I. Call to Order Mr. Brennan called the meeting to order at 7:08 p.m. II. Old Business A. Approval of the February 21, 2018 Minutes Mrs. Bernache motioned to approve the minutes for February 21, 2018. Ms. Perez seconded the motion. All were in favor, none opposed. The motion passed. No meeting was held during the month of March due to the City Council Presentation. B. Review and Celebration of Committee March 6, 2018 presentation to the City Council The committee’s presentation to the City Council was successful. A formal motion by the City Council was not made, the presentation was made during a Council worksession. C. Review of agreement/contract with Neighbors Helping Neighbors of College Park (NHN-CP) 1. The committee reviewed the Memorandum of Understanding (MOU) between the City and Neighbors Helping Neighbors. John Payne of NHN-CP has also reviewed the MOU. During review of the MOU, the committee recommended the following edits: o Modification of verbiage to clarify that services will be provided for others in need o Including a budget submission in the MOU Scope of Services section 1  The suggested edits will be forwarded to John Payne (NHN-CP) and the city attorney for final approval III. New Business A. Resources for Aging Seniors The committee discussed assembling a Senior Handbook and developing a digital resource library for aging seniors. Discussion also included dissemination of information of potential resources including: 1. The implementation of Critical Missing Person Registration Mrs. McClellan provided information about the Critical Missing Person Registration developed in Greenbelt. Mrs. McClellan will write a letter on behalf of the Senior Committee to the City Council proposing implementation in College Park. 2. A dementia directive for citizens or seniors with partial dementia or early dementia to complete. The directive allows people with partial dementia or early dementia to grant power of attorney in the event of mental incapacitation. Mrs. Bernache motioned to recommend implementation of a Critical Missing Person Registration form to the City Council. Mrs. Perez seconded the motion. All were in favor, none opposed. The motion passed. B. Presentation by Compassion and Choices 1. Mr. Brennan provided an overview of the Senior Committee’s purpose. 2. Members of Compassion and Choices provided overview and background information about the organization, Medical Aid and Dying Bill, and End-of-life care (EoLC). 3. The Committee members and Compassion and Choices members asked questions and discussed varying viewpoints about Medical Aid and Dying and end-of -life care. Noted questions and topics included: • States in the US supporting Medical Aid and Dying to legally and specifically allow an individual facing these issues options for end-of -life care • Perspectives of this issue among the medical and religious community • Medications associated with end of-life-care and Hospice care Mr. Dann requested support of the Resolution - Maryland's Richard E. Israel and Roger "Pip" Moyer End-of-Life Option Act IV. Adjournment Mr. Brennan adjourned the meeting at 8:39 p.m. 2
