Board of Election Supervisors Virtual by Zoom September 28, 2023 7:00 p.m. Final Minutes Member District Present Absent 1. Tina Batten Mayoral X 2. VACANT (formerly Hovland) Mayoral 3. Miller, City Clerk Mr. Payne called the meeting to order at 7:10 p.m. with 3 of the 5 members present. The 4th member joined at 7:13 p.m. 1. Approval of the meeting agenda Motion by Ms. Pitts and second by Ms. Batten to add the approval of the August minutes to the agenda. On a motion by Ms. Batten, seconded by Ms. Pitts, the agenda was approved with this amendment, 3-0. 2A. Approval of amended minutes from the August meeting: Approved as amended on a motion by Ms. Pitts, second by Ms. Batten, vote of 3-0. 2B. Approval of Minutes from September 14, 2023: Motion by Ms. Batten, second by Mr. Thurston, to approve the minutes of the September 14 meeting. Motion passed 4-0. 3. Discussion of General Election a. Appointment of 5th Guardian: Mr. Payne explained that Ms. Emily Friend declined the request to be a guardian, but recommended Ms. Angela Gentille, whom Mr. Payne spoke with. Motion by Mr. Payne, second by Ms. Batten, to appoint Ms. Angela Gentille as the 5th Guardian. The motion passed 4-0. Mr. Payne will send a final email to the Guardians to confirm times, locations and dates where they are expected. b. Pollworker Training on Sunday, October 22: Ms. Batten reviewed the draft manual and discussed the training plan. Everyone should have a general understanding of what happens at each table. Forms were reviewed. The judge assignments were finalized and the BOES determined the agenda for the training. Reps from Hart and ElectionGuard will attend to train on their portion of the agenda. c. Ms. Miller and Mr. Payne provided updates on the vendors, collections, and mail outs. 1 4. New Business: a. Discussion of Campaign Signs: Ms. Miller reported a litter truck from Prince George’s County Department of Public Works and Transportation was seen removing campaign signs from Rhode Island Avenue. She has contacted them. b. Mr. Payne reported on complaints about attribution statements. c. Mr. Payne reported on a new ruling from state: If an event costs money, it needs an attribution statement and should be recorded on the Campaign Finance Report. 5.
