MINUTES OF THE MEETING OF THE COHOES PLANNING BOARD HELD AT 97 MOHAWK STREET
COMMON COUNCIL CHAMBERS
NOVEMBER 13, 2023 at 6:30PM

Chair Carroll called the Planning Board meeting of November 13th to order at 6:30 pm and asked for roll call.

CONSIDERATION OF MINUTES FROM THE OCTOBER 2, 2023 MEETING
Chair Carroll; first order of business is the meeting minutes from the October 2nd 2023 meeting, do I have a motion to
amend or accept the minutes?
Motion to accept the minutes was made by Member D’Angelico 2nd by Member Nadeau motion carried unanimously.

CONSIDERATION OF A MINOR SUBDIVISION FOR 6 ELAINE COURT
Chair Carroll; who is here for 6 Elaine Court?
Mr. Kevin Flatley approached the board and explained that 6 Elaine Court is a 24,800 square foot lot that they are
proposing to subdivide into 2 lots.
Chair Carroll; ok you have some personal interest here, I live behind Barb and James and his parents live next door to the
property (Member D’Angelico) My concern is you have in the back you have the garage that you have set up now, it
looks a little high but how are you going to access that with the existing house
Mr. Flatley asked that the image for the subdivision be put on the screen. The proposed drive would come in along the
property line (he pointed it out on the screen) for the new house, sorry the old house. The drive will come in along the
proposed new lot line, there is still enough room for a turn around there. The other house will be a front load garage, that
is only way it can be built.
Chair Carroll; when you decide to get things going, which way is going to be graded for drainage? Because I know there
is a drainage problem there now.
Mr. Flatley; drainage will naturally drain towards the street
Chair Carroll; are you building it to sell or building it to own?
Mr. Flatley; I’m just subdividing the lot
Vasily (owner of property) approached the board and explained the plan would be a house 1,400-1,500 square feet, same
elevations, it’s not going to take up too much square footage structurally 30 by 40 house.
Chair Carroll; now when you get your subdivision and you want to start building there or you get a proposal to build
there, you are going to have to come back here with your proposal on what you want to put there.
Vice Chair Moloughney; no he won’t it would just go through Codes.
Member Nadeau; because the lot meets the requirements.
Sharon; if he meets all the requirements/setbacks he would just apply for his building permit and he doesn’t have to come
back.
Chair Carroll; for the subdivision you’ve got the room for the driveway. Anything else gentlemen? Are there any public
comments, being none is there a motion to accept the subdivision?

CONSIDERATION OF A SPECIAL USE PERMIT FOR 235 VLIET BLVD.
Chair Carroll; next on the agenda 235 Vliet Blvd. who do we have here?
Mr. Luis Santana approached the board. We are looking to open up a little manicure pedicure studio on my front porch.
Chair Carroll; ok now I understand that alterations have already taken place can you describe them.
Mr. Santana; I had Roland Downes put in the plumbing, I had an exhaust fan put in by Adam, I don’t know his last name
but I sent in all the paperwork already. It is going to be by appointment only 1 client at a time real small and quiet.
Chair Carroll; is it insulated for the winter?
Mr. Santana; yes and I’m going to insulate it more
Chair Carroll; ok gentlemen any questions?
Member Nadeau; it looks like you have the parking covered and we would encourage you to have the off street parking
Mr. Santana; yes 8 cars would be able to fit in the off street parking area, but we don’t expect to have more than 1 at a
time
Member Nadeau; it’s just on my mind that if other people on the street decide to do what you’re doing and they don’t
have off street parking then it becomes a problem. That is why we encourage you to utilize the off street parking.
Member McCormick; and your hours are 9 to 7
Mr. Santana; yes give or take sometimes you run over
Chair Carroll; is this by appointment?
Mr. Santana; yes
There was a discussion regarding licensing and the role of Department of State
Mr. Santana stated he applied just so he could open up the business, but his wife would be running the business as she is
licensed to perform the services. The State couldn’t come in until he met with the Planning Board and received approval.
His last conversation with them was Thursday and he stated that he would be appearing before the board on 11/13 so they
will do a zoom meeting to make sure everything is in place.
Chair Carroll; the zoom meeting,,,
Mr. Santana; between me and Department of State.
Chair Carroll; so this is pretty much the first step in the process
Mr. Santana; yes I have to clear everything with you first
Member McCormick; will you have any sort of chemical waste products?
Mr. Santana no she will be doing gel pedicure and manicure and the gel is not toxic
Vice Chair Moloughney; in my perspective compatibility with the neighborhood, parking, noise, hours, that is what we
look at.
Mr. Santana; it is going to very quiet.
Chair Carroll; are there any public comments? Being none asked the board if there were any other comments or a motion?
Vice Chair Moloughney; I make a motion to approve 2nd Member McCormick motion carried unanimously.

CONSIDERATION OF A SPECIAL USE PERMIT FOR 15 CONLISS AVENUE
Chair Carroll; next do we have a Mr. Sandul here for 15 Conliss Avenue? You are fixing up that house?
Mr. Oleg Sandul approached. Yes everyone knows about that house.
Chair Carroll; I see you are working on it and you want to divide it into 2 units
Mr. Sandul; yes, it already has 2 meters but someone said it was illegal back in the day so I am trying to make it legal
Chair Carroll; by saying you want to make it legal you mean you want to bring it up to codes and standards?
Mr. Sandul; yes
Chair Carroll; permits have been issued for the renovations? You have the inside pretty much gutted?
Mr. Sandul; yes I have the permit to gut the whole thing, now I am awaiting the approval for a 2 family. I have my
engineer working on it.
Chair Carroll; that house was an eye sore. Gentlemen do you have any questions or concerns?
Member Nadeau asked about off street parking?
Mr. Sandul said there is, there are 2 spaces right next to it and …..
Chair Carroll and then there is on street parking on Conliss. Public comment – being none asked for a motion on the

CONSIDERATION OF A CHANGE OF USE/NEW TENANT APPLICATION FOR 192 REMSEN STREET
Chair Carroll; you must be Jessica Merendino? Come on up 192 Remsen Street for a hair studio. You want 6 chairs, you
tell us what you want to do
Jessica Merendino; 6 chairs, no washes or anything. I’ve been doing hair for 13 years. I did some research and it was a
salon previously so there is already a lot of outlets and hookups for a salon.
Member Nadeau; so it is kind of just move in, the same business
Ms. Merendino; the construction I want to do is add a breakroom it’s just putting up 2 walls so there won’t be any outlets
or anything because there is already 2 there.
Chair Carroll; you have all the chairs filled?
Ms. Merendino; no I would just announced that I was opening up last week. I have myself and 3 other girls right now
Chair Carroll; now do they work for you or do they have their own clientele?
Ms. Merendino; they will work for me. I was going to do hair independently but I can’t take on any more clients and I saw
requests coming in so I thought it was time to have people take on the overflow.
Chair Carroll; any questions or concerns gentlemen?
Vice Chair Moloughney; so we need to approved the Special Use Permit and do a parking waiver?
Tess; for 192 Remsen this is a change of use and there is public parking
Vice Chair Moloughney so they are automatically exempt so we don’t have to approve parking
Chair Carroll; public comments being none asked for a motion to accept or deny the application. Motion to accept the
application was made by Member Nadeau 2nd by Vice Chair Moloughney motion carried unanimously.
