Special Session of the College Park City Council
Tuesday, February 5, 2019
Council Chambers
PRESENT: Mayor Wojahn; Councilmembers Kabir, Kennedy, Brennan, Dennis, Day, Rigg,
Kujawa, and Mitchell.
ABSENT: None.
ALSO PRESENT: Scott Somers, City Manager; Bill Gardiner, Assistant City Manager;
Janeen Miller, City Clerk; Suellen Ferguson, City Attorney; Alex Tobin, Student
Liaison.
During a regularly scheduled Worksession of the College Park City Council, a motion was made
by Councilmember Day and seconded by Councilmember Kennedy to enter into a Special
Session to introduce a Charter Amendment and schedule the Public Hearing. The reason for
doing this in Special Session tonight is to expedite the timing, and the possibility of the Special
Session was listed on the Worksession agenda. With a vote of 8-0, Council entered Special
Session at 8:16 p.m.
ACTION ITEMS:
19-CR-02 A Charter Resolution Of The Mayor And Council Of The City Of College
Park, Amending Article IV, “Voting And Elections”, § C4-3, “Supervisors Of
Elections”, To Increase The Number Of Supervisors Of Elections To Six, And
To Make Provision For Appointment
A motion was made by Councilmember Rigg and seconded by Councilmember Day to
introduce Charter Resolution 19-CR-02, Amending Article IV, “Voting And Elections”, §
C4-3, “Supervisors Of Elections”, To Increase The Number Of Supervisors Of Elections To
Six, And To Make Provision For Appointment
The Public Hearing will be held on March 12, 2019.
ADJOURN:
A motion was made by Councilmember Dennis and seconded by Councilmember Brennan to
adjourn from Special Session, and with a vote of 8-0, the Special Session adjourned at 8:17 p.m.
At 9:52 p.m., a motion was made by Councilmember Mitchell and seconded by Councilmember
Kennedy to enter into a Special Session to act on matters of legislation that are time sensitive.
The possibility of the Special Session was listed on the Worksession agenda.
ACTION ITEMS:
19-G-17 HB 82 Transportation–Complete Streets–Access to Healthy Food–Bill
requires a complete streets policy to create access to healthy food for persons
living in food deserts.

Among other things, this bill adds an annual appropriation of $1M for the Complete Streets
Program.
A motion was made by Councilmember Kennedy and seconded by Councilmember Kabir
to send a letter in support of this bill. The motion passed 8-0.
19-G-18 HB 108 Vehicle Laws-Intersections-Prohibited Acts “Don’t Block The Box”
The Council has supported this legislation in the last two years and would allow police to enforce
the signage that has recently been installed.
A motion was made by Councilmember Kennedy and seconded by Councilmember Kabir
to send a letter in support of this bill. The motion passed 8-0.
19-G-19 SB 442 Toll Roads, Highways and Bridges–County Government Consent
Requirement–Expansion
MML is seeking an amendment to have some municipal role in this but it has not been supported
by the sponsor at this time.
A motion was made by Councilmember Kennedy and seconded by Councilmember Rigg to
send a letter in support of this bill. The motion passed 8-0.
19-G-20 HB 109–Environment-Expanded Polystyrene Food Service Products-
Prohibition
A motion was made by Councilmember Kennedy and seconded by Councilmember Kabir
to send a letter in support of this bill.
The Council has previously taken a position in support of this legislation.
The motion passed 8-0.
ADJOURN:
A motion was made by Councilmember Rigg and seconded by Councilmember Dennis to
adjourn from the Special Session, and with a vote of 8-0, Mayor Wojahn adjourned the
Special Session at 9:55 p.m.
