Bicycle and Pedestrian Advisory Committee (BPAC) Thursday, July 27th 2023 - 7:30 P.M. Mr. Valentine called the meeting to order and noted that this is the first meeting of the BPAC. The members introduced themselves. A motion was made and seconded to approve the agenda as presented. The motion passed. Mr. Valentine reviewed the resolution that established this Committee, the charge to the Committee, and several “housekeeping” matters such as meeting frequency, meeting format, and selection of the Chair. The Committee’s preference is for hybrid meetings (In person + Zoom), and for monthly meetings on the third Thursday of the month. Mr. Valentine facilitated a discussion of the issues that each member would like to see the Committee address, and suggested these ideas can be the framework for a Workplan. Discussion:  Ms. Hart represents the on-campus group, Terps for Bike Lanes: How much coordination/influence can there be with UMD? TFBL has discussed pop-up bike lanes on campus. Can this committee propose or support a proposal that is on-campus?  Mr. Shroder explained Vision Zero and would like to see a City Vision Zero Fund. He requested 6 months of accident and near-miss data to determine dangerous locations.  Mr. Lemieux would like to develop a way to accept resident feedback; review the list of Bicycle Pedestrian Infrastructure (BPIS) ideas and provide input/suggestions; and look at the Trolley Trail and Rhode Island Avenue for improvements.  The committee wants to review SHA’s bike lane design for US 1.  The committee would like to develop an overall list of priority infrastructure improvements.  A suggestion was made to schedule reconnaissance bike rides with different hosts in different neighborhoods to identify issues/challenges/opportunities.  The committee agreed there is a need for data. Suggested sources: Veo Ride Report, Placer AI, accident data, mapping, crowd sourcing. The Committee discussed but did not appoint a Chair. This will be placed on next month’s agenda.
