WORKSESSION MINUTES College Park City Council Wednesday, November 8, 2017 Council Chambers 7:30 p.m. – 10:09 p.m. PRESENT: Mayor Wojahn; Councilmembers Kabir (arrived at 8:09 p.m.), Nagle (arrived at 7:34 p.m.), Brennan, Dennis, Stullich (arrived at 7:38 p.m.), Day, and Kujawa. ABSENT: Councilmember Cook. ALSO PRESENT: Scott Somers, City Manager; Janeen Miller, City Clerk; Suellen Ferguson, City Attorney; Bill Gardiner, Assistant City Manager; Terry Schum, Director of Planning; Bob Ryan, Director of Public Services; Steve Halpern, City Engineer; Gary Fields, Director of Finance; Steve Beavers, Community Development Coordinator; Chris Keosian, Student Liaison. Mayor Wojahn opened the Worksession at 7:30 p.m. CITY MANAGER’S REPORT: Mr. Somers said the Trolley Trail into Riverdale Park Station (Cafritz property) is open; the One Warm Coat drive is underway; City offices will be closed on Friday for Veterans Day; Leaf Collection is underway; there will be a Closed Session tonight. AGENDA ITEMS: 1 Presentations from Prince George’s County Police and University of Maryland Police Departments: David Lloyd, University of Maryland Police Department; Capt. Cindy Thompson, District 1 Assistant Commander; and Major Jim Keleti, Contract Police Program Supervisor: The police representatives reviewed their PowerPoint presentations and crime statistics. The City Council is interested in seeing long-term crime trends (comparisons) over time, and comparisons to crime data in other areas of the metro region. Staff will create a template of how we wish the data to be presented in the future, and to bring together the data from the various agencies. Council does not want to see week-by- week data and prefers round numbers to decimals. There was also a request to parse data by code enforcement back-up vs. street patrol. APPROVAL OF THE AGENDA: A motion was made by Councilmember Day and seconded by Councilmember Kujawa to approve the agenda. The motion passed 7-0-0. 2 Amendment to the Property Use Agreement for The Jerk Pit - Lisa Nash: Requesting amendments to the PUA because they are now offering entertainment and have received an entertainment permit from the BOLC that allows them to stay open until 3:00 a.m. The entertainment permit includes an approved security plan and gives them the ability to charge a cover charge. Friday and Saturday night entertainment and a DJ on Sunday. No one under 21 allowed after 9:00 p.m. They are currently requesting a dance permit and had their County U&O amended first. The draft PUA has been amended to reference these changes. To Consent Agenda next week. College Park City Council Worksession Minutes November 8, 2017 Page 2 of 3 3 MOU with the College Park City-University Partnership on the Cafritz sidewalk - Eric Olson, Executive Director, CPCUP; Steve Halpern, City Engineer: Mr. Halpern reviewed the staff report – this is a 300 foot sidewalk across WMATA property to Cafritz property (Riverdale Park Station). CPCUP received a grant to fund it and wants to use the City to manage the construction using our existing contractor. The project will include 6 pedestrian lights. The City will be paid in full. Two motions to Consent next week: 1) MOU with CPCUP, and 2) Amendment to the NZI contract. 4 Consideration of a Four Cities request to send letters opposing both the proposed MAGLEV project and the widening of I-495/I-270/B-W Parkway – No action; Council requested more information. Return future W/S. 5 Award of contract for 30% design of Campus Drive side path - Steve Beavers, Community Development Coordinator: He reviewed the staff report. The trail would go on UMD property; they seem interested in pursuing study. The terrain is challenging and small bridges or boardwalks may be needed. The feasibility study will tell us more. The City plans to install the wayfinding kiosk at Campus Drive at the Trolley Trail, so there might be potential for a plaza with benches here as well. To Consent Agenda next week. 6 Approval of new fees for rental of City facilities – Janeen Miller, City Clerk: She reviewed the staff report. Council agreed with the staff recommendation except eliminate the one-time free annual use by employees, and instead double the resident discount rate for employees ($100 Council Chambers, $100 Davis Hall, and $200 Old Parish House). Consent Agenda next week to be effective January 1. 7 Follow-up discussion on City’s fence ordinance – Scott Somers, City Manager: He reviewed the staff report and explained his attempt to find middle ground based on resident and Council comments. He reviewed the two proposed options noted in the “staff recommendation” and discussed when a variance v. a permit is required. He said we prefer for staff to be involved early in the process to explain what is allowed and when a permit or variance is needed to help residents navigate the process. Residents expressed interest in allowing front yard fences and problems with the corner-lot setback requirement. Introduction of an ordinance next week with recommended Option 1 (Nagle). 8 Requests For/Status of Future Agenda items: Schedule Frequency of Rental Inspections, 2017 Election Debrief. 9 Appointments to Boards and Committees: Arelis Perez to College Park Seniors Committee and increase the number of members by one; reappoint Anita Wolley to the MLK Committee and Barbara Pianowski to the Rec Board. ADJOURN: A motion was made by Councilmember Stullich and seconded by Councilmember Brennan to adjourn into a Closed Session to discuss the acquisition of real property for a public purpose and matters directly related to said acquisition; to consult with Counsel on a legal College Park City Council Worksession Minutes November 8, 2017 Page 3 of 3 matter; and to discuss a personnel matter.
