This will be an in-person meeting that will also broadcast via Facebook Live, and
YouTube Live.
Citizens wishing to give citizen remarks during a Regular Session Council meeting can
choose one of two options:
Option#1
Sign in to speak by 6:00 pm on October 2, 2023, at the podium in the City Hall Council
Chambers.
Option #2:
Submit an email with your name, address, and comment or remark to
pcomment@collegeparkga.com no later than 6:00 pm on October 2, 2023. The City
Clerk will read your name, address and comment into the official record.
Members of the Public who were unable to sign the Sign-In Sheet before the cutoff
time may be granted three (3) minute to provide public comments; provided,
however, that such three (3) minute of time shall not be donated to another
speaker. No additional public comments will be received after the Citizens
Remarks agenda item.
RULES FOR REMARKS DURING COUNCIL MEETINGS
• Speakers must limit their remarks to no more than (3) minutes.
• Speakers must not employ tactics of intimidation, profanity, or threats of
violence in their comments. Anyone who demonstrates these behaviors will not
have their comments read into the record.
• (1) Specific topic may NOT be discussed during Citizens Remarks for more than
15 minutes.
• Members of the public who signed the Sign-In Sheet may donate time to
another speaker; however, in no event shall the total duration of time allotted to
one speaker (including donated time) exceed nine (9) minutes.

1 Motion to approve the annual public safety services contract with Axon
Enterprise Incorporation in the amount of $371,411.12 (Workshop Item 2a)
2 Motion to approve the annual contract with Flock Safety in the amount of
$72,000 (Workshop Item 2b)
8. Other Business
A. Motion to ratify a request to establish an early voting location for Fulton County
residents in the city limits of College Park
B. Second Reading of Adoption Agreement and General Addendum to the City of
College Park Defined Benefit Retirement Plan Amendment
C. Motion to Approve Pension Plan Amendment: factor Rule of 75 with minimum age
of 50 for police officers, firefighters, 911 communications, and jailers; factor Rule
of 80 with minimum age of 55 for participants not considered police officers,
firefighters, 911 communications, and jailers; increase the benefits multiplier by
.25% for all affected public safety participants; factor a one-time 8.7% Cost of
Living Adjustment (COLA) for current retirees/beneficiaries in payment status; and
add to the Pension Committee a General Employee position (an employee not
considered Public Safety (PS).
D. Motion to approve design modification to Virginia Bridge Mural
E. Motion to approve a two way stop sign at the intersection of Sky Train Way and
Convention Center Concourse and a four way stop sign at the intersection of
Hospitality Way and Sky Train Way request in the amount of $800
