City Hall – Council Chambers Members Present Absent Lawrence Bleau x James McFadden x Rose Greene Colby x Christopher Gill, Chair x Kate Kennedy, Vice Chair x John Rigg x Denise Mitchell x . Also Present: Planning Staff – Terry Schum and Theresheia Williams; Attorney – Suellen Ferguson I. Call to Order: Christopher Gill called the meeting to order at 7:33 p.m. II. Approval of Minutes: Kate Kennedy moved to adopt the minutes of April 6, 2017. Lawrence Bleau seconded. The motion carried 7-0-0. III. Amendments to Agenda: There were no amendments to the agenda. IV. Public Remarks on Non-Agenda Items: There were no Public Remarks on Non- Agenda Items. V. Remand for CPD-2017-01 (Holiday Inn Express) Suellen Ferguson, attorney, stated that this case was heard by the commission on March 2, 2017 and ended with a tied vote. As a result, the motion failed and no recommendation was made. The Mayor and Council discussed this case at their April 4th worksession and voted to remand the application back to the APC for a decision based on the record that was created. All commission members not present at the March 2, 2017 meeting have read and reviewed the transcript. Suellen Ferguson stated that commissioners who were not present at the meeting and would like to ask questions about the record may do so. John Rigg asked what was the process for adopting the Sector Plan? Terry Schum stated that the current Sector Plan was adopted by Prince George’s County in 2010. The Sector Plan is a planning process that is followed by a zoning process, which is called a Sectional Map Amendment. The process took several years to complete with extensive citizen participation. The Sector Plan creates a Advisory Planning Commission Minutes May 4, 2017 – Page 2 vision for the future of the corridor, goals, strategies and actions for achieving the vision. It also creates Development District Standards, which are the rules, regulation and guidelines that development project has to follow. Certain things are exempt from the Sector Plan Standards, like re-facing an existing sign, normal maintenance and work on existing buildings and small additions. John Rigg moved to accept staff’s recommendation for denial of departure CPD- 2017-01 to permit a free-standing, internally lit cabinet sign at Holiday Inn Express. Kate Kennedy seconded. Motion carried 5-2-0, with Lawrence Bleau and Denise Mitchell voting nay. VI. Update on Development Activity Terry Schum reported on the following: Greenbelt Station, North Core - The Detailed Site Plan for infrastructure of the Metro Parking Garage was presented to the Planning Board. The City of Greenbelt requested a letter of continuance, but it was denied. The Detailed Site Plan was approved by the Planning Board with conditions. Development meetings – The City is exploring involving the APC in the development process on new development in the City. A potential developer would be required to present their project before the APC before they file with Park and Planning. A city-wide public meeting would be held for anyone who would like to attend. Notices would be sent out to civic associations and adjoining property owners. The Commission may have to hold additional meetings, but no quorum would be required. VII. Other Business: Fence Ordinance – The Fence Ordinance was on the Mayor and Council May 2nd worksession agenda to discuss and take a vote. One councilmember indicated an interest in repealing the ordinance, but it was not unanimous. The Mayor and Council would like to hold an information meeting sometime in June before introducing the ordinance. Oral Argument-CPV-2017-01 – The applicant, Juan Romero, 9407 48th Avenue, filed an appeal on April 27, 2017 for oral argument before the Mayor and Council. The hearing is scheduled for Tuesday, June 13th at a regular council meeting. Zoning Rewrite – Park and Planning have posted their comments on Modules 2 & 3, which are available online. The City Planning Department intern is working on a comparison matrix to show the City and County staff recommendations and comparison on R-55 and other zones.
