MINUTES OF THE COHOES ZONING BOARD OF APPEALS HELD IN THE
COMMON COUNCIL CHAMBERS OF COHOES CITY HALL ON WEDNESDAY,
April 24, 2018

CONSIDERATION OF THE MINUTES FROM MARCH 28, 2018
Vice Chairman Baranski called the meeting to order at 6:30 pm and the consideration of March
28, 2018 meeting minutes passed unanimously after a motion by Member Heroux seconded by
Member Cotch.

Consideration of Area Variance for building lot at 23 Roosevelt Blvd, Cohoes, NY
Vice Chairman Baranski read the proposal stating that the applicant is seeking an area variance
for building a single family home on the vacant lot at 23 Roosevelt Blvd Cohoes, NY. The
vacant lot is 75 x 128.7 (9,675 square feet). The Residential District (R-1) lot size requirement is
10,000 square feet according to Zoning Code 285 Attachment 1- Bulk and Use Table requires a
minimum lot size of 10,000 square feet for a single family dwelling. In this instance the lot size
is 9,675 square feet 325 square feet short of the Zoning Requirement. The benefit to the
neighborhood will be that a new single family home can be constructed on a vacant lot. The
proposal creates a single family building lot within a R-1 Residential District, maintaining the
density and character of the surround neighborhood. The proposal does not impair the health,
safety or welfare of the neighbors. The proposal does not create a hardship for neighbors. As a
result the ZBA would be within its rights to approve the application.
Vice Chairman Baranski asked the applicant if they would like to speak on the project. Timothy
Charbonneau and Jason Hover stated that they were owners of this lot and they would like to get
the approvals in place for future construction of a single family home. He further stated that the
structure would be built within the side, front and rear setback guideless so they are only seeking
a variance for the lot size. Mr. Carroll a resident on Roosevelt Blvd asked the applicants if they
had plans for the new home. Mr. Hover stated that they currently do not have specific plans and
in fact they may sell the lot to another developer in the future, if they do not build on the lot. Mr.
Charbonneau stated that any home that would be built would be reflective of the neighborhood.
Member Heroux made a motion to approve the variance. Member Baranaski seconded the
motion. Motion Carried.

Being no further business Member Cotch made a motion to adjourn the meeting at 6:30 p.m.
