City of College Park Bicycle and Pedestrian Advisory Committee Meeting Thursday, September 21, 2023 7:42 PM Virtual Meeting Draft Minutes Members Present Absent 1. Mark Shroder—Chair X 2. Samuel Slowinski X Also Present City Staff: Erik Valentine, Staff Liaison; Steven Halpern, City Engineer 1. Call to Order The meeting was called to order at 7:42 PM. Attendees: Erik Valentine, Mark Shroder, Parisi Fida, Dan Behrend, Kyla Erman and Samuel Slowinski. 2. Approval of Agenda Kyla Erman made a motion to amend the agenda to speak only about Rhode Island Ave, Dan Behrend seconded. Motion passed 5-0-0. 3. Discussion with Steve Halpern regarding Rhode Island Avenue The committee discussed safety concerns on Rhode Island Avenue: cars travelling the wrong way, two-way traffic. Various options to address safety concerns were discussed: planters, chokers, bicycle boulevard, and contraflow bike lanes. Any solution has to allow for proper turning by vehicles and consider pedestrians and bicycles. Sharrows are generally considered ineffective. 1 Dan Behrend made a motion for Steve Halpern and Erik Valentine to come up with options for a contraflow bike lane for the next meeting, Parisi Fida seconded. Motion passed 5-0-0. 4. New Business/General Discussion/Future Agenda Topic Steven Halpern Bicycle Boulevards for the next meeting. Mark Shroder’s suggest that BPAC would like to be a part of early conversions about new development projects so they can make comments or share opinions. Erik Valentine said BPAC would need to speak with or write to the City Council as well as County Council. Dan Behrend met with County on Purple Line alignment. The bike lanes next to Campus Drive near Adelphi Road will be routed across train tracks which is a known hazard. MTA is unable to change this, State Highway and County will need to find a fix. UMD are working on additional bike lanes. College Park is getting 4 capital bike share stations this Fall. Erik Valentine will keep BPAC updated. Adjourn Mark Shroder made a motion to adjourn the meeting, Klya Erman seconded.
