MINUTES Regular Meeting of the College Park City Council Tuesday, April 28, 2015 Council Chambers 7:30 p.m. – 8:50 p.m. PRESENT: Mayor Fellows; Councilmembers Kabir, Wojahn, Brennan, Dennis, Stullich (arrived at 7:56 p.m.), Day, Hew and Mitchell. ABSENT: None. ALSO PRESENT: Joe Nagro, City Manager; Janeen Miller, City Clerk; Bill Gardiner, Assistant City Manager; Suellen Ferguson, City Attorney; Steve Groh, Director of Finance; Bob Ryan, Director of Public Services; Robert Stumpff, Director of Public Works; Peggy Higgins, Director of Youth, Family and Senior Services; Cole Holocker, Student Liaison. Mayor Fellows opened the Regular Meeting at 7:30 p.m. Councilmember Wojahn led the Pledge of Allegiance. Minutes: A motion was made by Councilmember Dennis and seconded by Councilmember Day to approve the minutes of the April 7, 2015 Special Session, the April 14, 2015 Regular Meeting, and the April 14, 2015 Public Hearing on Ordinance 15-O-02. The motion passed 7 – 0 – 0. Announcements: Councilmember Brennan reminded everyone about the Mayor’s Water Challenge which ends this week. Councilmember Wojahn announced the next meeting of the Neighborhood Quality of Life Committee is Monday, May 4. Councilmember Kabir reviewed the “soft opening” of the Hollywood Farmers Market last Saturday; the grand opening is May 16. Hollywood Elementary School will hold their Fun Day on Saturday May 2. Proclamations: Mayor Fellows read the proclamations for Arbor Day 2015, Children’s Mental Health Awareness Week, and Public Service Recognition Week. Amendments to the Agenda: The following agenda items were moved to the Consent Agenda: 15-G-51, 15-G-52 and 15-R-03. City Manager’s Report: Mr. Nagro reminded Council about the Four Cities Meeting on Thursday, April 30 at New Carrollton. Council asked to add two items to the Four Cites Agenda: WMATA pedestrian overpass between Berwyn and Berwyn Heights, and status of the request for a conservation easement at Greenbelt Station. Student Liaison’s Report: Mr. Holocker commented on Maryland Day which was held last Saturday, the first Big Ten lacrosse tournament, President Loh’s spring video message, and the SGA elections. The new Deputy Student Liaison A.J. Pruitt has been approved. College Park City Council Meeting Minutes April 28, 2015 Page 2 Comments from the Audience on Non-Agenda items: Alan Tyler, 7204 Bowdoin Avenue: Mr. Tyler requested a study for more sidewalks on Bowdoin Avenue near the metro station and submitted pictures. Presentations: Mayor Fellows introduced Peggy Higgins, Director of Youth, Family and Senior Services, and together they recognized and thanked the three graduate interns for their year of service to the City: Felipe Urquilla of Trinity University; Binley Taylor and Allie Perez of Catholic University and Eunice Humphrey of Argosy University. Ms. Higgins then introduced Jeany Cadet, the Coordinator of the Lakeland S.T.A.R.S (Students Taking Active Responsibility) Program. Certificates were presented to the Lakeland S.T.A.R.S. students and to their tutors from the University of Maryland College Park Scholars program. [Council recessed from 8:16 – 8:39 p.m.] CONSENT AGENDA A motion was made by Councilmember Mitchell and seconded by Councilmember Stullich to adopt the Consent Agenda, which consisted of the following items: 15-G-48 Approval of free Saturday parking in the Downtown Parking Garage from May 30 through August 15, 2015. 15-G-49 Approval to purchase two (2) 2016 Ford F-250 3/4 ton Pickup Trucks from Hertrich Fleet Services, Inc. at $25,871 each (total $51,740) for replacement vehicles. 15-G-50 Approval of an MOU with University of Maryland Department of Public Safety for monitoring 21 CCTV Cameras from July 1, 2014 to June 30, 2018. 15-G-51 Approval of a letter to the State Highway Administration with comments on the intersection of US Route 1 at Hartwick Road. 15-R-03 A Resolution Of The City Of College Park, Maryland, To Establish A Community Garden In The Old Town Neighborhood. 15-G-52 Approval of a Letter to Washington Gas regarding responses to leak complaints and communication. The motion passed 7 – 0 – 0 (Councilmember Day was absent for this vote). ACTION ITEMS: 15-O-03 Introduction of Ordinance 15-O-03, the Fiscal Year 2016 Operating and Capital Budget for the City of College Park. A motion was made by Councilmember Mitchell and seconded by Councilmember Hew to introduce Ordinance 15-O-03, an Ordinance of the Mayor and Council of the City of College Park, Maryland to Adopt the Fiscal Year 2016 Operating and Capital Budget of the City of College Park, Maryland. College Park City Council Meeting Minutes April 28, 2015 Page 3 Mayor Fellows announced that the Public Hearing will be held at 7:00 p.m. on Tuesday, May 12, in the Council Chambers. 15-G-53 Appointments to Boards and Committees A motion was made by Councilmember Wojahn and seconded by Councilmember Kabir to appoint David Kolesar to the Airport Authority and Karen Garvin to the Committee for a Better Environment. The motion passed 8 – 0 – 0. COUNCIL COMMENTS: Councilmember Dennis remarked that he and Mayor Fellows attended Career Day at Paint Branch Elementary School last Friday. Councilmember Brennan said next Wednesday the Neighborhood Quality of Life Public Outreach committee is hosting a table at Good Morning Commuters. On May 14 there will be a forum on the University District 2020 at the Nyumburu Cultural Center. On May 16 there will be a real estate workshop at City Hall for people to learn about purchasing a home in College Park. Councilmember Wojahn discussed the tour he, the Mayor, and other Councilmembers took of the Camden Apartments. They saw what Camden management has done in response to resident concerns. Councilmember Kabir reminded everyone that the Aging-In-Place survey is posted to the City’s website and is open until June 1. COMMENTS FROM THE AUDIENCE: None. ADJOURN: A motion was made by Councilmember Wojahn and seconded by Councilmember Dennis to adjourn the regular meeting. Mayor Fellows announced that after a short break, the Council would meet in Worksession with the Chair of the Education Advisory Committee.
