Jamelle McKenzie for Chaplain Program 6. Remarks Of Citizens Demetrius Taylor said, Good evening. As I said, welcome to 2024. I am Demetrius Taylor, a 15- year resident of the Embarcadero Club Apartments in Ward 1, and you will always hear me say, "Honey, I'm not the voice of the people, I am the people." What an interesting election season we had. The ancestors are dancing in jubilee as we are still creating history and showing that our excellence is being highlighted. For the first time in the 128-year history of this city, we are governed by an all-African American elected body. In addition to our city manager, our city attorney, our city clerk, HR Director, Police, and Fire Chiefs are all African American. As we rejoice in this accomplishment, do know that we are expecting excellence in love to be carried out and demonstrated so that College Park can set a precedent on the south side. Now, these are my concerns. It's time that we see Councilman Roderick Gay as the Mayor Pro Tem, as it has been approved to go in numerical order. With this suggestion, that newly elected officials serve one year before giving this honor, placing Councilman Gay in this position would definitely put that in rotation. Now, some time ago, the citizens inquired about the Mayor and Council developing a system and responding to the concerns raised in the communications portion of a council meeting. I had even suggested that you either get with the city manager and put those responses in a bi- weekly strategic report, or you can produce a video that can be placed on the city's Facebook and YouTube pages so that, um, the people can hear from you. What happened to this idea? Can we count on you to implement that in the future? Please clarify something for me. During the election, the votecollegepark.com page listed the GICC and the Arena as the hospitality area of College Park as Ward 3, and it was my understanding that it's Ward 2, and since we didn't have any redistricting done in our city, which information is correct? Now, this may not be a city thing, but can we petition the state or somebody to do something about the streetlights that are out on Interstate-85 between Virginia Avenue and Hapeville exits? Um, wait a minute, lost my place. We want to make sure that stretch of College Park is indeed still us, and we want to make sure that our citizens are safe, especially when trying to utilize the airport. I want to say thank you for the wonderful work with the street repairs and repavement. I do hope that we have West Point Street on that list. The area between Lee Street and Best Road definitely needs to be repaired and the yellow lines done. I recently watched our public works department take care of the landscaping, and it looks incredible. Thank you, guys. We do see you. Regular Session Page 2 of 14 01/02/2024 Tina Hill said, Good evening, congratulation, Happy New Year and a special congratulations to our two new Councilwomen. History is made. My name is Tina Hill, I live on Parkview Drive and please repave Parkview Drive. We talked about that at Nasuom with the previous council person and we have some trees that need to be taken down, so please look at Parkview Drive. My communication rally has to do with the Citizen's remark time. I usually watch online, but this year I’m gonna be attending. No answers, you know, never come out of it. And if they are, where do they go. I really urge the council to please, please, please, when you get these concerns, please appoint either you or a department head for action. But once action is taken, can it be communicated back to the citizen, but can we add a tab to the website, which needs updating anyway, for citizen remarks and results? Because if I have a concerns chances are 20 over people or plus. Really, communication would improve. Also, the website, I'd also like to see a tab for emergency and after-hour contacts, contact people and numbers because when you have an emergency, you really have to search to find a number and half of the time when you call the number, nothing happens. So, it needs to be updated with something that’s current. I thinks all I have. Thank you. Coach German said, Happy New Year, congratulations to our new Council people. I'd like to defer my three minutes just to see what happens after this current meeting. Thank you. Stanley Muhammad said, Thank you Miss Ames, we seek refuge in God from the cursed Satan, in the most holy name of God, the beneficent, the most merciful. Greetings, Mayor and council officials. I also want to lift my voice with the chorus of those congratulating the Mayor on being re-elected and also the council who fought so hard for the seats they sit in to represent your constituents. I would say I thank God for what I see on the mayor and council seats. I think we have a chance to address the most neglected part of our city – and that’s the poor and the destitute. And that’s our Black community, that has been grossly underserved and neglected for so many years. As I grew up in College Park, attended Brookville Elementary, as did my wife who grew up here. And I would say be humble, don't walk proud. Because, if you look at it 15,000 people in this nine-square-mile city and only having 1,100, or 500, or even 200 people vote for you, you don't represent the masses. And that’s a sign that the people are grossly dissatisfied with the leadership. So, dissatisfaction brings about change. It’s not about you all agreeing with each other, it’s about you agreeing with your constituents. You should be the voice of your constituents but don't forget who put you there. Don't play God with these employees who sacrifice so much for the city. Former councilman Ambrose Clay talked about how fine these employees are. We have a great city manager, Mr. Hawthorne, and I appreciate his updates online. Politics is corrupt, the bathtub is your constituent, stay in that bathtub and wash, be clean. Listen to their concerns, show that you really love the people by addressing their concerns. I'd like to see a change in the ethics board. You have one person hiring a law firm that doesn't represent our community. It was voted in illegally and unlawfully. Let a person be chosen from each ward to decide if a council member, mayor, or city official has violated the ethics of this community. Justice is fair dealing; the more you have on a jury, the more chance you get justice. I don't want a bench trial; judges and hearing officers can be influenced. Put it back in the hands of the people, know you are the servant, and the people are the master. God bless you on your journey. Regular Session Page 3 of 14 01/02/2024 Larry Brady Evans said, Good evening, Mayor, council. My name is Larry Brady Evans. I reside at 2112 West Princeton Avenue, College Park, Georgia. I'd like to greet all of you tonight, the newly elected officials, the mayor, the councilmen, the heads of the city, with greetings of peace. Some of you know me, some don't, some will, and some won't. I've lived here in College Park since 1959, and I've never seen an administration like the one before me today. I'm not saying it's good, bad, or ugly; I'm saying I've just never seen it before. So, with that being said, I hope and pray that this administration can exemplify what we in College Park have always known - to get along with each other. You all have taken on a job, do that job to the best of your ability. Let bygones be buried in the womb of time, move forward, and respect each other. I feel there needs to be some changes around here, starting with the mayor, council, Police Department, fire department, city heads, and citizens. Let's all come together as one, representing College Park. Let's move forward with respect for each and every one, irrespective of color. We're all part of the human race. So, with that being said, we, the originals of College Park, have a saying: 'College Park born, College Park grown, when I die, I'll be College Park gone.' I'm Alison Blue, Nurse Practitioner at Novella Care, the new healthcare facility at 2755 Main Street, Suite 101, in College Park, Georgia. I'm writing to seek approval to address the Mayor and Council members at the City of College Park on January 2nd, 2024. We aim to introduce Noll's Care Hospital in your home model with a primary care practice element designed to enhance accessibility and convenience in healthcare. We believe our approach aligns with the community's well-being and would appreciate the opportunity to share our vision and address any questions or concerns from the Mayor and Council. I would like to disclose to the Council a violation of the charter or bylaws or otherwise acted contrary to law of our BIDA member, Sherry Godfrey, attorney Esquire, who conducted a confident breach as a participant of the disclosure of executive session activity of our BIDA's November 2023 board meeting through an online Facebook post created by a citizen named Bo Causey, which disclosed executive session meeting activity. Member Sherry Godfrey violated the Georgia open meeting policy by condoning this disclosure of the executive session activity by commenting on the Facebook online posting. Therefore, I am requesting that Council sanction member Sherry Godfrey from the BIDA board. I would like to say thank you to the concerned citizen who brought this violation to my attention as chair of BIDA. Also, please let us work together to keep our community accountable of our Charter, bylaws, policies. We all must conduct ourselves accordingly to adhere to. Thank you for your attention to this matter. Best regards, Miss Selissa Jefferson Rex Willis said, Good evening and Happy New Year. Rex Willis, 1927. I first have to say congratulations. I've been here 45 years. Charles Phillips would be so proud to see what's up there right now, and Tracey Wyatt, who's sitting behind me, 20 years ago, there was only one African- American department head. Tracey came in with Joe and Chuck and changed it. David Walson, Regular Session Page 4 of 14 01/02/2024 who's a good friend of mine, was the first fire chief, black then, the first police chief. When I came here, there were only a couple of African American firefighters. It's not because of you are African American, it's just what you represent. Tracy Arnold, what you represent, Jamelle McKenzie, Roderick Gay, Joe Carn, Mayor Motley Broom, that's what you represent. I had someone say I'm not digging, says, said, 'I don't know if it's good or not.' I know it's good. God wouldn't have put you there. I don't have any doubt. But congratulations to you all. Such a great honor to see you all here and what you're going to do for the city, for this community, the employees, and everyone. That's what I'm looking for, because I'm going to tell you, I know you, but I'm going to hold you accountable. Every citizen I speak with says 'hold them accountable.' But I know you all are going to do the right thing. I'm not worried at all. Ambrose Clay, congratulations for your 16 years of service. Thank you very much. On January the 20th, College Park Citizen Association will be having the practice downtown on Main Street. I would like to invite everyone to come out. Everyone is invited to come out. It starts at 10:00 a.m. I'll get council the address. Also, very quickly. Thank you all so much from the city. We serviced almost 500 people in our last food distribution. People from employees from the city and all over came out. Fulton County Commissioner came out, Councilman Carn, Police Department’s Ronnie Wyatt, Councilman Gay, thank you so much. We really appreciate your support. Someone said earlier about the need. We do have a need here in the city, and we want to continue trying to do our best to help each and everyone who needs assistance. It's not a handout; it's a help up and some assistance. So, we pray and hope everyone comes. If you need anything, we can assist you with Favor House. We're here; you have our number. We have food, clothing, we deal with electrical, every aspect that can help someone in this city. So, thank you again, Happy New Year. Other Business A. Administrative guidelines and policies ACTION: Councilman Carn moved to the Administrative guidelines, seconded by Councilman Gay and motion carried: a) The mayor shall sign all ordinances, resolutions, and contracts within three (3) business days of their approval by the city council and deliver the executed documents to the city clerk; and if the mayor fails to sign in accordance herewith, such ordinance, resolution, or contract shall be signed forthwith by the mayor pro tem. b) No later than twenty-four hours (24) following each meeting of the city council, the city clerk shall publish on the city's website a list of all ordinances, resolutions, and contracts approved by the city council; and the city clerk shall further notify the mayor pro tern and other members of city council whether the mayor has signed such ordinances, resolutions, and contracts within three business days of their approval, as required. c) While presiding over the deliberations of the city council in accordance with the charter, the mayor shall be prohibited from commenting or expressing opinions on the matters being discussed; d) Effective January 15, at all regular and special meetings of the city council, the city clerk shall be responsible for sounding the items listed on the meeting agenda; e) At all regular and special meetings of the city council, it shall be the responsibility of the city manager to recognize speakers and tally votes, but the city manager shall carry out these functions through the use of a suitable electronic system, which the city manager shall research and present to the city council for consideration by the second meeting in January 2024. f) The city council by consensus may extend the time for an individual speaker to speak during public comment and may also extend the total time allotted for public comment at any meeting of the city council. g) The mayor and each member of city council shall be entitled to make closing comments at the conclusion of each regular or special meetings of the city council; however, the mayor shall at all times be first in the order of speakers. Regular Session Page 7 of 14 01/02/2024  h) All proclamations of the City of College Park shall be presented to the city council for approval at the second meeting of each month, and if approved by the city council, such proclamation shall be read and delivered at the first meeting of the following month; i) Proclamations of the City of College Park shall be proposed by members of the city council, in numerical ward rotation, with each councilmember reading and delivering the proclamation he or she proposed at the meeting following the approval of such proposed proclamation by the full council. j) The city manager and city directors may propose proclamations to the city council, and if such proposed proclamations are approved by the city council, they shall be read and delivered at the next regular meeting of the city council by the mayor, the city manager, or a staff member, as appropriate. k) Direct the city attorney to prepare a charter amendment that authorizes the city council to terminate all department heads and city employees by majority vote; provided that the city manager shall retain the authority to hire department heads and employees and the concurrent authority to terminate department heads and employees; provided further that department heads terminated by the city manager shall have the right to appeal such terminations to the city council. l) The city council shall at this meeting appoint new members to the following four city bodies: (1) Main Street Association (CPMSA); (2) Planning Commission; (3) Board of Zoning Appeals; and (4) Georgia Municipal Association (GMA) delegate; m) The city attorney shall prepare any ordinances or resolutions legally necessary to memorialize the motions adopted by the city council at this meeting; n) Executive session be held at the conclusion of this meeting to discuss litigation, real, estate, and personnel, as authorized by the Open Meetings Act; B. Motion to approve the Atlanta Track Club to hold the Jerome Scales Southside 5 mile & 5k on January 20, 2024, at the College Park MARTA Station from 7:30 a.m. to 11:30 a.m. ACTION: Councilwoman McKenzie moved to the Atlanta Track Club to hold the Jerome Scales Southside 5 mile & 5k on January 20, 2024, at the College Park MARTA Station from 7:30 a.m. to 11:30 a.m., seconded by Councilwoman Arnold and motion carried. F. Motion to set a Public Hearing date for January 16, 2024 for a Conditional Use Permit for 1579 Vesta Avenue. Councilman Carn - South Fulton Neighbor - are residents able to sign up for the paper or can apartment complexes get a stack of papers delivered; Welcomed the two new members; Reports requested: list of exempt/non-exempt employees, remote workers/schedule, DMO remote workers; Create a response system to the public comments; Attitude of disdain towards the new council: group of individuals against council that is led by individual that do not set public policy; A lot of staff is not cutting the mustard; Mediocrity – the City Manager needs to get to the bottom of this; Better Customer Service; Further research in the Bank Depository – Contact people from Fulton County; Draft an ordinance to change the Board appointments timeframe; Add board appointment to next agenda for one of his members.
