WORKSESSION MINUTES
College Park City Council
Tuesday, September 4, 2018
Council Chambers
7:30 P.M. – 9:56 P.M.
PRESENT: Mayor Wojahn; Councilmembers Kabir, Kennedy, Dennis, Day, Rigg, Kujawa,
and Mitchell.
ABSENT: Councilmember Brennan.
ALSO PRESENT: Bill Gardiner, Assistant City Manager; Janeen Miller, City Clerk; Suellen
Ferguson, City Attorney; Bob Ryan, Director of Public Services; Jim Miller, Parking
Enforcement Manager; Terry Schum, Director of Planning; Kacy Rohn, Planner/Community
Development Coordinator; Alex Tobin, Student Liaison.
CITY MANAGER’S REPORT: Mr. Gardiner announced the holiday week refuse/recycling
schedule, the farmers markets, the relocation of the Department of Public Services to 8400
Baltimore Avenue, and said that College Park Day will be on Saturday, October 6 from 12 – 6.
AMENDMENT TO/APPROVAL OF THE AGENDA: The agenda was approved without
amendment (Kennedy/Day) 7-0.
DISCUSSION ITEMS:
1. Presentation on Calvert Road Child Care Center:
Carlo Colella, UMD Assistant Vice President, Administration and Finance and Casey Smith,
Architect, Hord Complan Macht: They reviewed their PowerPoint presentation. The fence is
not shown, but it will be a 6-foot decorative fence. The landscaping will not be done by Day 1,
but the pathways will be. The plan will reduce the impervious surface and have a net-positive
impact on stormwater. They have had to shrink the programming the keep the project financially
viable, which has impacted mostly staff, support and shared spaces, and not classrooms. All
meet minimum licensing requirements. Regarding the comments from County Planning staff
that criticized the new addition: UMD disagrees and said the County did not have the current
detail when they provided their comments. The current iteration has been provided to the
Maryland Historical Trust. They will restripe, landscape and enhance the parking area. They
may reduce some glazing and add siding on the east elevation to save money. They will repair
the steps to the main entrance, but that entrance will not be used, except as an emergency egress.
The new entrance will be from the parking lot. Comments are expected from the community
meeting on September 26, from the Maryland Historical Trust, and from the City. They hope to
have completed construction drawings by November, then get the project out to the market to
obtain real construction numbers. Total capacity 120 children.
Council: Concern about the reduction in community space – this was offset by an increase in
City dedicated seats. Desire to have the main entrance used again – not ADA complaint.
Concern that infant program area has been reduced. Explanation for cost increases – cost of
labor and materials has increased since first estimates were done; design team now under
contract so those are real numbers.
City will provide comments at a regular meeting in October.

2. Discussion of Howard Lane Permit Parking - Bob Ryan, Jim Miller, Robert Kidwell,
Joan Carol Poor, Robert Swanson: Street currently posted no parking on both sides as a
temporary accommodation during construction. Street designed for one-way traffic with parking
on one side. Residents want permit parking on north side of the street where the sidewalk and
most of the homes will be. They request a zone different from the surrounding Zone 6 to keep it
residential without encroachment from the renters nearby. No parking 24/7, no two-hour
exemption, 2 visitor passes and 5 residential permits per house.
Council requested staff calculate the number of possible parking spaces on both the north and
south side of street.
Mr. Kidwell provided current status of development: 1 house built and occupied
(Poor/Swanson), 1 house built and awaiting settlement, 1 house under construction, and 1 lot has
a contract on it.
3. Discussion of a program for surveillance cameras on private property: Bob Ryan
reviewed the staff report and Council discussed options. Reward program not favored. Registry
is more labor-intensive, but the advantage is the police would know where the cameras are. Not
sure if the County has a program. Council requested information about the time/cost/resources it
would take to run the registry program. How often would it be updated? What about legal
issues about where the camera can/can not be pointed? Return future W/S with this information.
4. Comments on the M-NCPPC budget: Bill Gardiner reviewed staff report. Wait to see
if we want to add anything after the Trails Master Plan W/S. Request to add drinking fountain at
Hollywood Neighborhood Park. Is Lake Artemesia closed/gated at night? If so, it would impact
the request for removal of the fence. Mr. Gardiner will research. Confirm status of funding for
Berwyn and Lakeland playground equipment. Research skylights vs. solar panels at the College
Park Community Center. Return September 25 R/M.
5. Appointments to Board and Committees – None.
6. Requests For/Status of Future Agenda items: Discussion of Deputy Student Liaison
position application process and job description (Day/Kujawa 7-0); Committee on
Committees report – move to an earlier agenda; Add consideration of meeting schedule
modifications to next week’s agenda (Day/Mitchell 7-0)
7. Mayor and Councilmember Comments:

8. City Manager's Comments – None.
ADJOURN: A motion was made by Councilmember Kennedy and seconded by
Councilmember Day to adjourn the Worksession, and with a vote of 7-0-0, Mayor Wojahn
adjourned the Worksession at 9:56 p.m.
