable, however a handicap ramp actually pushes a few of the spots into the 15’ area which wouldn’t be permitted and they would be sticking out into the sidewalk there as well, not necessarily as big of a concern on Columbia Street but still a concern that people’s access coming and going from wherever they are coming from. We’re really looking at 2 to 3 spots that are usable on the current footprint. I say that because we need to get to that number 11 so, Mr. Defrusne came in and is looking for recommendations for how to proceed just like Mr. Fredette did as the last meeting. I think he wants to come up with a plan to present to the board but there has to be some direction given because we don’t want to waste anyone’s time or money if it’s not something the board will entertain. So that’s kind of what the meeting is today, where we go from here what the next steps will be to do this the right way. Chairperson DeFruscio; is there any way that we can push people to parking in the funeral home parking lot? Mr. Defrusne; you could but are people going to walk? Vice Chair Carroll; you could because if you go to Waterford, you got the bank parking lot for people that might want to go to breakfast you walk a half a block and there you are. And you know your car is safe and off the street Chairperson DeFruscio; we’re trying to figure out how to get you to the 11 spots, that we need there. You say there is only 2 that can be used Member Bucher; it looks like there’s 4 Chairperson DeFruscio; yea I think there might be 4 spots Member Bucher; it looks like there’s 4 usable spots Mr. Defrusne; and given that there is 360 feet of road between Mann Avenue and Masten Avenue with the setbacks and highways of the alley entrance there’s enough room for 12 cars on each side. Chairperson DeFruscio; is that off street parking Vice Chair Carroll; that’s on street parking Chairperson DeFruscio; so we’re good with the plan of doing away with the Columbia Street parking now if you needed to move the handicap ramp to that side of the building is that a possibility to clear up maybe giving more space on the Mann Ave side Joe Seman-Graves; say that one more time Member Bucher; put the handicap ramp on Columbia side Chairperson DeFruscio; yea on the Columbia side. You’re going to do away with those parking spots so can you put the handicap ramp there Member Nadeau; how many spots does that buy? Joe Seman-Graves; I also got a call today about another possible addition, I don’t know if you want to bring that up now. Mr. Defrusne; you mean about the decking out front? Joe Seman-Graves; I didn’t know if you wanted to bring that up now Mr. Defrusne; that was the whole thing to get rid of the parking Chairperson DeFruscio; you mentioned that and that’s why I’m saying if you incorporate the handicap ramp into that decking idea to get into the building you can remove it from the Mann Avenue side and maybe gain another parking spot or two. Member Bucher; I think there is more spots on Mann Avenue Mr. Defrusne; I think it cost of tearing that one off that’s there is to much just to gain 2 spots there Joe Seman-Graves; the actual plan of the parking is up to the board, you can wave a number of spots, you determine if there is enough off street parking or parking at the funeral home that’s up to you, the funeral home parking is about 200 feet away. It was brought up at a 2015 meeting that the board asked for a parking plan and I don’t think it was presented Vice Chair Carroll; and there is a lot of on street parking, between Mann and Simmons that legal parking, people can legally park there right? Member Bucher; between Mann and Masten Mr. Defrusne; I know it doesn’t look it but when there are cars parked between Simmons and Mann on Columbia it narrows that up, but it’s different from Masten down or from Mann to Masten it just doesn’t cut it off as much Vice Chair Carroll; you don’t have parking on the Mobil gas station side that you would between Mann and Amity Mr. Defrusne; the widest part of street is between Mann and Masten that is the widest for those 4 blocks, because it narrows down between Mann and Simmons. Chairperson DeFruscio; let’s go back to what kind of operating hours are you looking for? Mr. Defrusne; 6 in the morning and I’ll be closed by 2o’clock Chairperson DeFruscio; by 2o’clock in the afternoon? So it’s breakfast and lunch only? Mr. Defrusne; exactly, so it doesn’t interfere with the funeral business and it doesn’t interfere with Signal 30 so we can park down Columbia Street. And I can dedicate the 4 spots (shown on screen) to handicap parking Chairperson DeFruscio; where is your loading area? Mr. Defrusne; showed the members on the screen Vice Chair Carroll; are you going to have counter service? Mr. Defrusne; we’re going to do some counter service (showed on screen where that would be) Member Nadeau; this drawing is going to need some upgrades, the one in front of us as some things have changed. The exit door shown on this drawing and the Columbia Street side, is there anything else different other than those doors that we’re looking at. Is it your plan to include outside service? Mr. Defrusne; no only table service Member Bucher; you will also need to address the elevations and what they will look like and a floor plan for sure Chairperson DeFruscio; ok, so there’s a parking plan perspective, and let me see if I can summarize, the board can tell me what I’ve got wrong; we’re looking for your parking plan, to include the elimination of the parking spaces along Columbia Street, do off street parking, your plan for that can include outside service area if that’s what your plans are, if you want to do it now or if you want to wait and do it in the future, you can come back to us later for that outside area, the parking spots on Mann Ave. those I think you get I think 4 spots out of there, Joe Seman-Graves; any that are under that 18 foot mark and I can go out there and identify them and I’m not looking at anything that is being shortened by the handicap access, so on the plan I would just eliminate anything that is not a legal spot or even if you pull in horizontal and make a new layout just to suffice Paul Johnston’s comments. And I don’t know if you would want to or whether the board is looking to have this or include the funeral home Chairperson DeFruscio; I would like and the rest of the board can comment on this, I would like them to have signage or something to direct people towards parking in the funeral home parking lot, Vice Chair Carroll; a sign on the building Chairperson DeFruscio; a sign somewhere just acknowledging that people, I think we’ve got to limit the operation from 6 to 2 and as long as that is what you’re looking for I think the plan will work with the parking, the off street parking on the side that you can use for handicap or maybe one or two regular spots as well, on street parking with the addition of opportunity for your customers to park in the funeral home parking lot, I think that would be an acceptable plan. Vice Chair Carroll; I’m good with it as long as they don’t block the sidewalk on Columbia Chairperson DeFruscio; the other things we need Member Nadeau; we need to address that exhaust fan, I think that exhaust fan is still an issue Vice Chair Carroll; I wouldn’t want to live in that house with that exhaust fan Member Nadeau; I agree, especially with what we did with that business across the street. The modification to exhaust it upward, is that something you would consider? Vice Chair Carroll; yea because now you’re going to be running what 5 days a week? It’ll be running 8 hours a day for 5 days Mr. Defrusne; yes 5 days Member Nadeau; it’s running intermittent right now, but constantly 5 or 6 days whatever it is I wouldn’t want to be living in that house. Its vacant now but someone could buy it and want to live there, Chairperson DeFruscio; can we ask that you explore options for modifications to that fan Mr. Defrusne; of the exhaust fan? Chairperson DeFruscio; yes the exhaust fan Vice Chair Carroll; yes it’s about the exhaust Chairperson DeFruscio; do you have a dumpster currently? Mr. Defrusne; we do not have a dumpster yet. The plans for the dumpster is over on the far side here where the shrubbery is (shown on screen), we would put the dumpster there and put fencing around it so you wouldn’t see it Chairperson DeFruscio; we’re going to want to see that on the plan, that will probably impact any snow storage, there’s a smaller area of private parking now but you still need to consider….. Mr. Defrusne; we thought about the whole thing with the snow, on the east side of the building where we are storing it now, we take all the snow from here (on screen) at the end of the property and gets put down there on the property including the stuff on the road Member Nadeau; the last two meetings that your dad was here one of the issues was they blocked the sidewalk on Mann Ave so if you could eliminate that by pushing it back Mr. Defrusne; if you go back about 10 years ago we would put the snow right there (shown on screen) and the city would come up and get it, but the resources aren’t there anymore. Member Nadeau; but if you could keep both sidewalk clear on Mann and Columbia that would be appreciated Vice Chair Carroll; I think the property owner where you’re going to put the dumpster should be notified you plan to put a dumpster right next to their property. Member Nadeau; if he’s putting where he said, it’s tucked in the corner of his own building Mr. Defrusne; there’s a hedge row right there Joe Seman-Graves; put the screen shot back up to show where the dumpster would be placed Vice Chair Carroll; you’ve got 2 situations that that is not really being a good neighbor, with the exhaust fan and the dumpster right next to the property line It was shown on the screen where the dumpster would be placed and that it would be on Mr. Defrusne property, Chairperson DeFruscio; asked the applicant if he could point out where it would be Mr. Defrusne; showed on screen; we could put it two places, we could put it here (shown on screen) there’s 10 feet plus there’s full shrubbery around it Chairperson DeFruscio; but that’s sidewalk though Mr. Defrusne; no sidewalk is here (shown on screen) Chairperson DeFruscio; you’re going to have to revise the site plan and show us where you are intending to put the dumpster, Mr. Defrusne; approached and pointed it out; it’s hard to see right at the edge of the building you can see the hedgerow there, and then the garage door, it would be left of the garage door which gives it enough room Chairperson DeFruscio; yea, put it on the site plan for us Mr. Defrusne approached the members to show where the dumpster would be on the site plan that they had Chairperson DeFruscio; alright to wrap this up, what we’re looking to see is a site plan with a parking plan, considering all the comments made by Paul Johnston, and the comments we made tonight, we’re looking for some direction on snow storage, the dumpster location, the rest of it looks pretty good. Member Bucher; are you doing a deck with this application Mr. Defrusne; I think I’m going to hold off on that until the City does the sidewalks, that would make it a lot easier Joe Seman-Graves; I think’s it makes sense that you want to get it on this application even though you’re not going to build it right away Chairperson DeFruscio; so then next year when if all the plans come to fruition then you’ll have approval and will be ready to go Joe Seman-Graves; and if you’re doing a site plan already it’s simple to throw it on there. And just one other thing that was mentioned is the location of the doors here, just putting it on the site plan Member Bucher; the site plan, it needs to be professional and to scale showing the covering and the handicap parking Joe Seman-Graves gave the applicant a copy of another site plan as an example to despite what the members would be looking for. Chairperson DeFruscio; so we don’t have anything to approve or disapprove at this time we’re not going to open it to public comment until we get the revised floor plan from you, so we look forward to it and hopefully it works out. CONSIDERATION OF A CHANGE OF USE APPLICATION FOR A PROPOSED BUSINESS AT 202 ONTARIO STREET Chairperson DeFruscio; next item on the agenda is consideration of a new business at 202 Ontario Street, if you’d come forward please and tell us your name and Marcos Lugo; I’m looking to relocate to 202 Ontario Street, I’m located already in Troy on Fourth Street. I’ve been checking the area for like a year before, and I want to bring my business over here to this community Chairperson DeFruscio; how many chairs Mr. Lugo; there’s going to be three chairs Chairperson DeFruscio; the biggest problem with that site when we approved Bill Springle for moving into that site, it was really because there weren’t going to be any vehicles parked on Ontario Street. Parking on Ontario Street is a very tough area, there’s a lot of traffic and I know there’s a beauty salon there to that is still open, people going in and out of there. I don’t know how big her establishment is though. Vice Chair Carroll; if I may though, I get my hair cut at Mallo’s on Columbia Street and he’s got the same business and there’s always a spot right in front of the place because he’s only doing like one person every half hour. Chairperson DeFruscio; ok let’s look at that; one chair versus three chairs Vice Chair Carroll; how many chairs? Mr. Lugo; we’ll have three chairs, most of the time is appointment because we have to take precaution, so most of the time it will be appointments, so not to many people at one time. Chairperson DeFruscio; anybody else have any other questions? Member Bucher; hours you said are until 7 Mr. Lugo; at most, most of time by appointment it will be 5 or 6 Member Bucher; is that 5 days a week, how many days a week? Mr. Lugo; it’s going to be 6 days a week Chairperson DeFruscio; is there currently enough plumbing, you know things that you need Mr. Lugo; it’s going to be one sink, it’s already there from the people before me Chairperson DeFruscio; I would need to see a better drawing of what’s inside Mr. Lugo; it’s 20 by 20, Vice Chair Carroll; we would need actual measurements Mr. Lugo; it’s 20 by 20, with one bathroom in the back Vice Chair Carroll; just put that on paper Chairperson DeFruscio; he’s got this but… Vice Chair Carroll; it doesn’t really show a lot Chairperson DeFruscio; so the other things that we are going to require for you to provide, is a scaled drawing that shows where everything is in that 20 by 20 space, where you’re proposing putting your chairs in that 20 by 20 space, to give us an idea of what you’re looking to do there. This drawing is just not enough information for us ok? Mr. Lugo; ok Chairperson DeFruscio; there’s no sink where your chairs would be there’s only a sink in the bathroom right? Are you going to wash people’s hair or…. Mr. Lugo; no, no washing people’s hair. Chairperson DeFruscio; so just cutting. You need a better drawing Mr. Lugo; I will provide that Chairperson DeFruscio; what else does he need gentlemen? Member Nadeau; occupancy, how many are allowed, there’s going to be chairs obviously for people waiting, how many people will be allowed, what’s the maximum occupancy Chairperson DeFruscio; can we get Paul Johnston’s opinion on traffic, I really I don’t want to see anyone get killed getting out of their car to go get their hair cut. This is really a bad spot and when the last person that came to us that was going to use this space, he was parking the vehicles behind where they’re doing some work now in the back and he was only going to have one or two vehicles in the front so there wasn’t anybody regularly coming in and out there. It was a medical transport and it was an office for the medical transport so he was going to be the only one in the office. There really aren’t many on street parking spots in that area, I don’t know if you checked that out or not. Mr. Lugo; I’ve been checking that area for like a year in the morning when I go by on the way to Troy and there’s not too many cars there. Chairperson DeFruscio; there’s only about 5 usable parking spots from 787 down to that street, Linden, and then on the other side of that I don’t know that there’s Vice Chair Carroll; on Sunday morning’s you’ve got cars parked all the way across the bridge for the church. There was discussion among the members regarding the parking that takes place on the bridge, on whether it’s legal or not Chairperson DeFruscio; I’m just worried about your clients and the traffic going down Ontario Street off of 787 it is an endless flow, it doesn’t stop. Right now there is some blockage when somebody is trying to turn into the bank, traffic backs up onto 787 when somebody is coming down Ontario Street and trying to make a left into the bank parking lot. Again I’m just concerned about your customers. I hate to be an ages but your customers what are the ages of your customers? Younger adults or I would worry about an older adult trying to get out of their car on that street to get into your shop. Mr. Lugo; I don’t have to much older people Chairperson DeFruscio; there’s only one or two spots across the street at those houses over there Mr. Lugo; I will be talking to the landlord about the back, so I could have 2 spots in the back Chairperson DeFruscio; so you will have 2 off street parking spots in the back? Mr. Lugo; yes Chairperson DeFruscio; and that will probably be for employees? Mr. Lugo; the employees, I will tell them put your car somewhere else, take a taxi, that is for customers Chairperson DeFruscio; ok so, do we need to give you a list of what we’re looking for from you? What we’re looking for from you is a scaled drawing of the inside showing that 20 by 20 space with everything located inside it, you should include the fact that you will have 2 or 3 off street parking spots. So we’re looking for a site plan that we can better see what’s going on and to scale and where it fits. Where you’re going to have people waiting to get their haircut, I know at this point in time most of your clients are going to be by appointment, but if you’ve got 3 chairs in there and you have 3 people working that’s 3 people at a time plus the 3 people who work there, so that’s tentatively 6 cars that have to go somewhere. And that’s what we’re considering and we, I can only stress that we’re only looking at the safety of you and your customers in that area, I think that why that space has been vacant, the previous proposal fit because there wasn’t any traffic coming in and out, it was just a main office that they were just dispatching people from. So come back with that and we’ll consider it, we’re always happy to welcome a new business in the city but we want to make sure you fit and it’s going to work out and we want to make sure nobody is in danger, ok? Mr. Lugo; ok Joe Seman-Graves; I’ll email you tomorrow on what you need and when the next meeting is. Chairperson DeFruscio; I won’t be here Joe Seman-Graves; I have one other thing, I’m looking at changing the submission of materials to 3 weeks prior to the meetings instead of the 2 weeks. Chairperson DeFruscio; whatever you want to do is fine with us, the problem we ran into was they weren’t making the two weeks in advance. Most applicants were having a problem making the 2 weeks Joe Seman-Graves; it will slow the process down but I’m ok with that Chairperson DeFruscio; I think what you’re going to find is with the larger customers we deal with more frequently are going to have a problem with that Joe Seman-Graves; I don’t know that that is fair to me or the board, if I get something Monday, and I have 2 or 3 days busy days then I’m not looking at it until Thursday or Friday, and packets go out Monday I don’t know that that is always fair. Sometimes things are more manageable, I just want to be able to review everything and make sure you’re getting the full package. So that’s just a thought for next year’s schedule, it won’t affect the meeting dates Chairperson DeFruscio; whatever you can enforce. We’re always happy to get the information to you as early as possible so you can do the review and get us the comments.
