MINUTES OF THE COHOES ZONING BOARD OF APPEALS HELD IN THE
COMMON COUNCIL CHAMBERS OF COHOES CITY HALL ON WEDNESDAY,
NOVEMBER 29TH, 2017

CONSIDERATION OF THE MINUTES FROM OCTOBER 25th, 2017
Chairman Michael Briggs called the meeting to order at 6:30 pm and the consideration of
October 25th meeting minutes passed unanimously after a motion by Member Heroux seconded
by Member Cotch.

CONSIDERATION OF AN AREA VARIANCE TO INSTALL A SHED AT 9
WILLOWBROOK LANE
The applicant sought a 10’ variance in order to install a 12X20 shed for extra storage just within
the property line. Mr. Russo, the property owner, averred that the small lot size justified the
request. The shed would sit at the end of the driveway at the side and rear of his house. Member
Heroux added that during his site visit he noticed obstacles impede the ability to move the shed
elsewhere. Member Cotch who photographed the property cited two large trees that take up the
yard. Chairman Briggs found that the neighbors all have sheds. Moreover the shed location abuts
the neighbor’s driveway, so the proposal does not alter the neighborhood character.
Member Heroux moved to approve the variance. Chairman Briggs seconded the motion which
passed unanimously.

CONSIDERATION OF AN AREA VARIANCE TO CONSTRUCT AN ADDITION AT 2
PARADIS COURT
The applicant proposes constructing an addition on property located at 2 Paradis Court. However
the vacant lot is 5’ shy of minimum zoning code setback requirements. As a result the applicant
sought a 7’ variance in order to construct the addition.
Member Cotch asked if there was a garage on the structure at one time. The applicant explained
that the prior owner converted the garage into living space. The proposal to construct a new
garage matches neighboring structures’ appearance and character. The variance from side
setback did not exceed reasonableness and the applicant would have no other way of
constructing an addition for the purpose of creating a garage.
As a result Member Cotch moved to approve the 7’ variance. Member Sawyer seconded the
motion which passed unanimously.

Member Cotch moved to adjourn the meeting at 7:00pm and Member Heroux seconded the
motion which passed unanimously.
