COLBY COMMON COUNCIL August 1, 2023 Page 1 The regular meeting of the Colby Common Council was called to order at 6:30 P.M. by Mayor James Schmidt. On roll call: O’Brien, T Schmidt, Baumgartner, Hesgard, Hederer and Lindeman. Also present were Mayor James Schmidt, Clerk Connie Gurtner, DPW Higley and Library Director Vicky Calmes. Agenda was posted by the clerk. The agenda will stand as the order of the meeting. Minutes of the July 11th meeting minutes were pre-read and reviewed. Motion was made by Hederer, seconded by O’Brien to approve the minutes as presented. Motion carried with a voice vote. Financial Statement and Bills were discussed. Motion was made by Schmidt, seconded by Baumgartner approve the financial statement and bills. The amounts approved are as follows: General Fund $78,375.44; Capital Fund $4,657.00; Water Department $41,054.40; Sewer Department $27,867.40; Net payroll $24,407.28. Motion carried with a voice vote. Colby/Abbotsford Police Commission met on July 10, 2023 Minutes and Expenditures were approved by the commission. Chief's Report: Lieutenant Bowman said the K-9 was deployed once in July resulting in one arrest. He said the K-9 squad car had been out of service for two weeks due to repairs. The new K-9 squad car will be available in approximately three months. K-9 Officer Wagner is now certified as an EVOC trainer. Bowman said the CORE Technology reporting system, which includes GPS mapping, will be available in squad cars at the end of July. He said the system combines multiple applications into one program. He said the system was funded by the Clark County Sheriff's Department and is available for all police departments in the county to use. The software will require a dedicated server. Bowman said there was nothing significant in the monthly CAPD activity report. He said all officers have been performing well. Totals for June and July will be reviewed at the August meeting. Bowman reported on a recent major drug bust that was conducted safely. He explained how the case was developed over three or four months. Two locations were tied together. Search warrants were executed and significant amounts of fentanyl, methamphetamine, cocaine, marijuana, drug paraphernalia, cash and illegal firearms were confiscated. A total of 19 charges were filed in the two drug busts, which Bowman said would become federal cases. City Planning Committee met on August 1st. The committee met in closed session to negotiate the sale of city land in the TIF District. COLBY COMMON COUNCIL August 1, 2023 Page 2 Central Fire & EMS District met on July 20th. Nancy O’Brien reported on the meeting of Central Fire & EMS. Library Director: Vicky Calmes presented the 2022 annual report to the council. The report is available at city hall for review. She invited the council to attend an event on the Colby Community Library on August 12th. There will be food trucks and music that night. Vicky reported on a program called a StoryWalk. It is an activity that includes walking while reading children’s picture books through a walking trail. It is an innovative way to get people of all ages out walking while reading. She could potentially get a grant for this project and is looking for direction from the city on placement. Mayor Schmidt: Mayor Schmidt reported on his meeting of the United Communities of Clark County. He also stated that Colby Cheese Days went really well and it was a nice celebration of 150 years. Clerk Gurtner: Clerk Gurtner reported that she is registered and will be attending the annual clerk’s conference at the end of August. DPW Higley: The following building permits were issued: Pepe Aguilera, 304 N 3rd St, interior remodeling; Dave Smith, 812 S Division St, re-siding. DPW Higley reported on the precipitation and flows for July 2023 at the STP. He also reported on the pumpage of water for July 2023. Picnic License – Colby Pullers Club: Motion was made by Lindeman, seconded by Hesgard to approve the picnic license for the Colby Pullers Club for 8/18-19 at the pulling track. Motion carried with a voice vote. Picnic License – Abbotsford Sportsmen’s Club: Motion was made by Lindeman, seconded by Hesgard to approve the picnic license for the Abbotsford Sportsmen’s Club for 8/26 at the Colby Lion’s Shelter. Motion carried with a voice vote. Resolution 5-2023 Public Participation Procedures for the Update of the City of Colby Comprehensive Plan: Motion was made by Schmidt, seconded by O’Brien to approve Resolution 5-2023 as follows. RESOLUTION 5-2023 PUBLIC PARTICIPATION PROCEDURES FOR THE UPDATE OF THE CITY OF COLBY COMPREHENSIVE PLAN COLBY COMMON COUNCIL August 1, 2023 Page 3 WHEREAS, the City of Colby has decided to update its comprehensive plan under the authority and procedures of §62.23 (3) and §66.1001, Wisconsin Statutes; and WHEREAS, §66.1001 (4) (a), Wisconsin Statutes, requires that the governing body of the local governmental unit adopt written procedures designed to foster public participation at every stage of comprehensive plan preparation, and that such written procedures provide for wide distribution of proposed, alternative or amended comprehensive elements, an opportunity for the public to submit written comments on the comprehensive plan, and a process for the local governing body to respond to such comments; and WHEREAS, the City Council of the City of Colby has designated a plan commission for the purposes defined in §62.23 (1), (2), (4) and (5), Wisconsin Statutes; and WHEREAS, the City of Colby Plan Commission has reviewed and recommended approval of the following Public Participation Procedures for the City of Colby Comprehensive Plan Update; and WHEREAS, the agreement between the City of Colby and its hired planning consultants is consistent with and furthers the mechanisms identified within the Public Participation Procedures for the City of Colby Comprehensive Plan Update to foster public participation, ensure wide distribution of draft plan materials, and provide opportunities for written comments on draft plan materials; and WHEREAS, the City of Colby believes that regular, meaningful public involvement in the plan development process is important to assure that the resulting plan meets the wishes and expectations of the public. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Colby hereby ordain and resolve as follows: to approve the written procedures included in Public Participation Procedures for the City of Colby Comprehensive Plan Update as its public participation procedures meeting the requirements of §66.1001 (4) (a), Wisconsin Statutes. Committee meetings for August: Colby-Abbotsford Police Commission will meet on August 14, 2023 at 7:00 P.M. at the Police Department. Central Fire & EMS District will meet on August 24, 2023 at 7:00 P.M. at Station 2. Parks/Rec/Recycling will meet Thursday, August 17, 2023 at 5:00 P.M.
