MINUTES Special Session of the College Park City Council Tuesday, June 5, 2018 Council Chambers 8:35 p.m. PRESENT: Mayor Wojahn; Councilmembers Kabir, Kennedy, Brennan, Dennis, Day, Rigg, Kujawa and Mitchell. ABSENT: None. ALSO PRESENT: Scott Somers, City Manager; Bill Gardiner, Assistant City Manager; Janeen Miller, City Clerk; Suellen Ferguson, City Attorney; Bob Ryan, Director of Public Services; Terry Schum, Director of Planning; Alex Tobin, Student Liaison. During a regularly scheduled Worksession of the College Park City Council, a motion was made by Councilmember Kennedy and seconded by Councilmember Kabir to enter into a Special Session to take action on several matters that are time-sensitive. The Special Session was noticed on the Worksession agenda. The motion carried 8 – 0 – 0 and the Council entered into Special Session at 8:35 p.m. ACTION ITEMS 18-G-58 Approval of design for Hollywood Gateway Park Ms. Schum said now that the construction bids have been received, we have a clearer idea of the project cost. She said an additional $80,000 is needed to keep the original design, assuming we allocate Program Open Space FY ’19 funds to the project. Mr. Fields said we can fund it from Capital Program Reserves, an accumulation of unallocated funds from other projects that have been closed. In other words, it would not be to the detriment of any other project. McDonnell Landscaping, the lowest qualified bidder, worked with staff and the design team to value engineer the project. Zolna Russell and her team presented updated schematics and renderings with design options for moving forward with Hollywood Gateway Park. Ms. Russell explained and illustrated 6 options: Option 1 – Original design and cost Option 2 – Keeps size and shape of pavilion; net reduction of $41,500; 3+ week delay Option 3 – Reduce size of pavilion; net reduction of $61,500 Option 4 – Wood instead of steel pavilion; net reduction of $50,000; 3-4+ week delay Option 5 – Install pavilion in future; cost savings unknown; 3-4+ week delay; new permit Option 6 – Eliminate pavilion; $387,000 savings; no delay. Council discussed pros and cons of the options and conveyed resident feedback on the park in general, and on the pavilion in particular. Councilmembers Kabir and Kennedy spoke in favor of keeping the original design. College Park City Council Special Session June 5, 2018 Page 2 A motion was made by Councilmember Kennedy and seconded by Councilmember Kabir to approve the currently designed park (Option 1) and allocate the additional funding from Capital Program Reserves. Councilmember Brennan noted that if you remove the pavilion we get closer to the original cost estimates, but hears that residents want this amenity. Councilmember Kujawa said the cost is hard to swallow, but the community has spoken out in favor of the amenity. Councilmember Rigg asked for confirmation that no other project would be hurt by taking the $80,000 from capital reserves. Mr. Fields confirmed. Councilmember Kabir agrees that the cost is hard to swallow, and hopes we have learned from this project how to plan better in the future. The project is ready to go, we have spent a lot of time on it, and the community is anxious for the benefit. The motion passed 8-0-0. 18-G-89 Award of contract for construction of Hollywood Gateway Park to McDonnell Landscape A motion was made by Councilmember Kennedy and seconded by Councilmember Kabir to award the contract for the construction of Hollywood Gateway Park to McDonnell Landscaping, subject to the approval of the City Attorney, and to authorize the City Manager to sign the contract. There were no comments from the audience or the Council The motion passed 8-0-0. 18-G-82 Award of contract for maintenance of video surveillance system (CP-18-10) Mr. Ryan reviewed the staff report. The City issued an RFP for maintenance of the City’s video surveillance system. Hitachi was the second lowest bidder, but they provide a 24/7/365 support desk, and the lowest bidder only provided 5-days-week support. The garage cameras have been added into this contract. Staff recommends awarding the contract to Hitachi. A motion was made by Councilmember Rigg and seconded by Councilmember Day to award a contract, subject to approval by the City Attorney, in an amount not to exceed $133,207.50, to Hitachi Vantara to provide a five-year maintenance contract effective July 1, 2018 for the maintenance of City owned security camera systems, and to authorize the City Manager to sign the contract. There were no comments from the audience or the Council. The motion passed 8-0-0. College Park City Council Special Session June 5, 2018 Page 3 18-G-83 Approval of an amendment to the April 24, 2018 Regular Meeting minutes Ms. Miller said this is a housekeeping matter: Council has already approved these minutes, but we failed to include the closing statement from the April 17 closed session, which has been appended to the end of the minutes. A motion was made by Councilmember Day and seconded by Councilmember Rigg to approve the amended minutes. There were no comments from the audience or the Council. The motion passed 8-0-0. ADJOURN: A motion was made by Councilmember Dennis and seconded by Councilmember Brennan to exit the Special Session.
