Citizens wishing to give citizen remarks during a Regular Session Council meeting can choose one of two options: Option#1 Sign in to speak by 7:00 pm on July 17, 2023, at the podium in the City Hall Council Chambers. Option #2: Submit an email with your name, address, and comment/remark to pcomment@collegeparkga.com no later than 7:00 pm on July 17, 2023. The City Clerk will read your name, address and comment into the official record. Members of the Public who were unable to sign the Sign-In Sheet before the cut- off time may be granted three (3) minute to provide public comments; provided, however, that such three (3) minute of time shall not be donated to another speaker. No additional public comments will be received after the Citizens Remarks agenda item. RULES FOR REMARKS DURING COUNCIL MEETINGS  Speakers must limit their remarks to no more than (3) minutes.  Speakers must not employ tactics of intimidation, profanity, or threats of violence in their comments. Anyone who demonstrates these behaviors will not have their comments read into the record.  (1) Specific topic may NOT be discussed during Citizens Remarks for more than 15 minutes.  Members of the public who signed the Sign-In Sheet may donate time to another speaker; however, in no event shall the total duration of time allotted to one speaker (including donated time) exceed nine (9) minutes. Consent Agenda A. Motion to approve the consent agenda as outlined; 2 1. Motion to approve Batchelor and KimbalL Inc. as the vendor to replace two Liebert units in the Federal Aviation Administration (FAA) computer room at a cost of $317,985. (Workshop item 3a) 2. Motion to approve Batchelor and Kimball Inc., as the vendor to replace the heating, ventilation and air conditioning (HVAC) unit in the mail room located at the Federal Aviation Administration (FAA) Southern Regional Office at a cost of $43,241. (Workshop item 3b) 3. Motion to approve renewal of contract with The Ferguson Group (TFG) for federal lobbying services at an annualized cost of $82,000 ($6833 monthly) plus expenses. (Workshop item 3c) 4. Motion to approve the purchase of a 2022, 325G Compact Track Loader from Dobbs Equipment under State Contract to replace Unit#235, in the amount of $54,400.00. (Workshop item 3d) 8. Other Business A. Motion to approve a special event permit request from Fincher and Denmark Law Firm for an event to be held on September 21, 2023 from 5:30 p.m. to 8:00 p.m. B. Motion to accept the Fulton County Arts and Culture Grant Award in the amount of $34,000 to support City of College Park’s Recreation and Cultural Arts Department Programs. C. Motion to approve bid from S.T. English Construction for construction and build for the Charles E. Phillips Park basketball courts in the amount of $289,132.15 and authorize Option 2 for the full funding of the project in the amount of $336,632.15. D. Motion to approve BSN Sports, Inc. to upgrade the basketball goals for the Brady Recreation Center at a cost of $33,778. E. Motion to approve the Sewer Main Installation at Barrett Park 2001 Walker Avenue by Kemi Construction Company for $136,015.10. F. Motion to approve Kemi Construction Company, Inc. for emergency sanitary sewer point repair at 1970 English Lane in the amount of $29,500. G. Motion to approve an Intergovernmental Agreement (IGA) between the City of College Park and the College Park Business and Industrial Development Authority (BIDA). 3 H.
