MINUTES Special Session of the College Park City Council Tuesday, April 18, 2017 Council Chambers 10:20 p.m. – 10:21 p.m. PRESENT: Mayor Wojahn; Councilmembers Kabir, Nagle, Brennan, Dennis, Stullich, Day, and Cook. ABSENT: Councilmember Kujawa. ALSO PRESENT: Scott Somers, City Manager; Janeen Miller, City Clerk; Suellen Ferguson, City Attorney; Bill Gardiner, Assistant City Manager; Terry Schum, Director of Planning; Bob Ryan, Director of Public Services; Chris Keosian, Student Liaison; Brandon Carroll, Deputy Student Liaison. During a regularly scheduled Worksession of the College Park City Council, a motion was made by Councilmember Brennan and seconded by Councilmember Stullich to enter into a Special Session. The motion carried 6-1-0 (Councilmember Cook opposed) and the Council entered into Special Session at 10:20 p.m. ACTION ITEM 17-G-60 Approval of a Letter in Support of a Smart Cities Grant Application Mayor Wojahn said this is a request for a letter of support for an application by the National Center for Smart Growth for a Smart Cities application using the US 1 corridor as a smart cities lab. A draft letter is in the red folders. Mayor Wojahn said there was a phone call last Tuesday that included staff, and Andy Fellows and Gerrit Knapp from UMD, and then a brief conversation with the State Highway Administration on use of adaptive traffic signals on US 1. The application is for the US 1 corridor from Hyattsville north to the beltway. There was a question about staff commitment. Mr. Somers said it is hard to tell at this point, but transportation and traffic are a big issue so smart cities initiatives are a great opportunity to incorporate technology that can help move traffic more efficiently. Mayor Wojahn added that the proposal is about more than traffic signals and referred Council to the proposal that was provided. They are not sure yet what partnerships might develop if the grant is funded, but this is an opportunity to explore it further. Councilmember Cook said this came to Council late so she has not had time to study it and asked why they didn’t come to Council earlier. Councilmember Nagle agrees with the comment in the letter about safety and privacy concerns. She hasn’t had time to get feedback from residents so may oppose this for that reason. A motion was made by Councilmember Stullich and seconded by Councilmember Day to approve the letter in support of the application. City Council Minutes April 18, 2017 Special Session Page 2 There were no comments from the audience or the Council. The motion passed 5 – 2 – 0 (Councilmembers Cook and Nagle opposed). ADJOURN: A motion was made by Councilmember Brennan and seconded by Councilmember Day to adjourn the Special Session, and with a motion of 7 – 0 – 0 Mayor Wojahn adjourned the Special Session at 10:21 p.m. ____________________________________________ Janeen S.
