Motion carried (7-0) • American Healthways Services Commercial Agreement • Concession Stand Agreement with the Snak Shak LLC for Stratton Myers Park and Veterans Park • Lease Agreement with Adam Myers for Horse Corrals #110 & #111 • Removal of landfill item requested by Ian Parker to remove a picnic table • Approval of the minutes for March 17, 2015 Council • Financial Reports and Payment of Bills: Prepaid Invoices = $152,654.44 Outstanding Invoices = $510,108.09 Payroll Expenditures = $616,932.25 Pre-authorization Payments = $1,067,500 CITY ADMINISTRATOR’S REPORT Mr. Clevenger reminded everyone the General Fund workshop is scheduled for Thursday, April 30th at 6:30 pm. He stated the road projects are still on time even with the weather and thanked Mr. Westenskow, the Engineering team and Mr. Nelson for keeping everyone updated. He attended the Chamber Volunteer meeting and congratulated Randy Walker and Dennis Freeman on the Distinguished Citizens Award as well as the others that received awards. He urged anyone interested in volunteering on our Committees or Boards to please contact the City. He is continuing work on the budgets and thanked the Department Heads and employees for their patience. One of his goals after July 1st is to look at the budget process and possibly make some changes. He announced the retirement of Jeff Nieters Finance Director and stated Mr. Nieters’ fourteen years of service is very commendable and Mr. Nieters has been very helpful getting him up to speed. His knowledge and depth of experience is going to be greatly missed. CITY ATTORNEY’S REPORT Nothing to report MAYOR AND COUNCIL REPORTS Council Member Maes had a citizen come see her at work and is very concerned about the property right across from where all the construction is up by the college. They are worried about the way they are cutting the dirt out and a possible mudslide. She asked if there is going to be more houses on that side or if they are putting in a retaining wall. She drove by and saw they are incorporating some boulders but there are still pretty huge cliffs there. She said it’s scary when you hear about the mudslides happening all over the country. Ms. Profaizer stated what Council Member Maes is referring to, is a property owned by a local person who has obtained a permit for a retaining wall that is engineered and who has verbally stated that his plan is to put a single house on that property. This is separate from what is going on at Lucy Estates. The construction there is up to building code and they have also submitted a soils and grating plan with that subdivision. Mr. Westenskow and Mr. Allred are in contact with each other to make sure there are not any issues there and they are looking at the hillsides as well. Ms. Profaizer stated one thing they are doing now that they are seeing development going up hills around town, is requesting the City Engineer sign off before issuing occupancy permits. City Council Proceedings April 21, 2015 Page 6 of 8 This is to make sure that there hasn’t been any modification to what the soils and drainage/geo tech reports said with the subdivision and to keep everything safe. Council Member Maes stated the houses are beautiful and thanked Ms. Profaizer. She added the Quilt Show is coming up the 2nd weekend of May and it’s a really neat, artsy event. Council Member Killpack had nothing to report Council Member Stokes stated shame on Mr. Nieters for leaving. He has been a great asset to the City and hates to see him go and congratulated him. Council Member Barney echoed the thanks to Mr. Nieters, appreciates the job he has done and is sorry to see him go. He spent last week training in San Diego on cutting edge technology and how it affects the courts, laws and things of that nature. It’s growing in leaps and bounds and he would the City to try and keep up with it. He wants us to consider, when tearing up streets, to throw done some PVC in case we need to pull wires through later for high speed internet. He would like the City to be able to provide not just the infrastructure for sewage, water, trash, police and fire but also high technology. This is something he will be looking at and finding answers to. Mayor Rust stated those are good comments we need to keep focused on because we tend to lose track and get so busy dealing with streets, potholes and things of that nature. Council Member Peterson asked Mr. Barney if this was all going to be cable fed or do they see it being satellite driven. Council Member Barney stated right now a lot of it is cable fed but it will go to satellite in the future. Council Member Peterson stated he and Mayor Rust attended the Crime Victims Week luncheon and one of Green River’s officers, Glenn Williams, was presented with an award and he is very proud of him. Council Member Wilson echoed some of the other council member’s comments about Mr. Nieters and stated he has known Jeff for several years and he is the one that has kept the City Council and the City Administrator offices somewhat under control when it comes to the budget. He has done and real good job and will be highly missed and wished him good luck in the future. He thanked Mr. Clevenger for working on the budget. He stated that they are continuing to work on giving some type of raise to the employees since they have not had one in five years and this is his number one goal. He also appreciates that Mr. Clevenger got back to Mr. Rockhold right away and asked that Mr. Westenskow keep the north side of town on his radar and feels since it is the older part of town it tends to be forgotten. Mayor Rust commented that it’s great to see a young person like Laura Harris recognized in our community for her volunteer efforts. Volunteerism is something that needs to happen more. He also stated at the Crime Victims Recognition luncheon, there were three people given awards. Sgt. Williams from the GRPD, someone from the Sheriff’s Dept. and the RSPD. They are people that just do the extra to help victims of crime, whether they are in law enforcement or the social service agencies. He gave kudos to Sgt. Williams and thinks there will be a more formal recognition down the line. He told Mr. Nieters that he did a great job over the years for the City and most importantly he deserves his retirement and to enjoy it. ADJOURNMENT Council Member Stokes moved to adjourn at 8:05 pm.
