MINUTES Regular Meeting of the College Park City Council Tuesday, January 10, 2017 Council Chambers 7:30 p.m. – 8:22 p.m. PRESENT: Mayor Wojahn; Councilmembers Kabir, Nagle, Brennan, Dennis, Stullich (arrived at 7:40 p.m.), Day, and Kujawa. ABSENT: Councilmember Cook ALSO PRESENT: Scott Somers, City Manager; Janeen Miller, City Clerk; Suellen Ferguson, City Attorney; Bob Ryan, Director of Public Services; Bob Stumpff, Director of Public Works; Terry Schum, Director of Planning; Peggy Higgins, Director of Youth, Family and Senior Services. Mayor Wojahn opened the meeting at 7:30 p.m. Announcements: Councilmember Kabir announced that the next North College Park Civic Association meeting would be held on Thursday at 7:30 p.m. at the Youth and Family Services building. Councilmember Brennan reminded residents to look for information in the Berwyn News this month detailing work in the community – there is a lot going on. He thanked staff for clearing the Trolley Trail on M-NCPPC land and the path to the Metro station which helped commuters. Councilmember Dennis reminded everyone about the Coffee Club at Jason’s Deli tomorrow morning. He said the Lakeland Civic Association will meet on Thursday at 7:00 p.m. at the College Park Community Center. He announced the 26th annual tribute to Dr. Martin Luther King, Jr. which will be held this Saturday at 2:00 p.m. at the University of Maryland Chapel. Councilmember Kujawa thanked everyone for the communication about the construction at Route 193 and Metzerott Road; it is almost wrapped up. City Manager’s Report: Curbside leaf collection ends this week; regular yard trim collection resumes next week. Christmas tree collection continues the next two weeks. Next week City offices are closed Monday and Friday; the refuse/recycling collection is delayed one week. Family Fun Bowling Bash Saturday 1 – 4 at the AMF Bowling Lanes. Proclamation: Mayor Wojahn read the proclamation for the 26th annual Dr. Martin Luther King, Jr. Tribute which will be held on Saturday, January 14. Public Comment On Consent And Non-Agenda Items: College Park City Council Meeting Minutes January 10, 2017 Page 2 Mark Mullauer, 4233 Guilford Drive, Apt A: He spoke about last week’s Worksession discussion about the Zone 11 parking permits. He did not receive advance notification about the price increase. They signed their leases before there was any information about the fee increase. Instead of $20/year they have to pay $720/year. He has lived here 8 years and requests to be grandfathered in. Pete Humuloch, 4233 Guilford Drive, Apt A: He asked why the parking permit fee was increased when there is not enough parking to begin with. Raising the fees will make people want to move out. They are not students and didn’t get much of a warning. Presentations: a. Mayor Wojahn presented ceremonial checks for the Public School Education Grants to Paint Branch Elementary School (accepted by Principal Emmet Hendershot), Hollywood Elementary School (accepted by Principal April Lee) and Parkdale High School (accepted by acting Principal Dr. Graves Henderson). b. Michelle Chavez, Miss College Park 2016: Miss Chavez gave the highlights of her year of service as Miss College Park 2016. CONSENT AGENDA: A motion was made by Councilmember Dennis and seconded by Councilmember Day to adopt the Consent Agenda, which consisted of the following: 17-G-01 Adoption of the City’s Emergency Operations Plan in substantially the form provided separately 17-G-02 Award of contract in substantially the form attached to Colossal Contractors of Burtonsville, Maryland, in the total amount of $78,500, which includes the selection of Ceiling Finish Option #1 (Base price of $62,500 and Ceiling Option #1 for $16,000) for repairs to the Old Parish House under RFP CP- 17-10. 17-G-03 Award of contract for installation of solar panels at the YFS building in substantially the form attached to Advanced Solar Technologies, LLC of White Plains, Maryland in the total amount of $99,600 to be funded through a grant from the Maryland Energy Administration Smart Energy Communities Program - Bob Stumpff, Director and Robert Marsili, Assistant Director, Public Works 17-G-05 Approval of Minutes: December 6, 2016 Worksession, December 13, 2016 Regular Meeting, Confidential minutes (provided separately) of the December 6 and December 13, 2016 closed sessions. The motion passed 7 – 0 – 0. College Park City Council Meeting Minutes January 10, 2017 Page 3 ACTION ITEMS: 17-G-06 Approval of a letter to M-NCPPC with additional City comments on Modules 2 and 3 of the Prince George’s County Zoning rewrite Ms. Schum said this letter is a follow up to last week’s Worksession discussion and recommendations. There will be further opportunities to comment when the draft ordinance is prepared and the new ordinance is tested. Mayor Wojahn said he spoke to Council Member Lehman about the call up provision, who expressed some concerns about that provision being removed. Ms. Schum said the rewrite doesn’t change who can file an appeal: it is any party of record. Mayor Wojahn said the concern was that the rewrite might limit who has standing to bring an appeal. Ms. Schum said anyone can become a party of record: an individual, a civic association or a municipality. We can look into this matter further and provide comment at a later date if there are concerns. A motion was made by Councilmember Stullich and seconded by Councilmember Dennis to approve a letter to the Maryland-National Capital Park and Planning Commission with additional comments on Modules 2 and 3 of the Prince George’s County Zoning Rewrite. There were no comments from the audience or the Council. The motion passed 7 – 0 – 0. 17-G-07 Appointments to Boards and Committees A motion was made by Councilmember Kujawa and seconded by Councilmember Stullich to reappointment Jim McFadden to the Advisory Planning Commission, reappoint Suchitra Balachandran to the Committee for a Better Environment, reappoint Carolyn Bernache to the Education Advisory Committee, appoint Denise Mitchell to the EAC pending receipt of her application, reappoint Alan Bradford and Tina McCloud to the Recreation Board, reappoint Gabriel Iriarte to the Airport Authority, appoint Helen Barnes and Councilmember Brennan to the Seniors Committee, and reappoint Jim Sauer to the Cable Television Commission. The motion passed 7 – 0 – 0. MAYOR AND COUNCIL REPORTS/COMMENTS: Councilmember Brennan said he will miss next week’s meeting and announced the Third Thirsty Thursday event next Thursday from 5 – 7 p.m. at Ledo’s and also the Berwyn District Civic Association meeting the same night at 8:00 p.m. ADJOURN: A motion was made by Councilmember Brennan and seconded by Councilmember Day to adjourn and with a vote of 7 – 0 – 0, Mayor Wojahn adjourned the meeting at 8:22 p.m. ____________________________________________ Janeen S.
