Page 1 of 3 March 27, 2023 MINUTES OF THE COHOES TRAFFIC COMMISSION MEETING HELD ON MONDAY MARCH 27, 2023 IN THE COMMON COUNCIL CHAMBERS OF COHOES CITY HALL AT 3:01 PM MEMBERS PRESENT: Chairman Paul Johnston Fire Chief Joseph Fahd Lieutenant John Shanahan MEMBERS ABSENT: Commissioner Stephen Hennessey City Planner Joseph Seman-Graves ALSO PRESENT: Theresa Flatley, Recording Secretary CONSIDER THE MINUTES OF THE FEBRUARY 27, 2023 MEETING Chairman Johnston asked if there were any comments, questions or concerns regarding the minutes as published. As there were no questions, concerns or comments, Chief Fahd made a motion to approve the minutes. Lieutenant Shanahan seconded the motion. A roll call vote was taken. All were in favor. The motion passed unanimously. CONSIDER THE REMOVAL OF A HANDICAP PARKING SIGN AT 91 HEARTT AVENUE This request was submitted by Chairman Johnston. Chairman Johnston stated that this sign was originally approved for Edward Hickey and it has been confirmed that Mr. Hickey is now deceased. His recommendation was to remove the sign in accordance with Attachment “A” to the agenda. Chief Fahd made a motion to approve the request to remove the Residential Handicap Parking sign from 91 Heartt Avenue in accordance with Attachment “A” to the agenda. Lieutenant Shanahan seconded the motion. A roll call vote was taken. All were in favor. The motion passed unanimously. CONSIDER THE REMOVAL OF A HANDICAP PARKING SIGN AT 64 BRESLIN AVENUE This request was submitted by Chairman Johnston. Chairman Johnston stated that this sign was originally approved for Paul Foster and it has been confirmed that Ms. Foster is now deceased. His recommendation was to remove the sign in accordance with Attachment “B” to the agenda. Chief Fahd made a motion to approve the request to remove the Residential Handicap Parking sign from 64 Breslin Avenue in accordance with Attachment “B” to the agenda. Lieutenant Shanahan seconded the motion. A roll call vote was taken. All were in favor. The motion passed unanimously.  Page 2 of 3 March 27, 2023 CONSIDER THE REMOVAL OF A HANDICAP PARKING SIGN AT 28 LANSING STREET This request was submitted by Chairman Johnston. Chairman Johnston stated that this sign was originally approved for William Taylor and we have been informed by Mr. Taylor’s daughter that he has moved and no longer requires the sign. His recommendation was to remove the sign in accordance with Attachment “C” to the agenda. Chief Fahd made a motion to approve the request to remove the Residential Handicap Parking sign from 28 Lansing Street in accordance with Attachment “C” to the agenda. Lieutenant Shanahan seconded the motion. A roll call vote was taken. All were in favor. The motion passed unanimously. CONSIDER THE APPROVAL OF A DRIVEWAY AT #25 DIVISION STREET The request was submitted by Brandon Scoville of #25 Division Street for the installation of a driveway in the rear of his property. The driveway would exit onto the alley that borders Sunset Park. The photo that is attached to the agenda details that the driveway will be 12 feet wide and 27 feet maximum in depth. Chairman Johnston stated that he had looked at the location and the request will have no adverse effect on parking and will only improve it. His recommendation was to approve the request for a driveway of 12 feet in width and 27 feet maximum, in accordance with the photo attached to the agenda, the driveway being constructed out of a typical driveway construction material of either asphalt, concrete or other approved hard surface material and contingent upon receipt of a City building permit and any requisite variances that may be required from the Zoning Board. No curb cut is required. Chief Fahd made a motion to approve the request for the installation of a driveway of 12 feet in width and 27 feet maximum in length, in accordance with the sketch attached to the agenda, the driveway being constructed out of a typical driveway construction material of either asphalt, concrete or other approved hard surface material and contingent upon receipt of a City building permit and any requisite variances that may be required from the Zoning Board. Lieutenant Shanahan seconded the motion. A roll call vote was taken. All were in favor. The motion passed. CONSIDER THE APPROVAL OF STREET CLOSURES FOR THE MOHAWK HUDSON RIVER MARATHON AMD HANNAFORD HALF MARATHON ON OCTOBER 8, 2023 This request was submitted by Barbara Sorrel of the Hudson Mohawk Road Runners Club. Chairman Johnston explained that Ms. Sorrell is looking to have Bridge Street and Lincoln Avenue between Alexander Street and Saratoga Street closed as well as a 5’  Page 3 of 3 March 27, 2023 portion of a lane closure on the east side of Saratoga Street from Bridge Street to the southern city line closed to traffic for their race on October 8, 2023. Additionally, she is requesting no parking during the race hours in front of Saratoga Sites. These closures would be from 8:00 AM to 12:30 PM on Sunday October 8, 2023. These are the identical closures that were presented to us last year. Historically, the Commission has approved this request in previous years. The Chairman’s recommendation was to again approve the request contingent on the applicant having satisfactory insurance and receiving a permit from the City. Chief Fahd made a motion to approve the request for the road closures. Lieutenant Shanahan seconded the motion. A roll call vote was taken. All were in favor. The motion passed unanimously. Since there was no further business on the agenda, Chairman Johnston stated that the next meeting of the Traffic Commission would be on April 24, 2023 at 3 PM. Chairman Johnston made a motion to adjourn. Chief Fahd seconded the motion. A roll call vote was taken. All were in favor. The motion passed. The meeting adjourned at 3:05 PM.
