I. Call to Order: Christopher Gill called the meeting to order at 7:40 p.m.
II. Approval of Minutes:
Ben Flamm moved to adopt the minutes of March 1, 2018. James McFadden
seconded. Motion carried 5-0-1, with Stephanie Stullich abstaining.
III. Amendments to Agenda: There were no Amendments to the Agenda.
IV. Public Remarks on Non-Agenda Items: There were no Public Remarks on
Non-Agenda Items.
V. Review of Final Draft Annual Report:
The Commissioners reviewed the Draft 2017 Annual Report and voted to include
a list showing the breakdown of the type of zoning variances that were requested
during the year. The report was approved unanimously.
VI. Refresher on Meeting Zoning Criteria for Variance Cases:
Attorney, Susan Cook, prepared a discussion outline that addressed the
procedural role of the commission and their role in conducting hearings as
outlined in the Open Meetings Act. She also discussed in detail the three criteria
for granting a variance and how best to address them.
VII. Update on Development Activity Terry Schum reported on the following:
Public Storage – The proposed facility is located south of the Towne Place
Suites under construction at Route 1 and Hollywood Road. The subdivision
application has been submitted to Park and Planning and then will be referred to
the City Council. A Detailed Site Plan will follow.

Parking Study – Park & Planning prepared a Corridor-Wide Transportation
Study, which includes parking. There is a meeting on Monday, April 9th with the
consultants and involved agencies, including the City, to report on some tentative
results of the study. The study is focused on parking related to new development
and parking standards rather than residential permit parking.
City Hall Project – The City has made an agreement to purchase the remaining
Route. 1 frontage properties in front of City Hall. The properties that the City
will be acquiring, and the properties already owned by the Terrapin Property
Development will be assembled to create the new City Hall development. There
are RFP’S out for Architect, Civil Engineer, Environmental and Traffic, which
will make up the design team hired to complete the project. The City is working
with the University on a Memorandum of Understanding on how everything will
come together.
Bike Lanes Meeting – On April 18th, at Davis Hall, there will be a presentation
of the 30% design options for improving bike lanes along Rhode Island Avenue
based on input from the meeting held in February.
