This will be an in-person meeting that will also broadcast via Facebook Live, and
YouTube Live.
Citizens wishing to give citizen remarks during a Regular Session Council meeting can
choose one of two options:
Option#1
Sign in to speak by 7:30 pm on March 3, 2025, at the podium in the City Hall Council
Chambers.
Option #2:
Submit an email with your name, address, and comment or remark to
pcomment@collegeparkga.com no later than 7:30 pm on March 3, 2025. The City
Clerk will read your name, address and comment into the official record.
Members of the Public who were unable to sign the Sign-In Sheet before the cutoff
time may be granted three (3) minute to provide public comments; provided,
however, that such three (3) minute of time shall not be donated to another
speaker. No additional public comments will be received after the Citizens
Remarks agenda item.
RULES FOR REMARKS DURING COUNCIL MEETINGS
• Speakers must limit their remarks to no more than (3) minutes.
• Speakers must not employ tactics of intimidation, profanity, or threats of
violence in their comments. Anyone who demonstrates these behaviors will not
have their comments read into the record.
• (1) Specific topic may NOT be discussed during Citizens Remarks for more
than 15 minutes.
• Members of the public who signed the Sign-In Sheet may donate time to
another speaker; however, in no event shall the total duration of time allotted to
one speaker (including donated time) exceed nine (9) minutes.

A. Consideration of and action on a request to pay Kemi Construction Co., for the
emergency Sanitary Sewer Main replacement located at 2229 Rugby Avenue.
This item is located in Ward 1. This is a budgeted item.
B. Consideration of and action on a request to pay Kemi Construction $189,950.00 to
replace the Sanitary Sewer main located at 1794 Walker Avenue. This item is
located in Ward 4. This is a budgeted item.
C. Consideration of and action on a request to authorize the TPD Fund and to
approve the Botanical Garden Development Funding Resolution No. 2025-XX
D. Consideration of and action on a request to transfer all funds from Ward 4 Dog
Park/Park and Green Space Enhancements to Ward 4 Community Enhancements.
All incumbent funds will come from this account. Request on behalf of Councilman
Roderick Gay.
E. Consideration of and action for a funding transfer of $250,000.00 for planned
renovations and events at the TWRC community house, TWRC bathroom
upgrades and concession stand upgrades at Zupp Park. This is a budget transfer
from the Ward 3 Community Enhancement Funds to the Recreations budget. All
items exceeding the City Manager's purchase approval or needing to be bid will be
back before the governing body as deemed appropriate. Item sponsored by
Councilwoman Tracie Arnold.
9. Regular Business
A. Consideration on and action of a request for a Special Event Permit for ATL Airport
District to host the Spin the District event to be held on May 4, 2025 from 8:00 a.m. to
8:00 p.m. This item is being requested by the City Clerk, Kelly Bogner. The event is to
be held in Wards 1 and 3.
B. Consideration of and action on a request from the Grady Health Foundation to host
"Rules of The Road" fundraiser bike ride on April 26, 2025 from 7:30 a.m. to 2:00 p.m.
A portion of bike course is within the City of College Park city limits. This event is to be
held in Wards 1, 2 and 3. This item is requested by City Clerk, Kelly Bogner.
