Remarks Of Citizens. 63 64 A. (email read verbatim from City Clerk Shavala Ames) Karen Corbin, 1866 Cambridge 65 Avenue, said Hello Mayor and Council. Happy New Year! I wanted to speak a moment 66 about last weeks water issues. My family was without water for about 6 days due to various 67 reasons. The water issue began on 12/23 when the City came out to confirm it was a problem 68 at our house. Then on 12/24 around 7pm we realized it was actually a broken water main on 69 the corner of Hemphill and Cambridge. The City came out immediately to deal with the ice 70 and showed up the next morning to deal with the broken water main. The City employees 71 worked on the broken water main for over 6 hours on Christmas Day. They went above and 72 beyond to make the repairs necessary so that we had water for our holidays. I cannot say 73 enough nice things about them. After this issue was repaired was when the City started 74 having issues with their water supply. I feel like at first the communication could have been 75 better however, once the communication began I appreciated each and every update. I also 76 appreciated the free bottled water and non drinking water. I know the City has much to learn 77 about this situation but I am confident in our Mayor and council that things will improve if 78 the temperatures ever drop the 6 degrees again. 79 80 B. Larry Brady Evans, 2112 West Princeton Avenue, said good evening Mayor and Council. I 81 like to greet you all tonight in the greetings of peace and give honor and thanks to the city 82 officials and especially to the new chief and the Police Department for repairing that door at 83 the police station. We don't look like Barney and Andy runs College Park. I've lived here all 84 of my life and I'm very proud to continue to be here. The reason that door meant so much to 85 me because in 1959 that's where my home sat; and where they parked the police cars, that 86 was in my backyard. So I took a lot of pride in that. Also where I live now at my home, 87 they're restricting the street that runs from Camp Creek Parkway to the Brady Recreation 88 Center. Cars go past my home thinking that they can get from Princeton down to Fairway 89 Drive to the golf course. It's causing a problem for them because they go past my home and 90 then they get so far down they have to turn around and come back. If it's possible, I would 91 like to have that street blocked off so the people won't have to go through so much to get to 92 where they're trying to go. That would help the trash man too because he had to come around 93 and then pick up my trash because I'm the only one over there and turn around. I talked with 94 him and I told him I put the trash outside the street near the school where he don't have to go 95 back and forth around like that. 96 Regular Session Page 2 of 16 01/03/2023  97 I had a water break in the street over there and water just constantly coming up out of the 98 ground when you make the turn on Princeton Avenue coming around towards my house. I 99 hope and pray that the city continues to do the job that you all are doing. You all are looking 100 very well and I hope this year be the best year ever in College Park where all the Councilmen 101 and the Mayor all get on the same page and make College Park a beautiful place for everyone 102 that comes here. Especially, the ones who live here work here and party here. I'd like to leave 103 you all as I came before you in the greeting of peace. Thank you. 104 105 C. Subrenia Willis, 2111 John Calvin Road said, first I would like to wish everyone a happy 106 and prosperous New Year. I'm so excited about all the positive opportunities that are on the 107 horizon for the City of College Park. We at Favor House are looking forward to continuing 108 our outreach initiatives with the City of College Park, local businesses, and organizations. We 109 are now expanding our food distribution program in and around the city partnering with the 110 Legacy of Glory Church of College Park in hopes of helping to supply more families with 111 food and essentials starting January 9th. We will begin enrollment for the College Park Favor 112 track team in an effort to continue to promote health, wellness, and activities for our youth. 113 There is much growth and expansion underway in the city that I feel could be a positive 114 advantage for the citizens of College Park. If employment opportunities are coming available 115 in the city, then I feel the citizens of the city should be informed. In addition, I feel that we 116 should unite to ensure that needed resources and or assistance programs be offered to ensure 117 job readiness. It would be a win-win for the city if new job opportunities are springing up in 118 our city and our citizens get their fair share of those jobs. Then they can then turn and spend 119 more dollars going back into the City and the community where they live. I would like to see 120 the youth reading programs ramped up with goals and awards set for incentives. I would like 121 to also spearhead a new 2023 Let's Move Campaign for citizens to get active. This is just a 122 few highlights of the bright possibilities I see in the not so distant future for the City of 123 College Park. I just want to say Happy New Year. I'm just super excited about 2023 and my 124 word of the year is winning. We're going to win and collectively. I know that we can do this. 125 So thank you. 126 127 6. Annual Appointments 128 129 A. Mayor Pro-Tem for 2023. 130 131 Councilman Allen said this is Councilman Clay's last year as he has said. I recommend that 132 Councilman Clay be Mayor Pro-Tem for this year. 133 Councilman Clay said I certainly appreciate the motion. This is my last year and I graciously accept 134 and second the motion. 135 Councilman Carn said correct me if I'm wrong but I thought the general consensus was that we 136 would line things back up where they went in a sequential order. Ward 1, 2, 3, 4 and so on. 137 Councilmember Clay obviously you know you've done a great job here from day one. Even before 138 you got elected you were helping this city out, no question about that. But, in terms of fairness, I do 139 think Ward 4 has not had an opportunity for their elected officials to serve on BIDA; and I don't 140 know how many years, but since he's been up here eight years, I do think all of our Wards deserve 141 to have the representation of their elected official to serve on BIDA. All of our Wards have. I was 142 honored to serve on BIDA. Ken was honored to serve on BIDA. Councilman Slider, Councilman Regular Session Page 3 of 16 01/03/2023 143 Wyatt and Councilman Taylor was allowed to serve on BIDA. I don't see any reason why 144 Councilmember Gay should be excluded from that. One thing we promote up here is equity and 145 inclusion. I believe that's one of our six milestones or whatever we call our goals. In terms of 146 fairness, equity, and inclusion we need to think about that and practice a little bit of what we 147 preach. 148 Councilman Gay said I have couple of comments, the first one is for our City Attorney and our City 149 Manager. I called Jackson Myers today and I asked you why do you have two action items that says 150 the exact same thing because I was forewarned that was going to be an issue. Before the Mayor 151 could finish reading, not that it would change the vote structure, but that gave Ken Allen an 152 opportunity to make a motion. I asked you respectfully today and you told me that she's going to 153 acknowledge 6A and read it in its entirety. Then she’s was gonna read item 6B and when she’s 154 done reading that item, we ought to take up an action item. Well she just read 6A. and before she 155 could even read it, he jumps in. She didn't even finish reading it. Are we going to do this lawfully? 156 I want you to reread 6A because you printed it, I want it read. So let's read 6A and then read 6B and 157 make the motion. 158 Mayor Motley Broom said sir, I did read item 6A. They are handled separately and I completed the 159 words that are there for 6A. 160 Councilman Gay said so clerk did you hear 6A read. 161 City Clerk Shavala Ames said yes. 162 Councilman Gay said okay. Can you read it back? What did it the Mayor say? 163 Ms. Ames said Mayor Pro-Tem for 2023. 164 Councilman Gay said item 6A Mayor Pro-Tem for 2023. Councilman Ken Allen, Ward 3 served as 165 Mayor Pro-tem for 2022. That's all it says but I did you read item 6B? 166 Mayor Motley Broom said no sir because we haven't handled 6B yet. 167 Councilman Gay said well item 6B is the motion to where we're supposed to appoint. You made a 168 motion on an action that didn't call for motion. 169 Mayor Motley Broom said it did. We handle these separately. We appoint the Mayor Pro-Tem and 170 then the Mayor Pro-Tem is appointed to BIDA. They are two separate actions. 171 Councilman Gay said it's confusing because on item 6B you have appointment of Mayor Pro-Tem - 172 BIDA post. My understanding where you wrote it was that we were going to vote for those 173 contemporaneously in item 6B. Does that make sense? Does that make sense to anybody that the 174 way it is written that I understand is that we're going to make the motion on item 6B because it's 175 written on the appointment of Mayor Pro-Tem for 2023 - member of post 6 BIDA. It’s misleading 176 the way it's written. 177 Mr. Denmark said its two items 6A and 6B and both items on the agenda require a vote. 178 Councilman Gay said okay. We'll clarify that. The second is, we had a consensus vote last year that 179 we were going to select Ken Allen and Ward 4 was denied, because to the record Councilman 180 Allen said he wanted to do a rotation and that's why he justified his vote. I assume that's why you Regular Session Page 4 of 16 01/03/2023 181 voted for it and I assume that's why Councilman Carn voted for it. I mean if we're not operating up 182 here in decency and fairness then this is a sham. All a man got is his word. That was to the records 183 that my constituents rested on. The fact that Councilman Clay said that he would vote no because 184 he wanted a rotation and you concurred. It's not fair that the citizens of Ward 4 aren't allowed to be 185 represented as Mayor Pro-Tem, never mind me, I'm fine. But it's a disservice to citizens of Ward 4. 186 Even though they're not down here complaining, it's a disservice to those constituents. I don't know 187 how we can move forward equitably and fairness and decency. You men are playing these games 188 and I'm gonna vote no and then they're gonna have to split the vote. I respectfully called you sir and 189 I talk to you as a man, and you gave me your word that you were supportive. If a person lied to 190 you, he'll steal from you and if he steals from you, he'll kill you. 191 Mayor Motley Broom said sir, your comments are out of order. 192 ACTION: Councilman Allen moved to appoint Councilman Clay for Mayor Pro-Tem for 2023, 193 seconded by Councilman Clay, Councilman Gay and Councilman Carn voted no, 194 Mayor Motley Broom voted in favor and motion carried. 195 196 B. Appointment of Mayor Pro-Tem for 2023-Member of Post 6 –BIDA. 197 198 Councilman Gay said motion to appoint Councilman Gay. 199 Mayor Motley Broom said sir, you're out of order. I have not finished-- 200 Councilman Gay said you wasn't finished on the last one. 201 Mayor Motley Broom said sir, I'm not going to argue with you. Please let me finish. Item 6B is 202 appointment of Mayor Pro-Tem for the 2023 member of Post 6 for BIDA. 203 Councilman Gay said motion to appoint Councilman Roderick Gay. 204 Councilman Carn said second with a question. City Attorney can we split these? 205 Mr. Denmark said not the way it's written on the agenda. The agenda says appointment of the 206 Mayor Pro-Tem for 2023 member of Post 6- BIDA. I would have to interpret that-- 207 Councilman Gay said that was my whole entire-- 208 Mayor Motley Broom said please let him finish. Go ahead Mr. Denmark. 209 Mr. Denmark said there are two separate items and both items require a vote. I imagine if there's a 210 majority for the favor of the motion then the motion will pass. There's a motion on the floor, it's 211 been properly seconded and so if the motion passes the motion passes and Councilman Gay will be 212 appointed to BIDA. 213 ACTION: Councilman Gay moved to appoint Councilman Gay for Mayor Pro-Tem for 2023 214 Post 6 - BIDA, seconded by Councilman Carn, Councilman Clay and Councilman 215 Allen voted no, Mayor Motley Broom voted no and motion failed. 216 217 Councilman Carn said so the answer is we can split those? 218 219 Mr. Denmark said yes sir. City Legal Organ 251 252 ACTION: Councilman Clay moved to appoint South Fulton Neighbor as the 2023 City Legal 253 Organ with Clayton Daily News as an alternate, seconded by Councilman Carn and 254 motion carried. Consideration of and action on a request from City Clerk Shavala Ames for the Atlanta 258 Track Club to host the Jerome Scales Southside 5 mile & 5k on January 21, 2023 at the 259 College Park MARTA Station from 8 a.m. to 11:30 a.m. 260 261 Councilman Clay said I had a couple issues, one got satisfied. I didn't see any insurance coverage 262 for it, and I don't know whether everybody got a copy of that. They do have insurance coverage. 263 The other issue I had was, and it's a general issue for pretty much all of the items on the agenda, I 264 think the City Attorney hadn't reviewed the item. Are you good with this Winston? 265 266 Mr. Denmark said yes. Regular Session Page 6 of 16 01/03/2023 267 268 Councilman Carn said is the Atlanta Track Club going to pay for the four officers? 269 270 Mayor Motley Broom said yes. 271 272 Councilman Carn said okay, they're footing the bill for that. This must be something kind of new. I 273 don't remember this last time. 274 275 Ms. Ames said this is our first time having this. 276 277 Councilman Allen said I have a couple. I drove out the other day as most of it is in Ward 3 but by 278 Woodward. A couple of the streets have potholes. Tim, if your people could drive the route and 279 where there's potholes to make it level or just put some asphalt in there. There was trash strung out 280 at one of the apartments. I’d hate to have the Atlanta Track Club running around College Park and 281 there's a lot of trash. If they could kind of take a look at that before they do it. The only other 282 comment I have is please make sure you check with Woodward because it is going right along next 283 to the school. Last thing, it goes go down to Willingham which is in East Point. Check with them. 284 285 Councilman Carn said I see the map here on packet page 50. It goes down all the way to 286 Willingham where the old Tri-Cities Plaza used to be and then they go back up or what is it? One 287 question I do have, Summer King's residents are not going to be able to get out of their driveway or 288 how does that work? Can they if they're on the main road? Or are they going to be able to move? 289 290 Councilman Allen said they'll be done fairly quickly. It’s from 8:00 a.m to 11:00 am. 291 292 Councilman Carn said I'm assuming we're going to notify everybody along the route. 293 294 Councilman Clay said who is going to notify everyone. 295 296 Mayor Motley Broom said the Atlanta Track Club. It looks like they're gonna come on up, that's 297 fine if anyone has any questions. The general question is, are you going to notify people that a 5k is 298 going by their house? 299 300 Councilman Carn said the reason is because we had an event like this before earlier this year, Spin 301 the District, and some of our residents weren’t able to get in and out because they didn't know that 302 where we had this thing happening. 303 304 Enrique Tomas of Atlanta Track Club said what we normally do is like 10 days ahead of time, we 305 go out normally on a Saturday morning, you’ll would see the sign and realize that next week we’ll 306 have an event. We put a flyer on a mailbox or along the doors but that's not something we do all the 307 time. 308 309 Councilman Clay said how long are they impacted? 310 311 Mr. Tomas said well one thing, it says 50 but it's actually a five mile and a 5k. The course is closed 312 for roughly an hour and 30 minutes. Typically, that course closure is only one lane so we can work 313 with residents to make sure they're able to get out of their homes and into a live lane. We only take 314 up half or one of two lanes so that we are able to maintain the traffic. Regular Session Page 7 of 16 01/03/2023 315 Councilman Allen said they start at what time? 316 317 Mr. Tomas said right now the start time is 8 a.m. and they should be finished by 11 a.m. The course 318 closure is an hour and a half, so the last runners will take about an hour and a half to finish but the 319 majority of runners will finish under an hour and closer to that 40–45-minute range. As we get 320 further along, depending on where the home is on the course, it depends on how thinned out the 321 course is. We work with police to be able to get those cars across, and pedestrians and runners in 322 that traffic. To your question about East Point, we are in communication with them for those road 323 closures and we'll work with police on them as well. 324 325 Councilman Allen said great event. I thank you for looking at College Park. 326 327 Mr. Tomas said absolutely. We work with the South Fulton Running Partner group who's been 328 around for about as long as the track club. I love being in South Fulton and wanted to bring it into 329 College Park by partnering with MARTA. 330 331 Councilman Carn said how do you sign up for this? 332 333 Mr. Tomas registration is open at atlantatrackclub.org. It is a member only event. We have 20,000 334 plus members. It is a free community event for our membership with a lot of those members of the 335 South Fulton Running Partners. Those members of the South Fulton Running Partners do not have 336 to be Atlanta Track Club members as they are allowed to participate for free as well. We can get 337 you all in if you want to attend. 338 339 Councilman Allen said rain or shine? 340 341 Mr. Tomas said rain or shine. 342 343 ACTION: Councilman Gay moved to approve a request from City Clerk Shavala Ames for a 344 special event permit from the Atlanta Track Club to hold the Jerome Scales Southside 345 5-mile & 5k on January 21, 2023 at the College Park MARTA Station from 8 a.m. to 346 11:30 a.m., seconded by Councilman Allen and motion carried. 347 348 B. Consideration of and action on a request to set and publish qualifying fees for the 2023 349 General Election to be held November 7, 2023 for City Council Mayor and Wards 1 & 3 350 council seats. See memorandum dated December 20, 2022 from City Clerk Shavala Ames 351 and attached qualifying fees. 352 353 Councilman Carn said last time I qualified, it was a lot lower. Did y'all give yourselves a raise 354 before I got back. It was seven something and now it says $856. If I’m looking at this right, it's 355 gone up. 356 Councilman Clay said is it possible that we're including the utility credit this time and in the past 357 we did not Shavala? 358 Mrs. Ames said we included it always. 359 Councilman Carn said the last one I qualified, I paid a $740 or $768 fee. I can pull up the copy of 360 the check but you might want to just check that unless we raise the salaries. Consideration of and action to designate City Streets for resurfacing under the Georgia 368 Department of Transportation’s (GDOT) 2023 Local Maintenance & Improvement Grant 369 (LMIG) resurfacing program. 370 371 ACTION: Councilman Clay moved to approve a request form Interim Public works Director 372 Timothy Lewis to designate City Streets for resurfacing under the Georgia 373 Department of Transportation’s (GDOT) 2023 Local Maintenance & Improvement 374 Grant (LMIG) resurfacing program, seconded by Councilman Carn and motion 375 carried. 376 377 D. Approval of a grant from the Atlanta Hawks Foundation, Inc. with State Farm for the 378 College Park Auditorium. 379 380 Director of Recreation & Cultural Art Michelle Johnson said good evening, Happy New Year. 381 We've got a great opportunity. The Atlanta Hawks Foundation reached out to us with State Farm. 382 Due to having the Hawks court at the Conley Rec. Center, they are now doing a campaign to go 383 into the facilities and update a room and we are looking at the auditorium being updated. You can 384 see some of the proposed changes and upgrades that they're looking at doing for the City 385 Auditorium. We're looking at the stage, curtain, screen with a projector, seating for the team, 386 scoreboard, the goals, along with some padding. It's estimated about $275,000. 387 Councilman Clay said I wanted to clarify for everybody that this is a really great opportunity. The 388 contract didn't match as far as the location and the other thing that we need to make clear is that it's 389 still going to be in addition to being a court and an auditorium. It doesn't change the use of the 390 building. It just improves it. I greatly appreciate the Hawks and their continuing participation in the 391 city. They've lived up to their word. I mean they gave us a Hawks Court outside and it's worked 392 out. We were all but concerned, me being probably the most paranoid and we got that worked 393 through. With State Farm joining in lead with them, I think that is really super. 394 Councilman Carn said I think it's a wonderful gift. Michelle, great job. 395 Councilman Allen said we appreciate it like everyone else up here. That gym does need an 396 overhaul and I hope it gets finished in time for March Madness. I hope you're going to have that 397 there this year. Do we have an idea of how long? 398 Mrs. Johnson said we are looking at starting in April, because we need that space for day camp, 399 basketball season and other rentals that we use for programming such as theater and other arts. 400 401 ACTION: Councilman Clay moved to approve a request from Director of Recreation & Cultural 402 Arts, Michelle Johnson of a grant from the Atlanta Hawks Foundation, Inc. with State Regular Session Page 9 of 16 01/03/2023 403 Farm for the College Park Auditorium, seconded by Councilman Carn and motion 404 carried. (All voted yes). 405 406 8. Public Hearing 407 408 A. Consideration and action on a request to set a Public Hearing to consider the rezoning of 409 the Northside Medical building rezoning from HP – hospitality campus to OP – office 410 professional. The Planning Commission heard this application at their December 27, 2022 411 meeting and recommended approval. A Public Hearing date of January 17, 2023 is 412 recommended. 413 414 ACTION: Councilman Clay moved to approve a request from City Planner Angela Rambeau to 415 set a Public Hearing to consider the rezoning of the Northside Medical building 416 rezoning from HP – Hospitality Campus to OP – Office Professional within Ward 2, 417 seconded.by Councilman Carn and motion carried. (All voted yes). 418 419 B. Consideration and action on a request to set a Public Hearing to consider the rezoning of 420 Herschel Rd townhomes rezoning from R1 – low density residential to RM – residential 421 multi-family. The Planning Commission heard this application at their November 28, 2022 422 meeting and recommended approval with conditions. Consideration of and action on an approved August 2021 contact amendment for a solar 444 power purchase agreement. 445 446 Mayor Motley Broom said this is something that was discussed at the Mayor's meeting. 447 Director of Power Hugh Richardson said yes. Since we have approved the August 2021 purchase 448 power agreement for time to use solar, the cost of everything has gone up. In order to not 449 completely cancel the entire project, they proposed three things in the amendment. One is to Regular Session Page 10 of 16 01/03/2023 450 increase the energy rate from 2.5 cents to 2.9 cents kilowatt, which is still great. The next is to 451 reduce the term from 20 years to 15 years. The third item is to give MEAG power of the option 452 after 15 years to purchase this project and manage it. Those are the main changes. This is still a 453 good deal and we're putting solar in our mix. We're talking about four megawatts out of 80. Unless 454 another city drops out, we can reshuffle that to get some more. 455 Councilman Clay said anything we can do to get more renewable energy and improve the grid, 456 that's good for me. 457 Councilman Carn said like you said it's still a good deal but it's not as good as it was obviously. 458 They've lessened the deal a bit. This solar farm of 80 megawatts we’ll get 4.1 of those 80 459 megawatts. Don't we still have some excess right now that we haven't sold? 460 Mr. Richardson said with the data center using what they're using now, we don't have any excess. 461 What happened was that we canceled two units out of the Wansley Coal Plant and that took care of 462 that. 463 Councilman Carn said I'm looking at this rate change from 0.259 to 0.296. Is this rate our 464 wholesale cost? 465 Mr. Richardson said it’s our wholesale cost and that's its energy only. It’ll only pays that if they 466 generate the power and deliver it to us. So there's no fixed cost in this at all. 467 Councilman Carn said we still have the clean option for residents at a higher rate? 468 Mr. Richardson said I think what you're probably asking is if we have a solar customer and they 469 have to excess power that they generate from their panels, yes we will pay them. Right now it's 470 360-kilowatt. 471 Councilman Carn said no. I thought or I remembered we had an option if you wanted to purchase 472 from the clean energy there was a different tier for you. 473 Mr. Richardson said that is an extra cost of about 0.15 kilowatt if you want to do that. 474 Councilman Carn said this can be a part of that mix, I guess. 475 Mr. Richardson said not really but we could consider that. No matter what you do, the solar power 476 is going to the grid. Everybody's getting it. 477 Councilman Carn said how does this compare to our current power rates? 478 Mr. Richardson said if you consider market rate, we're talking about 0.6 kilowatt hour. Remember 479 the solar is going to be peaking, it's going to be just during the day which is peaking. So at 2.9 cents 480 that's pretty good. We don't really know what it's going to be 15 years from now. I doubt it's going 481 to go down. If you can lock in 2.9, I’d say that's a good deal. 482 Councilman Carn said this isn't going to cost the city anything. 483 Mr. Richardson said it's going to cost us the energy. You're talking about $250,000 a year and 484 energy costs out about $40 million. It's very small like less than 1% but it's adding to the mix. 485 Councilman Allen said what's going to keep them from changing the contract again next year? Regular Session Page 11 of 16 01/03/2023 486 Mr. Richardson said they could do that but if they keep changing then they may lose support. I 487 think what's going to happen was when these contracts are approved they already got a deposit on 488 the panels and they're gonna go ahead and order locking the price. Maybe that won't happen. I just want to confirm it with Winston, 499 we don't need a new contract, and we’re just extending the existing contract that's already been 500 signed? 501 Mr. Denmark said correct. 502 Councilman Carn said I'm hearing it's been difficult to find lifeguards throughout the Metro. When 503 did we switch to this? 504 Mrs. Johnson said this past summer was our first year with the RFP and for pool lifeguards. We 505 worked really well. This is a three-year renewable contract. All they did was put in for a bid for 506 what the cost is going to be. We work with them to hire local people. It worked really well and cost 507 wise, it’s a better cost for us. 508 Councilman Carn said looking at the packet page 165, the indemnification. How well does that 509 really cover us then in the event of an incident? God forbid we don't want anything to happen but 510 you always think about this stuff when you're contracting something out. 511 Mrs. Johnson said well it wouldn't be any different than what we do on our normal programming 512 when we bring contractors in on that 75-25. Their indemnification, it's on them. 513 Mr. Denmark said it's fairly routine. 514 Councilman Carn said the lifeguards, we used to hire them ourselves and onboard them with the 515 city as part-timers for the summer. I guess they were under our insurance then? 516 Mrs. Johnson said correct. 517 Councilman Carn said so these folks that are brought onboard are not under our insurance, they're 518 under this coverage here? 519 Mrs. Johnson said correct, it's their business. 520 Councilman Allen said they hire a lot of people from College Park. 521 Mrs. Johnson said that is their goal. We did the job search last year at the GICC. I really appreciate and I know we said 563 it during the Work Session but a lot of people maybe aren't tuned in or won't be tuned into the 564 playback of the Work Wession. I think we came through a difficult week. I think staff did a great 565 job. I was walking around on Christmas Day and I saw Tim's guys working. I reported the Pierce 566 Street and Rugby issue and I saw the guys working and it was cold out. We're a small city. I always 567 think we've got more of a family atmosphere and it was really great to see everybody pulling 568 together, making sacrifices, and trying to keep people informed. I don't know it gives you a warm 569 feeling. 570 571 Councilman Carn said I asked about our stenography services and I was told that's on the next Regular Session Page 13 of 16 01/03/2023 572 agenda. I wanted to find out where we are with that. 573 574 Mr. Myers said Mr. Moody got the bids in and Shavala is working to interview them the last time 575 we talked prior to the freezing about the various pricing. 576 577 Councilman Carn said okay. I'd spoken before about the Director of Airport Affairs job description 578 and I had HR send me a copy of it. There were some changes that I did want to make on that. We 579 formed that department years ago and I think portions of that job have served its purpose. Atlanta is 580 not coming in and cherry picking us anymore and we successfully reacquired the land from Atlanta 581 that we wanted but there's still portions of that job that have to be completed and continued. I 582 wanted to add into that job description one being primarily airport jobs. Thousands of airport 583 positions and career opportunities are out there. As that position being a liaison to help a lot of 584 unemployed folks connect with all of those opportunities, there shouldn't be hardly any 585 unemployment in College Park if we do this the right way. City Manager, I want to get with you 586 and I'm going to give you the ideas of what I'd like to add and maybe we bring it back up here with 587 the job description. 588 589 This was quite a trying time here. I don't think I've ever seen some of us working so hard. This last 590 week here was really something and I know a lot of it was on Public Works, but Parks and 591 Recreation and the Police Department, thank you. Tim, I always say dollar for dollar in terms of 592 sweat equity, Public Works is hard to top. This week it was pretty rough out there. Hats off to you 593 for really doing a great job, thank you. We do a lot of thank you up here but there are a lot of thank 594 you’s that we omit sometimes. There were three of them I do want us to make sure that we 595 recognize within the next couple of council meetings. One group is the Georgia Resilience In Her 596 Hands project that did the income project for single women in the City of College Park. I was told 597 by the director that was probably one of the largest initiatives in the United States in terms of an 598 implemented pilot project and that was here in College Park. We have to be cognizant of how to 599 say thank you and that's the way that cities recognize entities and community partners. I would also 600 like a proclamation for the Amazon group. The regional director, who turns out I've known for 601 many years, bought the project with the toys. The third group I would like to thank, the Atlanta 602 Hawks, LLC as well. As a community group they did the courts and we've got a good partnership 603 going on at the Arena. Let's make sure we have them all come down here and get proclamations. 604 We got to make sure we're cognizant to thank these people and let them know we appreciate 605 choosing us and we want to continue to partner with these outfits. 606 607 One last thing, I put in a call. I've got a dog issue over at 2900. There's some large dogs that are 608 living on a balcony up there and apparently they're probably not supposed to be there. I would 609 imagine they don't have any of their licenses, insurance or anything like that. My resident who's 610 been there 20 plus years is complaining to me about it and so I want to make sure we call this guy 611 and go out there and see what's going on over there. I don't know if he's reached out to code 612 enforcement or not but either way, I want to make sure we reach out to them. 613 614 Councilman Allen said I just want to thank all the city workers and the Department Heads. We saw 615 friends and neighbors out helping friends and neighbors and that's what we do in College Park. I 616 appreciate those neighbors that have gotten out and picked up water and Chief who made it easy for 617 them to come through the fire station and get water and drop it off. You have people and the police 618 dropping off water at the senior homes to anybody that needed it. Everybody went above and 619 beyond and I just want to say thank you very much. That's what makes College Park special, so Regular Session Page 14 of 16 01/03/2023 620 thank you all very much. 621 622 Councilman Gay said I got quite a bit to say. So grab your gavel so you can keep me in check. I 623 want to read a text that just came from a resident. It says “We need to get rid of Bianca and Allen 624 and Clay in the next election. Bianca needs to go. She ain't doing nothing and the city is falling 625 apart. Clay is racist”. This is a text I got from citizen. Second thing is, Terence Moore, Gerald 626 Walker, Oscar Hudson, the city's bond attorney, HR Director, Mike Mason, all these are African- 627 American men who no longer works here. We got an Interim City Manager that fits nowhere on the 628 job description but he comfortably sits over there. It ain't enough money in the world for you 629 directors. I don't care if you make a $100,000, it is not enough money in the world for you to 630 continue to sit back and be this complacent for these many years. Councilman Clay, in 1998 I came 631 down here with my family. I just moved to College Park in 1998 and I came out here and I talked 632 about Jamestown. We talked about it being a facility where the community could a livable center. 633 So to speak, and I would never forget this, you interrupted me and actually talked about my 634 grandma, you and Charles Phillips. To this day I still carry that with me. I just want you to know 635 that I'm sitting here and I'll continue to sit here. That 18 acres nothing is there. I am so disappointed 636 with this body. I am so disappointed with Councilman Wyatt for making a selection that you made. 637 I am so disappointed. I know what it feels like when I brought Derrick up here. I know what it feels 638 like. I am so disappointed with this body. I hope that the Ward 4 residents and people in apartments 639 realize that this is not about a dislike for Roderick Gay. This is about wanting to control the 640 narrative to make sure that they have control. That's what this is about. It ain't got nothing to do 641 with me. Councilman Clay told me Sunday night he says, I can't vote for you because God forbid 642 something happened to the Mayor. Beautiful family, college children, never been in trouble, 643 master's degree. I love my community. Where are you in the community to continue to let this go. 644 You come down here, you make jokes-rhymes. You got four-five-six generation poverty people 645 living in College View but you're telling jokes. I'm just disappointed. I am truly disappointed. I'm 646 not surprised but I am so disappointed Mayor. I am so disappointed with you. You may say 647 whatever you want to say during your minutes but you have been one disappointment to me 648 personally, to this Ward and to this city. I speak for a lot of people. I had the opportunity to speak with a number 656 of folks today about just the fact that it took every single person. Whether it was folks in Customer 657 Service calling our seniors and our disabled folk to make sure that they needed water. Our 658 Recreation and Cultural Arts staff being there and ready because their facilities weren't open but 659 making sure that they were back up. Our Fire department handing out water. Our outstanding 660 second to none Public Works team that worked around the clock. The numbers of hours of sleep 661 that you got are probably in single digits. Tim, this city is grateful to you and your team for 662 everything that you did. The list goes on and on and on. Chief Rogers and the community police 663 who went out and checked on folks who we didn't have phone numbers to make sure that they were 664 okay. Mr. Richardson and his team making sure that the meters that were running continuously 665 were not running continuously forever. This sincerely was a team effort. We did not get everything 666 perfect but I think earlier tonight you saw the seeds of trying to learn, trying to grow, and that 667 conversation started this morning and will continue because we have to be better every single day.
