MINUTES OF THE MEETING OF THE COHOES PLANNING BOARD HELD AT 97 MOHAWK STREET
COMMON COUNCIL CHAMBERS
OCTOBER 7, 2024 at 6:30PM

Vice Chair Moloughney called the Planning Board meeting of October 7, 2024 to order at 6:28 pm and asked for roll call.

CONSIDERATION OF MINUTES FROM THE SEPTEMBER 9, 2024 MEETING
Chair Carroll; first item we have is last months minutes
Motion was made by Member Couture to approve the minutes 2nd by Member D’Angelico - Motion Carried unanimously.

CONSIDERATION OF A CHANGE OF USE NEW TENANT APPLICATION FOR 220 REMSEN STREET
Vice Chair Moloughney; first up is 220 Remsen Street if you could step to the podium. Just for purposes of taking
minutes for the meeting we have a recorder can you state your name and your proposal of what you are planning to do.
Mr. Abdul Haseeb I looking at 220 Remsen Street to open a convenience store
Vice Chair Moloughney; and this is the application we have and it is the former Anthony’s correct?
Mr. Haseeb; correct
Vice Chair Moloughney; and by this there is no dine in services, just a convenience store, deli, take away
Mr. Haseeb; correct
Vice Chair Moloughney; ok, members do you have any questions for the applicant at this point? So your hours are
proposed to be 9 to 11 and then midnight on Friday Saturday?
Mr. Haseeb; yes
Member Nadeau; this here says you will be offering hot food on the premises, that is not a dine in space is it?
Mr. Haseeb; no
Sharon; it is to be similar to what he had when he was across the street. He had chicken sandwiches and things that you
could take out.
Vice Chair Moloughney; same hours as the previous location, ok.
Member Couture; are there any concerns with truck deliveries and the delivery schedules?
Mr. Haseeb; no
Member Couture; the last applicant that appeared there was a similar setup on that street just because there could be
certain hours with traffic on Remsen Street, and where would the trucks park?
Mr. Haseeb; they can park on the road
Sharon; what time will the deliveries take place?
Mr. Haseeb; they usually come in the morning time, a little after 9
Vice Chair Moloughney; in terms of signs, will there be a sign on the front
Mr. Haseeb; yes there will be a sign
Vice Chair Moloughney; any other changes to the building
Mr. Haseeb; no, no other changes
Member Couture; we are putting on record and asking that all businesses in the city to avoid loitering in front of their
businesses and we also like the properties maintain cleanliness on the inside and on the outside as well.
Mr. Haseeb; yes
Vice Chair Moloughney; any other questions? Any public comments?
Sharon; no public comments were sent in
Vice Chair Moloughney; ok basically you are taking the previous building that had a fire and moving it to this location,
same operation and hours?
Mr. Haseeb; yes
Member Nadeau; is this larger or smaller than your previous location?
Mr. Haseeb; it is little bit bigger.
Member Nadeau; you sell alcohol and tobacco?
Mr. Haseeb; yes
Vice Chair Moloughney; members do you have a motion?
Member Nadeau made a motion to accept the application 2nd by Member D’Angelico motion carried unanimously

CONSIDERATION OF A SPECIAL USE PERMIT FOR A HOME BUSINESS AT 14 EDWARD ST
Vice Chair Moloughney; next 14 Edward Street
Mr. Robert Brown; I would like to open up a rock and trinket shop out of my garage.
Vice Chair Moloughney; ok, and this is at 14 Edward right?
Mr. Brown; yes
Vice Chair Moloughney; in your garage, we have the application, weekends only daytime hours, ok. Members any
questions? Are you familiar with requirements of the City Code for home occupations, maximum of 2 people from outside
the household can be employed, minimizing noise, disruptions things like that, minimal intrusive activities. Activities I
think like a single sign, it’s not meant to be an open for business type of place.
Mr. Brown; I’m not going to have employees.
Vice Chair Moloughney; daytime, weekends, no delivery trucks, just customers. Do you do this by appointment or is it
just open hours.
Mr. Brown; I’m home so we are going to start with just open hours, most of the business will be people coming by and
buying in bulk and people just walking by
Member Couture; I was going to ask how do you advertise?
Mr. Brown; I haven’t yet, but I have Facebook, no newspapers or anything
Member Nadeau; is this a new business
Mr. Brown; yes
Member Nadeau; have you spoken to your neighbors?
Mr. Brown; yes and I’m in pretty good standing with the neighbors
Member Nadeau; and they don’t have a problem with this?
Mr. Brown; no
Vice Chair Moloughney; ok, because it is not in the primary building and it is in your garage, this is a Special Use Permit
that we would have to approve. There are no other proposals for any other conditions on the use of the permit other than
what has been stated
Member Couture; just to back up what you are saying, no odors, no noise, no extra lighting or anything like that, that
neighbors would be concerned about?
Mr. Brown; no
Vice Chair Moloughney; no loitering
Member Couture; keeping the outside clean
Member Nadeau; you understand the sign requirements that it can’t be more than 2 square feet?
Mr. Brown; yes
Sharon; yes I already spoke to him about that when he came in to see me
Member Couture; asked about where being a residential business he can put the sign
Sharon; he is going to put it over his garage door, there are no banners or the like allowed
Member Couture; ok
Vice Chair Moloughney; do we have a motion for the Special Use Permit for the home business?
Motion to approve the application made by Member D’Angelico 2nd by Member Couture motion carried unanimously.
